5、l Standard Approval of an American National Standard requires verification by ANSI that the requirements for due process, consensus, and other criteria for approval have been met by the standards developer. Consensus is established when, in the judgment of the ANSI Board of Standards Review, substan

22、e standards is to serve as guides to governmental authorities having jurisdiction over subjects within the scope of the A10 Committee standards. If these standards are adopted for governmental use, the reference of other national codes or standards in individual volumes may be changed to refer to th

23、e corresponding regulations. Revisions: The A10 Committee welcomes proposals for revisions to this standard. Revisions are made to the standard periodically (usually five years from the date of the standard) to incorporate changes that appear necessary or desirable, as demonstrated by experience gai

24、ned from the application of the standard. Proposals should be as specific as possible, citing the relevant paragraph number(s), the proposed wording, and the reason for the proposal. Pertinent documentation would enable the A10 Committee to process the changes in a more timely manner. Interpretation

25、s: Upon a request in writing to the Secretariat, the A10 Committee will render an interpretation of any requirement of the standard. 34、emolition operation, when their normal route is considered unsafe. 12 AMERICAN NATIONAL STANDARD A10.6 2006 4. PREPARATORY OPERATIONS 4.1 Prior to starting demolition opera-tions, a written engineering survey of the structure shall be made by a qualified person to determine the type and condition of

35、 the framing, floors and walls so that actions can be taken, if needed, to prevent premature collapse of any portion of the structure. When indicated as advisable, any adjacent structure(s) or improvement should also be similarly checked (see Appendix). Prior to beginning work, all parties involved

36、shall meet to establish a safe work program. 4.2 All electric, gas, water, steam, sewer and other service lines shall be shut off, capped or otherwise controlled, at or outside the building line or at work area limits before demolition work is started. In each case, the responsible utility company o

37、r companies shall be notified in advance, and its approval or services, if necessary, shall be obtained. 4.3 If it is necessary to maintain any power, water or other utilities during demolition, such lines shall be temporarily relocated as necessary or protected in accordance with any applicable cod

38、e, standard or legal requirements. 4.4 If a structure to be demolished has been damaged by fire, flood, explosion or other cause, appropriate measures shall be taken to protect life and property prior to commencing the demolition work. 4.5 A determination shall be made by a qualified person if any t

39、ype of hazardous chemicals, gases, explosives, flammable materials, radioactive materials or devices containing radioactive materials or similarly dangerous substances have been used in the structure or in any pipes, tanks or other equipment on the property. When the presence of any such substance i

40、s apparent or suspected, testing and purging, as necessary, shall be performed by qualified persons and the hazard eliminated prior to commencing the demolition work. Material safety data sheets shall be consulted to identify the action(s) to be taken prior to demolition operation. Disposal of the h

41、azardous material shall be in accordance with applicable standards. Note: In the United States, OSHAs Hazard Communi-cation Standard (HCS) covers this situation. 4.6 The structure to be demolished shall be checked throughout for materials containing asbestos, with particular atten-tion paid to fire

42、protection and heating, ventilating and air conditioning duct work. If asbestos is present, it shall be removed according to applicable standards and regulations. The structure to be demolished should also be checked for PCBs, lead-based paint, mercury-containing devices, biological hazards and othe

43、r hazardous materials. If found, these materials shall be removed according to applicable standards and regulations. 4.7 Where a hazard exists from fragmentation of glass, all glazed openings shall be removed or protected. 4.8 The fire and evacuation plan must coordinate activities in the event of f

44、ire with local emergency services providers (see Section 9). 4.9 All employees of the demolition firm shall be informed of the elements of the demolition plan so that they may conduct their work activity in a safe manner. 5. GENERAL PROTECTION 5.1 During demolition, inspections by a competent person

45、 shall be made as the work progresses to detect hazards resulting from weakened or deteriorated floors, walls or loosened material. No worker shall be permitted to work where such hazards exist until they are corrected by shoring, bracing or other effective means. Access controls shall be establishe

46、d to prevent unauthorized entry into the work zone. 13 AMERICAN NATIONAL STANDARD A10.6 2006 5.2 Only those employees necessary for the performance of the operations shall be permitted in the work area when demolition operations are being performed. Workers shall be made aware of any debris that cou

47、ld fall from above as well as location of all floor openings used for debris removal. 5.3 All employees shall wear necessary personal protective equipment for the protection of the head, eyes, ears, respiratory system, hands, feet and other parts of the body as set forth in ANSI/ASTM F2412-05, ANSI

48、Z87.1, ANSI Z88.2 and ANSI Z89.1. Equipment shall be used in accordance with ANSI Z88.2 in operations that produce harmful respiratory hazards. 5.4 In the operation of cranes and derricks, a standard signal system shall be used in accordance with ANSI/ASME B30.2, ANSI/ASME B30.5a and ANSI/ASME B30.6

49、. All personnel assigned to such operations shall be fully instructed in and knowledgeable of these signals and be required to use and observe them. 5.5 All oxygen, flame cutting and related operations shall be in accordance with the provisions in Section 11. 5.6 Scaffolds, mechanical lifts and aerial platforms shall be provided for employees engaged in work that cannot safely be performed from the ground or other solid work areas, in accordance with ANSI/ASSE A10.8. 5.7 Cranes used to support work platforms shall be equipped with planetary or worm gears, torque converters,
