3、ier and thereby minimize the risk of injury or death. The specifichazards addressed by this standard are carrier handle strength to support the occupant, product tip over,and falls from elevated surfaces.1. Scope1.1 This consumer safety specification establishes perfor-mance requirements, test metho

4、ds, and marking requirementsto promote safe use of a hand-held infant carrier by anoccupant and caregiver.1.2 This consumer safety specification is intended to mini-mize the risk of incidents to an occupant resulting from normaluse and reasonably foreseeable misuse or abuse of a hand-heldinfant carr

5、ier.1.3 No hand-held infant carrier produced after the approvaldate of this consumer safety specification, either by label orother means, shall indicate compliance with this specification,unless it conforms to all requirements contained herein.1.4 This consumer safety specification is not intended t

6、oaddress accidents and injuries resulting from the interaction ofother persons with the child occupant in a hand-held infantcarrier or the accidents resulting from abuse and misuse bychildren able to walk.1.5 This consumer safety specification is not intended toaddress incidents or injuries resultin

7、g from use of the productin a motor vehicle, nor is it intended to address any issues thatmay arise from the manufacturer meeting the certificationrequirements of FMVSS-213 or other applicable add-on childrestraint standards.1.6 The following precautionary caveat pertains only to thetest method port

8、ion, Section 7, of this consumer safety speci-fication: This standard does not purport to address all of thesafety concerns, if any, associated with its use. 16、tions:3.1.1 conspicuous, adja label that is visible, when theinfant carrier is in a manufacturers recommended use position,to a person standing near the infant carrier at any one positionaround the infant carrier but not necessarily visible from allpositions.3.1.2 hand-held infant carrier, na freest

17、anding, rigid-sided product intended to carry an occupant whose torso iscompletely supported by the product to facilitate transportationby a caregiver by means of hand-holds or handles.3.1.3 manufacturers recommended use position(s), nanyposition that is presented as a normal, allowable, or acceptab

18、leconfiguration for the use of the product by the manufacturer inany descriptive or instructional literature. This specificallyexcludes positions that the manufacturer shows in a likemanner in its literature to be unacceptable, unsafe or notrecommended.3.1.4 non-paper label, nany label material, suc

19、h as plasticor metal, which either will not tear without the aid of tools ortears leaving a sharply defined edge.3.1.5 occupant, nthat individual who is in a product thatis set up in one of the manufacturers recommended usepositions.3.1.6 paper label, nany label material which tears withoutthe aid o

20、f tools and leaves a fibrous edge.4. Calibration and Standardization4.1 All testing shall be conducted on a concrete floor, whichmay be covered with18-in. (3-mm) thick vinyl flooringcovering, unless test instructs differently.4.2 The product shall be completely assembled, unlessotherwise noted, in a

21、ccordance with the manufacturers in-structions.4.3 No testing shall be conducted within 48 h of manufac-turing.4.4 The product to be tested shall be in a room with ambienttemperature of 73 6 9F (23 6 5C) for at least one hourprior to testing. Testing shall then be conducted within thistemperature ra

22、nge.4.5 All testing required by this specification shall be con-ducted on the same unit.5. General Requirements5.1 There shall be no hazardous sharp edges or points asdefined by 16 CFR 1500.48 and 16 CFR 1500.49 before andafter testing to this consumer safety specification.5.2 There shall be no smal

23、l parts as defined by 16 CFR 1501before testing or liberated as a result of testing to thisspecification.5.3 Product must comply with 16 CFR 1303.5.4 Wood PartsPrior to testing, any exposed wood partsshall be smooth and free from splinters.5.5 OpeningsHoles or slots that extend entirely through awal

24、l section of any rigid material less than 0.375-in. (9.53-mm)thick and admit a 0.210-in. (5.33-mm) diameter rod, shall alsoadmit a 0.375-in. (9.53-mm) diameter rod. Holes or slots thatare between 0.210 in. (5.33 mm) and 0.375 in. (9.53 mm) andhave a wall thickness less than 0.375 in. (9.53 mm) but a

25、relimited in depth to 0.375 in. (9.53 mm) maximum by anotherrigid surface shall be permissible (see Fig. 3). The product shallbe evaluated in all manufacturers recommended use positions.5.6 Scissoring, Shearing, PinchingA product, when in amanufacturers recommended use position, shall be designedand

Scissor-ing, shearing, or pinching that may cause injury shall not bepermissible when the edges of any rigid parts admit a probegreater than 0.210 in. (5.33 mm) and less than 0.3

30、75 in. (9.53mm) in diameter at any accessible point throughout the rangeof motion of such parts.5.7 Exposed Coil SpringsAny exposed coil spring that isaccessible to the occupant, having or capable of generating aspace between coils of 0.210 in. (5.33 mm) or greater duringtesting in any manufacturers

31、 recommended use position(s) andtested in accordance with 7.1.2 and 7.1.3 shall be covered orotherwise designed to prevent injury from entrapment.5.8 Labeling:5.8.1 Warning Labels, whether paper or non-paper, shall bepermanent when tested in accordance with 7.4.1-7.4.3.5.8.2 Warning statements appli

32、ed directly onto the surfaceof the product by hot stamping, heat transfer, printing, woodburning, etc., shall be permanent when tested in accordancewith 7.4.4.5.8.3 Non-paper labels shall not liberate small parts whentested in accordance with 7.4.5.5.9 ToysToy accessories attached to, removable from

33、, orsold with an infant carrier, as well as their means of attachment,must meet applicable requirements of Specification F 963.5.10 Protective ComponentsIf a child can grasp compo-nents between the thumb and forefinger, or teeth, such as caps,sleeves or plugs used for protection from sharp edges, po

34、ints,or entrapment of fingers or toes or if there is at least a 0.040-in.(1.00-mm) gap between the component and its adjacent parentcomponent, such component shall not be removed when testedin accordance with 7.3.6. Performance RequirementsNOTE 1The forces that are to be applied to the sample in the

35、 testsdescribed in Section 7 of this specification are readily applied by means ofa calibrated force gage.6.1 Carrying Handle IntegrityAll tests of 7.1 are to beperformed on the same product, sequentially and withoutrefurbishing or repositioning of adjustment. 36、eF2050033shall not break or unlatch on either one or both sides of thecarrier when tested in accordance to 7.1.2 and 7.1.3.6.2 Restraint SystemA restraint system shall be providedto secure a child in the seated positions in any of themanufacturers recommended use positions.6.2.1 For infant carriers

37、that are not for use in motorvehicles, the restraint system shall include a waist restraint andcrotch restraint. The crotch restraints use shall be mandatorywhen the waist restraint is in use.6.2.2 The system and its closing means shall not slip morethan 1 in. (25 mm), break, separate, or permit the

38、 removal ofthe test dummy when tested in accordance with 7.56.3 Slip ResistanceAn infant carrier shall not slip morethan 0.12 in. (3.0 mm) within one minute when tested inaccordance with 7.2.7. Test Methods7.1 Carrying Handle Integrity:7.1.1 Handle/Latch Preconditioning Cycling:7.1.1.1 Secure the in

39、fant carrier onto a test platform with thehandle in the manufacturers recommended carry position andso that the base of the carrier cannot move in the direction ofthe force being applied.7.1.1.2 Apply an oscillating force to the handle in theforward and rearward direction normal to a plane establish

40、edby the center line of the rotating axis of the handle and thecenter of the grip area of the handle as shown in Fig. 4. Theoscillating force shall have a peak force of 20 6 1 lbf (89 6 4N) for 1000 cycles at a rate of 30 to 60 cycles per minute.7.1.2 Forward Facing Handle Endurance Test:7.1.2.1 Pla

41、ce the CAMI infant dummy (see Fig. 1) into theinfant carrier and secure the harness straps in accordance withthe manufacturers instructions. Pull the CAMI infant dum-mys legs forward so that the dummy is tight against the crotchend of the harness.7.1.2.2 With the carry handle in the manufacturers re

42、com-mended carry position, hang the carrier from the handle anddetermine the inclination of any convenient rigid surface on thecarrier. This value of inclination will be used in the initialplacement of the carrier in these endurance tests.7.1.2.3 Place the conditioned infant carrier with the headend

43、 of the carrier against a pivot point on a vertical surface asshown in Fig. 5. The inclination of the carrier should be thesame as measured while hanging freely.7.1.2.4 Attach a chain, from the same vertical surface suchthat the chain angle is 20 6 2 to the horizontal. Adjust thechain length if nece

44、ssary.7.1.2.5 Allow the product to hang in this position for 15minutes.7.1.3 Rearward Facing Handle Endurance Test:7.1.3.1 Place the CAMI infant dummy into the infant carrierand secure the harness straps in accordance with the manufac-turers instructions. Push the CAMI infant dummys head andtorso re

45、arward so that the dummy is tight against the seat back.7.1.3.2 With the carry handle in the manufacturers recom-mended carry position, hang the carrier from the handle anddetermine the inclination of any convenient rigid surface on thecarrier. This value of inclination will be used in the initialpl

46、acement of the carrier in these endurance tests.7.1.3.3 Place the conditioned infant carrier with the foot endof the carrier against a pivot point on a vertical surface asshown in Fig. 6. The inclination of the carrier should be thesame as measured while hanging freely.7.1.3.4 Attach a chain, from t

47、he same vertical surface suchthat the chain angle is between 20 6 2 to the horizontal.Adjust the chain length, if necessary.7.1.3.5 Allow the product to hang in this position for 15minutes.7.2 Slip Resistance:7.2.1 Test Surface:7.2.1.1 The surface used to test slippage shall be an impreg-nated high-

48、pressure laminate6of unspecified color with asmooth matte finish.7.2.1.2 The laminate shall be mounted on a flat surface, witha thickness no less than34 in. (19 mm), in accordance with thelaminate manufacturers instruction.7.2.1.3 Use of any products that will interfere with theperformance of the la
