AMSC N/A FSC 2040 COMMERCIAL ITEM DESCRIPTION HOOKS, BOAT, BALL POINT The General Services Administration has authorized the use of this commercial item description (CID) for all federal agencies. 1. SCO

3、PE. This commercial item description (CID) covers the general requirements for wooden handle boat hooks that are intended for applications in the handling of pontoons and other small marine craft. Boat hooks covered by this CID are intended for commercial/industrial applications. 2. CLASSIFICATION/P

4、ART OR IDENTIFICATION NUMBER (PIN). This CID uses a classification system which is included in the PIN as shown in the following example (see figure 1) (see 7.1). 2.1 Classification. Type: A - 96 inches long, 1.5 inches diameter B - 120 inches long, 1.5 inches diameter C - 144 inches long, 2.0 inche

5、s diameter D - 84 inches long, 1.5 inches diameter E - 93 inches long, 1.5 inches diameter (modified, see figure 1) F - 96 inches long, 2.0 inches diameter 2.2 PIN. Boat hook (ball point). 3. SALIENT CHARACTERISTICS. 3.1 Interface and

7、 physical dimensions. Boat hooks supplied to this CID shall be as specified herein (see figure 1). 3.2 Design. The boat hook shall consist of a cast metal hook riveted to a wooden handle. The boat hook shall be constructed to withstand a longitudinal axis pull of a tensile or dead weight load of 300

8、 pounds applied to the hook. There shall be no evidence of deformation, separation, cracking, loosening, or any other evidence of a failure of the boat hook after verifying the load specified. The configuration of the boat hook assembly, i.e., the length of the hook and the length and diameter of th

9、e handle, shall be as shown in figure 1. 3.3 Materials. The materials and parts shall be selected to accomplish performance requirements and provide maximum safety to operating personnel. 3.4 Metal. All metal parts shall be made of corrosion-resistant materials or shall be suitably protected against

10、 internal or external corrosion during normal service operations and storage. 3.4.1 Dissimilar metals. The use of dissimilar metals in contact with each other shall be avoided. When this is not possible, they shall be suitable protected against each other to minimize or prevent galvanic corrosion. 3

11、.5 Hook. The hook shall be cast malleable iron conforming to ASTM-A47/A47M and zinc coated by one of the following processes: hot dipped, conforming to ASTM-A153/A153M, class B3; electro-deposition process, conforming to ASTM-B633, type II, class FE/ZE 13; or mechanically deposited process, conformi

12、ng to ASTM-B695, type II, class 12. Yellow brass (manganese bronze), designated as a copper alloy in the Unified Numbering System (UNS) as C86100 to C86800, may be used. 3.6 Handle. The handle shall be made from ash wood coated with no less than two coats of spar varnish or suitable polyurethane or

13、epoxy paint. It shall be capable of performing tasks associated with boat handling of small pontoons and small marine crafts. 3.7 Rivets. The rivets shall be of steel and zinc coated, or brass. 3.8 Marking. Boat hooks supplied to this CID shall be marked with the manufacturers (MFRs) standard commer

14、cial PIN. (NOTE: The part number marked on the unit pack shall be the CID PIN.) Recycled, recovered, or environmentally pre

15、ferable materials should be used to the maximum extent possible provided that the material meets or exceeds the operational and maintenance requirements, and promotes economically advantageous life cycle costs. 3.10 Workmanship. Boat hooks shall be processed in such a manner as to be uniform in qual

16、ity and shall be free from other defects that will affect life, serviceability, or appearance. All cast and fabricated components of the boat hooks shall be in accordance with high grade industry practices to assure safety of personnel. 4. REGULATORY REQUIREMENTS. The offeror/contractor is encourage

17、d to use recovered materials to the maximum extent practicable, in accordance with 23.403 of the Federal Acquisition Regulation (FAR). 5. PRODUCT CONFORMANCE PROVISIONS. 5.1 Product conformance. The products provided shall meet the salient characteristics of this CID, conform to the producers own dr

18、awings, specifications, standards, and quality assurance practices, and be the same product offered for sale in the commercial market. The Government reserves the right to require proof of such conformance. 5.2 Market acceptance. The following market acceptance criteria are necessary to document the

19、 quality of the product to be provided under this CID: a. The company producing the item must have been producing a product meeting the requirements of this CID for at least 5 years. b. The company producing the item must have sold at least 25 units meeting this CID in the commercial marketplace ove

20、r the past 2 most recent procurement years. 6. PACKAGING. Preservation, packing, and marking shall be as specified in the contract or order. 7. NOTES. 7.1 PIN. The PIN should be used for Government purposes to buy commercial products to this CID. See section 2 for PIN format example. 7.2 Environment

21、ally preferable material. Environmentally preferable materials should be used to the maximum extent possible to meet the requirements of this specification. As of the date of this document, the U.S. Environmental Protection agency (EPA) is focusing efforts on reducing 31 priority chemicals. The list

22、 of chemicals and additional information is available on their website http:/www.epa.gov/osw/hazard/wastemin/priority.htm. Included in the EPA list of 31 priority chemicals are cadmium, lead, and mercury. Use of these materials should be minimized or eliminated unless needed to meet the requirements

23、 specified herein (see Section 3). 7.3 Commercial and Government Entity (CAGE) code.
