National foreword The text of ISO/IEC 19788-3:2013 has been prepared by Joint Technical Committee ISO/IEC JTC 1 “Information technology”, Subcommittee JTC 1/SC 36 “Information technology for learn
6、ing, education and training” and has been adopted as EN ISO/IEC 19788-3:2013 by Technical Committee CEN/TC 353 “Information and Communication Technologies for Learning, Education and Training” (Secretariat: UNI, Italy). The responsible German body involved in its preparation was the Normenausschuss
7、Informationstechnik und Anwendungen (Information Technology and selected IT Applications Standards Committee), Working Committee NA 043-01-36 AA Lerntechnologien. The ISO/IEC 19788 series of International Standards specifies sets of metadata elements and their attributes for the description of learn
8、ing resources. This includes the rules governing the identification of data elements and the specification of their attributes. These metadata elements are then formed into sets, thus describing a learning resource, e.g. in the form of a metadata learning resource (MLR) record. ISO/IEC 19788-3 provi
9、des a basic application profile as a recommended approach to enhance interoperability through an application profile with attributes such as presence type indicator, repeatability indicator and order indicator, applied to the Dublin Core elements specified in ISO/IEC 19788-2. Adopting Parts 1 and 2
10、(in 2012) and Parts 3 and 5 of the ISO/IEC 19788 series as European Standards ensures that common European Standards on metadata for learning resources will be used rather than differing national standards. Adopting the International Standard as a European Standard ensures an improved coordination t
11、hroughout Europe of learning opportunities and learning resources.
