    5、n and drawn up to a standard at leastequivalent to the guidelines developed by the Organization.IMOs Maritime Safety Committee (MSC), at its sixty-sixth session (28 Mayto 6 June 1996), considered draft guidelines for the preparation of theCargo Securing Manual prepared by the Sub-Committee on Danger

    6、ousGoods, Solid Cargoes and Containers at its first session (5 to 9 February1996), and approved the Guidelines presented in this publication, whichwere originally issued as MSC/Circ.745 (dated 13 June 1996).These Guidelines are based on the provisions contained in the annex toMSC/Circ.385 (dated 8 J

    7、anuary 1985) but have been expanded to includethe applications explicit to ships which are equipped or adapted for thecarriage of freight containers, taking into account the provisions of theCode of Safe Practice for Cargo Stowage and Securing (CSS Code), asamended. They are of a general nature and

    8、intended to provide guidanceon the preparation of Cargo Securing Manuals, which are required on alltypesofshipsengagedinthecarriageofcargoesotherthansolidandliquidbulk cargoes.Member Governments are invited to bringthese Guidelines to theattention of all parties concerned, with the aim of havingCarg

    9、o SecuringManuals carried on board ships prepared appropriately and in a consistentmanner, and to implement them as soon as possible and, in any case, notlater than 31 December 1997.     13、deofSafePracticeforCargo Stowage and Securing, cargo units including containers shall bestowedandsecuredthroughoutthevoyageinaccordancewithaCargoSecuringManual,approvedbytheAdministration.TheCargoSecuringManualisrequiredonalltypesofshipsengagedinthecarriageofallcargoesotherthansolidandliquidbulkcarg

    14、oes.ThepurposeoftheseGuidelinesistoensurethatCargoSecuringManualscoverallrelevantaspectsofcargostowageandsecuringandtoprovideauniform approach to the preparation of Cargo Securing Manuals, theirlayout and content. Administrations may continue accepting CargoSecuring Manuals drafted in accordance wit

    15、h MSC/Circ.385 providedthattheysatisfytherequirementsoftheseGuidelines.Ifnecessary,thoseManuals should be revised explicitly when the ship isintended to carrycontainersinastandardizedsystem.It is important that securing devices meet acceptable functional andstrengthcriteriaapplicabletotheshipanditsc

    16、argo.Itisalsoimportantthatthe officers on board are aware of the magnitude and direction of theforcesinvolvedandthecorrectapplicationandlimitations ofthecargo-securingdevices.Thecrewandotherpersonsemployedforthesecuringofcargoes should be instructed in the correct application and use of thecargo-sec

    17、uringdevicesonboardtheship.1Chapter 1General1.1 DefinitionsCargo-securing devices areallfixedandportabledevicesusedtosecureandsupportcargounits.Maximum securing load (MSL)isatermusedtodefinetheallowableloadcapacityforadeviceusedtosecurecargotoaship. Safe working load(SWL) maybesubstitutedforMSLforse

    18、curingpurposes,providedthisisequaltoorexceedsthestrengthdefinedbyMSL.Standardized cargo means cargofor whichthe shipisprovided withanapprovedsecuringsystembaseduponcargounitsofspecifictypes.Semi-standardized cargomeanscargoforwhichtheshipisprovidedwithasecuringsystemcapableofaccommodatingalimitedvar

    19、ietyofcargounits,suchasvehicles,trailers,etc.Non-standardized cargo means cargo which requires individual stowageandsecuringarrangements.1.2 General informationThischaptershouldcontainthefollowinggeneralstatements:.1 Theguidancegivenhereinshouldbynomeansruleouttheprinciples of good seamanship, neith

    20、er can it replaceexperienceinstowageandsecuringpractice.2 TheinformationandrequirementssetforthinthisManualareconsistent with the requirements of the vessels trim andstabilitybooklet,InternationalLoadLineCertificate(1966),thehull strength loading manual (if provided) and with therequirements of the

    21、International Maritime DangerousGoods(IMDG)Code(ifapplicable).3 This Cargo Securing Manual specifies arrangements andcargo-securing devices provided on board the ship for thecorrect application to and the securing of cargo units,containers, vehicles and other entities, based on transverse,longitudin

    22、alandverticalforceswhichmayariseduringadverseweatherandseaconditions.4 Itisimperativetothesafetyoftheshipandtheprotectionofthe cargo and personnel that the securing of the cargo iscarriedoutproperlyandthatonlyappropriatesecuringpointsorfittingsshouldbeusedforcargosecuring.Chapter 1: General2.5 Theca

    23、rgo-securingdevicesmentionedinthisManualshouldbeappliedsoastobesuitableandadaptedtothequantity,typeofpackaging,andphysicalpropertiesofthecargotobecarried. When new or alternative types of cargo-securingdevicesareintroduced,theCargoSecuringManualshouldberevised accordingly. Alternative cargo-securing

    24、 devicesintroduced should not have less strength than the devicesbeingreplaced.6 There should be a sufficient quantity of reserve cargo-securingdevicesonboardtheship.7 Informationonthestrengthandinstructionsfortheuseandmaintenance of each specific type of cargo-securing device,where applicable, is p

    25、rovided in this manual. The cargo-securing devices should be maintained in a satisfactorycondition. Items worn or damaged to such an extent thattheirqualityisimpairedshouldbereplaced.Chapter 2Securing devices and arrangements2.1 Specification for fixed cargo-securing devicesThis sub-chapter should i

    26、ndicate and where necessary illustrate thenumber, locations, type and MSL of the fixed devices used to securecargoandshouldasaminimumcontainthefollowinginformation:.1 alistand/orplanofthefixedcargo-securingdevices,whichshouldbesupplementedwithappropriatedocumentationforeach type of device as far as

    27、practicable. The appropriatedocumentation should include information as applicableregarding:. Nameofmanufacturer. Type designation of item with simple sketch for ease ofidentification. Material(s). Identificationmarking. Strengthtestresultorultimatetensilestrengthtestresult. Resultofnondestructivete

    28、sting. MSL;.2 fixedsecuringdevicesonbulkheads,webframes,stanchions,etc. and their types (e.g.padeyes, eyebolts, etc.), whereprovided,includingtheirMSL;Chapter 2: Securing devices and arrangements3.3 fixedsecuringdevicesondecksandtheirtypes(e.g.elephant-feetfittings,containerfittings,apertures,etc.)w

    29、hereprovided,includingtheirMSL;.4 fixedsecuringdevicesondeckheads,whereprovided,listingtheirtypesandMSL;and.5 forexistingshipswithnon-standardizedfixedsecuringdevices,the information on MSL and location of securing points isdeemedsufficient.2.2 Specification for portable cargo-securing devicesThis s

    30、ub-chapter should describe the number of and the functional anddesign characteristics of the portable cargo-securing devices carried onboard the ship, and should be supplemented by suitable drawings orsketchesifdeemednecessary.Itshouldcontainthefollowinginformationasapplicable:.1 a list of the porta

    31、ble securing devices, which should besupplementedwithappropriatedocumentationforeachtypeofdeviceasfaraspracticable.Theappropriatedocumentationshouldincludeinformationasapplicableregarding:. Nameofmanufacturer. Type designation of item with simple sketch for ease ofidentification. Material(s), includ

    32、ing minimum safe operationaltemperature. Identificationmarking. Strengthtestresultorultimatetensilestrengthtestresult. Resultofnon-destructivetesting. MSL;.2 container stacking fittings, container deck securing fittings,fittingsforinterlockingofcontainers,bridge-fittings,etc.,theirMSLanduse;.3 chain

    33、s,wirelashings,rods,etc.,theirMSLanduse;.4 tensioners(e.g.turnbuckles,chaintensioners,etc.),theirMSLanduse;.5 securinggearforcars,ifappropriate,andothervehicles,theirMSLanduse;.6 trestlesandjacks,etc.,forvehicles(trailers)whereprovided,includingtheirMSLanduse;and.7 anti-skid material (e.g. soft boar

    34、ds) for use with cargo unitshavinglowfrictionalcharacteristics.Chapter 2: Securing devices and arrangements42.3 Inspection and maintenance schemesThissub-chaptershoulddescribeinspectionandmaintenanceschemesofthecargo-securingdevicesonboardtheship.2.3.1 Regularinspectionsandmaintenanceshouldbecarried

    35、outunderthe responsibility of the master. Cargo-securing device inspections as aminimumshouldinclude:.1 routinevisualexaminationsofcomponentsbeingutilized;and.2 periodic examinations/retesting as required by the Admin-istration. When required, the cargo-securing devicesconcerned should be subjected

    36、to inspections by theAdministration.2.3.2 Thissub-chaptershoulddocumentactionstoinspectandmaintaintheshipscargo-securingdevices.Entriesshouldbemadeinarecordbook,whichshouldbekeptwiththeCargoSecuringManual.Thisrecordbookshouldcontainthefollowinginformation:.1 procedures for accepting, maintaining and

    37、 repairing orrejectingcargo-securingdevices;and.2 recordofinspections.2.3.3 This sub-chapter should contain information for the masterregarding inspections and adjustment of securing arrangements duringthevoyage.2.3.4 Computerizedmaintenanceproceduresmaybereferredtointhissub-chapter.Chapter 3Stowage

    38、 and securing of non-standardizedand semi-standardized cargo3.1 Handling and safety instructionsThissub-chaptershouldcontain:.1 instructions on the proper handling of the securing devices;and.2 safetyinstructionsrelatedtohandlingofsecuringdevicesandtosecuringandunsecuringofunitsbyshiporshorepersonne

    39、l.Chapter 3: Non-standardized and semi-standardized cargo53.2 Evaluation of forces acting on cargo unitsThissub-chaptershouldcontainthefollowinginformation:.1 tablesordiagramsgivingabroadoutlineoftheaccelerationswhichcanbeexpectedinvariouspositionsonboardtheshipin adverse sea conditions and with a r

    40、ange of applicablemetacentricheight(GM)values;.2 examples of the forces acting on typical cargo units whensubjectedtotheaccelerationsreferredtoinparagraph3.2.1andanglesofrollandmetacentricheight(GM)valuesabovewhich the forces acting on the cargo units exceed thepermissible limit for the specified se

    41、curing arrangements asfaraspracticable;.3 examplesofhowtocalculatenumberandstrengthofportablesecuringdevicesrequiredtocounteracttheforcesreferredtoin3.2.2aswellassafetyfactorstobeusedfordifferenttypesof portable cargo-securing devices. Calculations may becarried out according to annex 13 to the Code

    42、 of SafePractice for Cargo Stowage and Securing (CSS Code)* ormethodsacceptedbytheAdministration;.4 it is recommended that the designer of a Cargo SecuringManual converts the calculation method used into a formsuitingtheparticularship,itssecuringdevicesandthecargocarried.Thisformmayconsistofapplicab

    43、lediagrams,tablesorcalculatedexamples;and.5 other operational arrangements such as electronic dataprocessing (EDP) or use of a loading computer may beaccepted as alternatives to the requirements of the aboveparagraphs3.2.1to3.2.4,providingthatthissystemcontainsthesameinformation.3.3 Application of p

    44、ortable securing devices on variouscargo units, vehicles and stowage blocks3.3.1 Thissub-chaptershoulddrawthemastersattentiontothecorrectapplicationofportablesecuringdevices,takingintoaccountthefollowingfactors:.1 durationofthevoyage;.2 geographicalareaofthevoyagewithparticularregardtotheminimum saf

    45、e operational temperature of the portablesecuringdevices;*SeeIMOsalespublicationIMO-292EChapter 3: Non-standardized and semi-standardized cargo6.3 seaconditionswhichmaybeexpected;.4 dimensions,designandcharacteristicsoftheship;.5 expectedstaticanddynamicforcesduringthevoyage;.6 typeandpackagingofcar

    46、gounitsincludingvehicles;.7 intendedstowagepatternofthecargounitsincludingvehicles;and.8 massanddimensionsofthecargounitsandvehicles.3.3.2 Thissub-chaptershoulddescribetheapplicationofportablecargo-securing devicesastonumberoflashings andallowable lashing angles.Wherenecessary,thetextshouldbesupplem

    47、entedbysuitabledrawingsorsketchestofacilitatethecorrectunderstandingandproperapplicationofthesecuringdevicestovarioustypesofcargoandcargounits.Itshouldbepointedoutthatforcertaincargounitsandotherentitieswithlowfrictionresistance,itisadvisableto placesoftboardsorother anti-skidmaterialunderthecargoto

    48、increasefrictionbetweenthedeckandthecargo.3.3.3 Thissub-chaptershouldcontainguidanceastotherecommendedlocation andmethodofstowing andsecuring ofcontainers, trailers andother cargo-carrying vehicles, palletized cargoes, unit loads and singlecargoitems(e.g.woodpulp,paperrolls,etc.),heavyweightcargoes,

    49、carsandothervehicles.3.4 Supplementary requirements for roro ships3.4.1 Themanualshouldcontainsketchesshowingthelayoutofthefixedsecuringdeviceswithidentificationofstrength(MSL)aswellaslongitudinalandtransversedistancesbetween securing points.Inpreparingthis sub-chapter further guidance should be utilized from IMOAssemblyresolutionsA.533(13)andA.581(14)asappropriate.3.4.2 In designing securing arrangements for cargo units, includingvehiclesandcontainers,onroropassengershipsandspecifyingminimumstrengthrequirementsforsecuringdevicesused,forcesduetothe
