7、ards division, in compliance with annex 3 of the WTO/TBT agreement. This document was published in September 2009. This document supersedes SANS 10316:2005 (edition 1.1). 8、pment, as with all lifting equipment, should be regularly tested and inspected by a competent person, as laid down in the applicable of the following acts: Occupational Health and Safety Act, 1993 (Act No. 85 of 1993); and Amdt 1 Mine Health and Safety Act, 1996 (Act No. 29 of 1996). Amdt 1 Referenc
9、e is made in 4.25.4.2 and 4.25.6.8 to “relevant safety legislation“. In South Africa, this means the Occupational Health and Safety Act, 1993 (Act No. 85 of 1993) (as amended from time to time). Annex A forms an integral part of this document. Annex B is for information only. Introduction The primar
10、y objective of this standard is to prevent accidents associated with the use of vehicle-mounted loading equipment for airline ground support by establishing requirements for design, manufacture, maintenance, performance, training and use. The rapid development of a wide variety of designs for vehicl
11、e-mounted loading equipment necessitates the establishment of standards for their design, manufacture, maintenance, training, performance and use. Vehicle-mounted loading equipment for airline ground support is intended for use in the airline industry. The equipment comprises vehicle-mounted scissor
12、 lifts designed for stability and load factors (including the need to withstand the wind and jet blast pressures experienced on airport ramps). Specific engineering constraints associated with hydraulic scissor lift vehicles and flexibility must be taken into account in the design of device-to-aircr
13、aft interfaces. SANS 10316:2009 Edition 1.2 1 Introduction (continued) The operation of any vehicle-mounted loading equipment is subject to certain hazards that can be avoided only by using common sense and being careful and not by any mechanical means. It is essential to have competent, careful ope
14、rators trained in the safe operation of this type of equipment. This standard specifies the rules for ensuring the safety of persons and objects against accidents associated with the operation of vehicle-mounted loading equipment for mobile aircraft ground support. Possible accidents that could occu
15、r, and against which persons and objects shall be protected, include the following: shearing; crushing; falling; impact; trapping; electric shock; material failure (for example fatigue, wear, corrosion); instability of the equipment; and bursting of hydraulic pipes and hoses. Persons and objects to
16、be protected are as follows: operators and passengers; servicing and inspection personnel; persons adjacent to the vehicle; loads carried on the work platform; and components of the aircraft loader. This standard sets out the requirements that are specific to aircraft loaders and the requirements wi
17、th which the materials and equipment shall comply in the interest of safety. The standard has been drawn up on the assumption that aircraft loaders: are only operated by persons who have been trained and declared competent; are periodically inspected, examined and maintained by competent persons in
18、accordance with the manufacturers instructions, the working conditions and recommended frequency of use and with the Occupational Health and Safety Act, 1993 (Act 85 of 1993) (see annex B); SANS 10316:2009 Edition 1.2 2 Introduction (concluded) are not put into operation unless all the controls and

22、 support equipment as laid down in the Code of Practice No. 29 of Transnet (see annex B). Included in this standard are requirements for conveyor systems, guides, stops and restrained hardware that are used on trucks, transporters (fork-lift trucks), pallet built-up hoists or other device-handling e
23、quipment. 1.1 Equipment covered Typical examples of the unit load devices covered in this standard are shown in figures 1 to 7. 1.2 Equipment not covered This standard does not apply to the following equipment: a) ladders and ladder stands; b) scaffolding; c) vehicle-mounted elevating and rotating a
24、erial platforms; d) non-self-propelled elevating aerial platforms; e) self-propelled, drivable work platforms wherein the platform is supported by an elevating means that both elevates and rotates relative to the platform base; f) self-propelled, vertically adjustable work platforms that are used to
