5、.1331 (04/2017) i Recommendation ITU-T L.1331 Assessment of mobile network energy efficiency Summary Recommendation ITU-T L.1331 aims to provide a better understanding of the energy efficiency of mobile networks. The focus of this Recommendation is on the metrics and methods of assessing energy effi
6、ciency in operational networks. The networks considered are those whose size and scale could be defined by topologic, geographic or demographic boundaries. This Recommendation explains how to extrapolate the measurements made on partial networks to the level of the total network. Such a simplified a
7、pproach is proposed as a way of making approximate energy efficiency evaluations at the level of network elements, and cannot therefore be considered sufficient for the entire network operation including, for example, transport. ITU-T L.1331 (04/2017) FOREWORD The International Telecommunication Union (ITU) is the United Nations specialized agency in the field of telecommunications, information and communication technologies (ICTs). The ITU Telecommunication Standardization Sector (ITU-T) is a permanent organ o
10、f ITU. ITU-T is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The World Telecommunication Standardization Assembly (WTSA), which meets every four years, establishes the topi
11、cs for study by the ITU-T study groups which, in turn, produce Recommendations on these topics. The approval of ITU-T Recommendations is covered by the procedure laid down in WTSA Resolution 1. In some areas of information technology which fall within ITU-Ts purview, the necessary standards are prep
12、ared on a collaborative basis with ISO and IEC. NOTE In this Recommendation, the expression “Administration“ is used for conciseness to indicate both a telecommunication administration and a recognized operating agency. Compliance with this Recommendation is voluntary. However, the Recommendation ma
13、y contain certain mandatory provisions (to ensure, e.g., interoperability or applicability) and compliance with the Recommendation is achieved when all of these mandatory provisions are met. The words “shall“ or some other obligatory language such as “must“ and the negative equivalents are used to e
14、xpress requirements. The use of such words does not suggest that compliance with the Recommendation is required of any party. ITU-T L.1331 (04/2017) Introduction Recommendation ITU-T L.1331
22、 considers the definition of metrics and methods used to measure energy efficiency performance of mobile radio access networks and adopts an approach based on the measurement of such performance on small networks, for feasibility and simplicity purposes. Such a simplified approach is proposed for ap
23、proximating energy efficiency evaluations and cannot be considered as a reference for planning evaluation purposes throughout the network operation process. The same approach was introduced in ETSI TR 103 117; the measurements in testing laboratories of the efficiency of the base stations is the top
24、ic treated in ETSI ES 202 706. The measurement of this performance is useful for many reasons, and implementation guidelines are given in clause 11. Recommendation ITU-T L.1331 also provides an extrapolation method to extend the applicability of the assessment of energy efficiency to wider networks.
