11、he rationality of such a proposal is also questioned. As for those who support making drunk driving a crime, they believe that only legislation can eliminate the potential hazards brought by such activities from the very beginning. They insist that only moral restrictions are far from enough to prev
12、ent car accidents caused by drunk driving from happening. Drivers always consider themselves as the lucky dogs until real disasters happen. And the penalties for traffic accidents are also too tender to perform the functions of shock and awe. Only when every drunk driving is made a crime will driver
13、s dare not drink before driving. Thus a major factor of traffic accident will be diminished and our transportation environment will be safer.
