5、n and drawn up to a standard at leastequivalent to the guidelines developed by the Organization.IMOs Maritime Safety Committee (MSC), at its sixty-sixth session (28 Mayto 6 June 1996), considered draft guidelines for the preparation of theCargo Securing Manual prepared by the Sub-Committee on Danger
6、ousGoods, Solid Cargoes and Containers at its first session (5 to 9 February1996), and approved the Guidelines presented in this publication, whichwere originally issued as MSC/Circ.745 (dated 13 June 1996).These Guidelines are based on the provisions contained in the annex toMSC/Circ.385 (dated 8 J
7、anuary 1985) but have been expanded to includethe applications explicit to ships which are equipped or adapted for thecarriage of freight containers, taking into account the provisions of theCode of Safe Practice for Cargo Stowage and Securing (CSS Code), asamended. They are of a general nature and
8、intended to provide guidanceon the preparation of Cargo Securing Manuals, which are required on alltypesofshipsengagedinthecarriageofcargoesotherthansolidandliquidbulk cargoes.Member Governments are invited to bringthese Guidelines to theattention of all parties concerned, with the aim of havingCarg
9、o SecuringManuals carried on board ships prepared appropriately and in a consistentmanner, and to implement them as soon as possible and, in any case, notlater than 31 December 1997. 13、deofSafePracticeforCargo Stowage and Securing, cargo units including containers shall bestowedandsecuredthroughoutthevoyageinaccordancewithaCargoSecuringManual,approvedbytheAdministration.TheCargoSecuringManualisrequiredonalltypesofshipsengagedinthecarriageofallcargoesotherthansolidandliquidbulkcarg
14、oes.ThepurposeoftheseGuidelinesistoensurethatCargoSecuringManualscoverallrelevantaspectsofcargostowageandsecuringandtoprovideauniform approach to the preparation of Cargo Securing Manuals, theirlayout and content. Administrations may continue accepting CargoSecuring Manuals drafted in accordance wit
15、h MSC/Circ.385 providedthattheysatisfytherequirementsoftheseGuidelines.Ifnecessary,thoseManuals should be revised explicitly when the ship isintended to carrycontainersinastandardizedsystem.It is important that securing devices meet acceptable functional andstrengthcriteriaapplicabletotheshipanditsc
16、argo.Itisalsoimportantthatthe officers on board are aware of the magnitude and direction of theforcesinvolvedandthecorrectapplicationandlimitations ofthecargo-securingdevices.Thecrewandotherpersonsemployedforthesecuringofcargoes should be instructed in the correct application and use of thecargo-sec
17、uringdevicesonboardtheship.1Chapter 1General1.1 DefinitionsCargo-securing devices areallfixedandportabledevicesusedtosecureandsupportcargounits.Maximum securing load (MSL)isatermusedtodefinetheallowableloadcapacityforadeviceusedtosecurecargotoaship. Safe working load(SWL) maybesubstitutedforMSLforse
18、curingpurposes,providedthisisequaltoorexceedsthestrengthdefinedbyMSL.Standardized cargo means cargofor whichthe shipisprovided withanapprovedsecuringsystembaseduponcargounitsofspecifictypes.Semi-standardized cargomeanscargoforwhichtheshipisprovidedwithasecuringsystemcapableofaccommodatingalimitedvar
19、ietyofcargounits,suchasvehicles,trailers,etc.Non-standardized cargo means cargo which requires individual stowageandsecuringarrangements.1.2 General informationThischaptershouldcontainthefollowinggeneralstatements:.1 Theguidancegivenhereinshouldbynomeansruleouttheprinciples of good seamanship, neith
20、er can it replaceexperienceinstowageandsecuringpractice.2 TheinformationandrequirementssetforthinthisManualareconsistent with the requirements of the vessels trim andstabilitybooklet,InternationalLoadLineCertificate(1966),thehull strength loading manual (if provided) and with therequirements of the
21、International Maritime DangerousGoods(IMDG)Code(ifapplicable).3 This Cargo Securing Manual specifies arrangements andcargo-securing devices provided on board the ship for thecorrect application to and the securing of cargo units,containers, vehicles and other entities, based on transverse,longitudin
22、alandverticalforceswhichmayariseduringadverseweatherandseaconditions.4 Itisimperativetothesafetyoftheshipandtheprotectionofthe cargo and personnel that the securing of the cargo iscarriedoutproperlyandthatonlyappropriatesecuringpointsorfittingsshouldbeusedforcargosecuring.Chapter 1: General2.5 Theca
23、rgo-securingdevicesmentionedinthisManualshouldbeappliedsoastobesuitableandadaptedtothequantity,typeofpackaging,andphysicalpropertiesofthecargotobecarried. When new or alternative types of cargo-securingdevicesareintroduced,theCargoSecuringManualshouldberevised accordingly. Alternative cargo-securing
24、 devicesintroduced should not have less strength than the devicesbeingreplaced.6 There should be a sufficient quantity of reserve cargo-securingdevicesonboardtheship.7 Informationonthestrengthandinstructionsfortheuseandmaintenance of each specific type of cargo-securing device,where applicable, is p
