This Outline of Investigation contains basic requirements for products covered by Und

6、erwriters Laboratories Inc. (UL) under its Follow-Up Service for this category within the limitations given below and in the Scope section of this Outline of Investigation. They are subject to revision as further experience and investigation may show is necessary or desirable. B. The observance of t

7、hese requirements by a manufacturer is one of the conditions of the continued coverage of the manufacturers product. C. A product which complies with the text of this Outline of Investigation will not necessarily be judged to comply with the Outline of Investigation if, when examined and tested, it

8、is found to have other features which impair the level of safety contemplated by these requirements. D. A product employing materials or having forms of construction which conflict with specific requirements of the Outline of Investigation cannot be judged to comply with the Outline of Investigation

NOVEMBER 2,2000 SUBJECT 1964 5 GENERAL 1 Scope 1.1 This Outline of Investigation covers portable powered tools, power units and accessories intended for use by fire departments or other trained personnel for the rescue or extrication of trapped individuals. The tools are used by the operator to

14、perform spreading, lifting, holding, crushing, pulling, or cutting operations. 1.2 This Outline of Investigation does not cover small multipurpose tools including saws, drills, chisels, pry bars, shoring systems, and similar products. 1.3 A product that contains features, characteristics, components

15、, materials, or systems new or different from those covered by the requirements in this outline, and that involves a risk of fire or of electric shock or injury to persons shall be evaluated using appropriate additional component and end-product requirements to maintain the level of safety as origin

16、ally anticipated by the intent of this outline. A product whose features, characteristics, components, materials, or systems conflict with specific requirements or provisions of this outline does not comply with this outline. Revision of requirements shall be proposed and adopted in conformance with

17、 the methods employed for development, revision, and implementation of this outline. 2 General 2.1 Components 2.1.1 Except as indicated in 2.1.2, a component of a product covered by this Outline of Investigation shall comply with the requirements for that component. 2.1.2 A component is not required

18、 to comply with a specific requirement that: a) Involves a feature or characteristic not required in the application of the component in the product covered by this Outline of Investigation, or b) Is superseded by a requirement in this Outline of Investigation. 2.1.3 A component shall be used in acc

19、ordance with its rating established for the intended conditions of use. 2.1.4 Specific components are incomplete in construction features or restricted in performance capabilities. Such components are intended for use only under limited conditions, such as certain temperatures not exceeding specifie

20、d limits, and shall be used only under those specific conditions. 6 SUBJECT 1964 NOVEMBER 2,2000 2.2 Undated references 2.2.1 Any undated reference to a code or standard appearing in the requirements of this Outline of Investigation shall be interpreted as referring to the latest edition of that cod

21、e or standard. 2.3 Units of measurement 2.3.1 Values stated without parentheses are the requirement. Values in parentheses are explanatory or approximate information. CONSTRUCTION 3 General 3.1 Rescue equipment shall comply with the requirements in the Standard for Powered Rescue Tool Systems, NFPA

22、1936, in addition to the requirements specified in this Outline of Investigation. 4 Materials 4.1 A part made of drawn brass or machined from a brass rod incorporating female threads, and made of a copper alloy containing more than 15 percent zinc shall be subjected to the 10-Day Moist Ammonia Air S

23、tress Cracking Test, Section 16. 4.2 Polymeric parts, the failure of which would create a safety hazard, which are in contact with hydraulic fluid, shall be subjected to 4.3 and 4.4. The scope of the testing shall be determined after a review of the nonmetallic material and hydraulic fluid. 4.3 All

24、nonmetalic parts shall be so formed and assembled that it has the strength and rigidity required to resist the abuses to which it is capable of being subjected, without increasing its safety hazard due to total or partial collapse resulting in reduction of spacings, loosening or displacement of part

25、s, or other serious defects. 4.4 Among the factors taken into consideration when an nonmetallic material is being evaluated are its: a) Physical strength, b) Resistance to impact, c) Moisture absorptive properties, d) Flammability, e) Resistance to distortion at temperatures to which the nonmetallic

26、 material is capable of being subjected under conditions of normal or abnormal use, and f) Resistance to hydraulic fluids. NOVEMBER 2,2000 SUBJECT 1964 7 PERFORMANCE TESTS FOR RESCUE TOOLS 5 Angular Load Test 5.1 Rams and spreaders, in spread mode only, are to be placed in the greatest angular orien

27、tation possible based on the ram base size or spreader tip width, as applicable. The specimen is to be loaded for one minute to a test load of 1.25 times the highest spreading force (HSF). The rams and spreaders shall sustain the load without evidence of functional damage. 6 Travel Limit Test 6.1 Ra

28、ms and spreaders are to be operated to the end of their travel, and beyond when mechanically possible, under a no load condition. The tools are to then be operated from full open to full closed and shall operate as intended. 7 Spreading and Pulling Force Sudden Power Loss Test 7.1 Rams and spreaders

29、 are to be subjected to the spreading and pulling force sudden power loss test specified in the Standard on Powered Rescue Tool Systems, NFPA 1936, except that the external load is to be 1.1 times the greatest measured spreading and pulling forces, as applicable. 8 Deadman Control Device Endurance T

30、est 8.1 Deadman control devices are to be subjected to the deadman control device endurance test specified in the Standard on Powered Rescue Tool Systems, NFPA 1936, except that the number of cycles is to be 6000. 9 Safety Relief Device Endurance Test 9.1 A bypass valve on the tool is to be subjecte

31、d to the safety relief device test specified in the Standard on Powered Rescue Tool Systems, NFPA 1936, except that it is to be subjected to 100 cycles of operation. 10 Handle Load Test 10.1 A test load equal to four times the tool weight is to be applied to the handle of each tool for a period of o

32、ne minute. The handles shall support the test loads without splitting, bending or other evidence of damage. 8 SUBJECT 1964 NOVEMBER 2,2000 11 Balance Test 11.1 Each spreader or cutter with a handle, and without the hoses attached, shall be supported from the midpoint of the handle. The angle of the

33、centerline of the tool and the horizontal is to be measured in both the fully open and closed positions. The angle of the centerline shall not exceed 30 degrees from the horizontal in either direction. 12 Fitting Pull Test 12.1 All hose fittings attached directly to the tools shall withstand a 200-p

34、ound pull test without breaking, cracking, splitting, or separation. The load is to be increased at a uniform rate until reaching the test value. 13 Dynamic Endurance Test 13.1 Rams and spreaders are to be subjected to the dynamic endurance test specified in the Standard on Powered Rescue Tool Syste

35、ms, NFPA 1936, except that, during the operational cycling, the tool is to be subjected to a spreading load equal to 100 percent of the Lowest Spreading Force (LSF) and while under a pulling load equal to 100 percent of the Lowest Pulling Force (LPF), as applicable. 14 Accelerated Corrosion Test 14.

36、1 Rams and spreaders are to be subjected to a 10-day salt spray exposure using a 5 percent by weight sodium chloride solution in de-ionized water. The temperature of the test chamber is to be maintained at 35 +2“C (95 +4“F) throughout the test. The apparatus and methods are to be as described in the

37、 Method of Salt Spray (Fog) Testing, ASTM B117. Following exposure, the samples are to be subjected to the Spreading and Pulling Force Sudden Power Loss Test, Section 7. The criteria for the test results are as defined in the Standard for Powered Rescue Tool Systems, NFPA 1936. 15 Hydrostatic Streng

38、th Test 15.1 Pressure confining parts of the tool are to be subjected to a hydrostatic test pressure equal to two times the rated pressure for one minute. The samples shall sustain the test pressure without rupture. 16 10-Day Moist Ammonia Air Stress Cracking Test 16.1 After being subjected to the c

39、onditions described in 16.2 - 16.4, a brass part containing more than 15 percent zinc shall show no evidence of cracking when examined using 25X magnification. 16.2 Each sample is to be subjected to the physical stresses normally imposed on or within a part as the result of assembly with other compo

40、nents. Such stresses are to be applied to the sample prior to and maintained during the test. 16.3 Three samples are to be degreased and then continuously exposed in a set position for ten days to a moist ammonia-air mixture maintained in a glass chamber approximately 12 by 12 by 12 inches (305 by 3

41、05 by 305 mm) having a glass cover. NOVEMBER 2,2000 SUBJECT 1964 9 16.4 Approximately 600 ml of aqueous ammonia having a specific gravity of 0.94 is to be maintained at the bottom of the glass chamber below the samples. The samples are to be positioned 1-1/2 inches (38.1 mm) above the aqueous ammoni

42、a solution and supported by an inert tray. The moist ammonia-air mixture in the chamber is to be maintained at atmospheric pressure and at a temperature of 34 I2“C (93 I3.5“F). PERFORMANCE TESTS FOR HYDRAULIC PUMPS AND HOSE REELS 17 Directional Valve Endurance Test 17.1 The hydraulic pump directiona

43、l valve is to be subjected to the directional valve endurance test specified in the Standard on Powered Rescue Tool Systems, NFPA 1936, except that the number of cycles is to be 6000. 18 Pressure Relief and Automatic Limiting Device Endurance Test 18.1 The pressure relief and automatic limiting devi

44、ce are to be subjected to the pressure relief and automatic limiting device test specified in the Standard on Powered Rescue Tool Systems, NFPA 1936, except that the number of cycles is to be 6000 and the system input at which the device operates need only be recorded prior to and after the cycling.

45、 19 Hydraulic Pump Endurance Tests 19.1 Hydraulic pump endurance test No. 1 19.1.1 Hydraulic pumps using gasoline engines are to be subjected to a 100-hour endurance test, operated as intended, while maintaining rated system input. The pump shall operate normally without leakage during and after the

46、 test. 19.2 Hydraulic pump endurance test No. 2 19.2.1 Hydraulic pumps using electric and air motors are to be subjected to a 300-hour endurance test, operated as intended, while maintaining rated system input. The pump shall operate normally without leakage during and after the test. 20 Hose Reel E

47、ndurance Test 20.1 The hose reel is to be subjected to the hose reel endurance test specified in the Standard on Powered Rescue Tool Systems, NFPA 1936, except that the number of cycles is to be 6000. 10 SUBJECT 1964 NOVEMBER 2,2000 21 Fitting Pull Test 21.1 All hose fittings attached directly to th

48、e pumps, and hoses, are to be subjected to a 200-lb pull test. The load is to be increased at a uniform rate until reaching the test value. The fittings shall withstand the pull without breaking, cracking, splitting or separation. 22 Hydrostatic Strength Test 22.1 All the pressure confining parts ar

49、e to be subjected to a hydrostatic test pressure, equal to two times the rated pressure, for one minute. The samples shall sustain the test pressure without rupture. 23 Electrical Components Tests 23.1 The electric motor, electrical box, switches, and similar parts, are to be subjected, at a minimum, to temperature, rain, dielectric strength, and leakage current tests specified in different standards determined by the particular component and the intended end use. The final assembled test program will depend on the construction and location of the components and whether or not they are rated
