Foreword 1 The Condition Assessment Scheme (CAS) for oil tankers, as a mandatory requirement under regulation 13G of Annex I to MARPOL 73/78, was originally adopted by the Marine Environment Protection Committee at its forty-sixth session (MEPC 46) on 27 April 2001 by resolution MEPC.94(46) and en
4、tered into force on 1 September 2002. MEPC 48 added, by resolution MEPC.99(48), the Model Survey Plan for CAS and the Mandatory Requirements for the Safe Conduct of CAS Surveys (appendices 3 and 4 to CAS) and, MEPC 50, by resolution MEPC.112(50), adopted further amendments to CAS in order to keep it
5、s text in line with corresponding amendments to regulation 13G and new regulation 13H of MARPOL Annex I whereby the carriage of Heavy Grade Oil on single-hull oil tankers was banned. Finally, MEPC 53, by resolution MEPC.131(53), further amended CAS in order to keep its cross-references in line with
6、the new regulation numbering system in the revised MAKPOL Annex I. 2 In view that the revised MARPOL Annex I is expected to enter into force on 1 January 2007, and so are the amendments to CAS by resolution MEPC.131(53), the purpose of this publication is to provide an easy reference to the up-to-da
7、te provisions of CAS, including incorporation of all the amendments that have been adopted by MEPC, up to and including the amendments adopted by resolution MEPC.131(53). 3 Taking into account that the substantive provisions of CAS rcmain unaltered by resolution MEPC.131(53), the present publication
8、 may be used before 1 January 2007 with the proviso that the cross-references to regulation numbcrs of thc rcvised Annex I arc converted to rcgulation numbers of the current Annex I by consulting MEPC/Circ.421 on Cross- reference tables between the old and new regulations of MAlIPOL Annex I. 4 The C
9、AS is intended to complement the requirements of Annex B of the Guidelines on the enhanced programme of inspections during surveys of bulk carriers and oil tankers adopted by the Assembly by resolution A.744(18), as amended, providing an international standard to meet the requirements of regulations
10、 13G(6), 13G(7) and 13H(6)(a) of the current MARPOL Annex I (regulations 20.6, 20.7 and 21.6.1 of the reviscd MARPOL Annex I). 5 Also included in this publication arc three forms* for communicating to IMO particulars of the Statements of Compliance (SoC) issued, details of suspension or withdrawal o
11、f SoCs issued or particulars of ships to which the Administration has declined the issue of an SoC and reasons thereof. These fomis were disseminated by means of MEPC/Circ.395 dated 2 July 2002. . 111 Foreword 6 This publication has been arranged in three parts: - part 1 contains the consolidated te
12、xt of the CAS and its appendices; - part 2 contains the CAS Schedule*; - part 3 contains three forms for communicating to IMO particulars or details of SoCs issued, suspended, withdrawn or declined, as appropriate. MEPC 48 agreed that the CAS Schedule, which is contained in annex 3 of MEPC/Circ.390,

16、t Scheme 1 Preamble 1.1 The Condition Assessment Scheme (CAS) is intended to comple- mcnt thc requirements of Annex B of the Guidelines on thc enhanccd programnic of inspections during survcys of bulk carriers and oil tankers (hereinafter called Enhanced Survey Programme), adopted by thc Assembly of
17、 thc Intcrnational Maritinic Organization by resolution A.744(1 S), as amended. The CAS is to veri that the structural condition of single hull oil tankers at the time of survey is acceptable and, provided subsequent periodical surveys are satisfactorily completed and effective maintenance is carrie
18、d out by the shps operator, will continue to be acceptable for a continued period of operation, as indicated in the Statement of Compliance or Interim Statement of Compliance, as applicable. 1.2 The requirements of the CAS include enhanced and transparent verification of the reported structural cond
19、ition of thc ship and verification that the documentary and survey procedures have been properly carried out and completed. 1.3 The Scheme requires that compliance with the CAS is assessed during the Enhanced Survey Programmc of Inspections concurrent with inter- mediate or rencwal survcys currently
20、 requircd by rcsolution A.744(18), as amended. 1.4 The CAS does not speci structural standards in excess of the provisions of other International Maritime Organization conventions, codes and rccommcndations. 1.5 The CAS has becn dcveloped on thc basis of thc requirements of resolution A.744(18), as
21、amended, which were known at the time of the adoption of the CAS. It is thc intention to updatc the CAS as and when the need arises following amendments to resolution A.744( 1 S), as amcnded. 2 Purpose The purpose of the Condition Asscssment Scheme is to providc an international standard to meet the
22、 requirements of regulations 20.6 and 20.7 and 21.6.1 ofAnnex I ofthe International Convention for the Prevention of Pollution from Ships, 3973, as modified by the Protocol of 1978 rclating thereto, as amended. 3 DeJnitions For the purpose of the CAS, unless expressly provided otherwise: Assenibly r
23、esolution A.744(18) as amended by resolution 2 ofthe 1997 SOLAS Conference, by resolution MSC.49(66) and by resolution MSC.105(73). 3 Condition Assessment Scheme 3.1 MARPOL 73/78 means the Protocol of 1978 relating to the International Convention for the Prevention of Pollution from Ships, 1973, as
24、amended. 3.2 Regulation means the regulations contained in Annex I of MAEUOL 73/78. 3.3 Recognized Organization (RO) means an organization recognized by the Administration to perform the surveys in accordance with the provisions of regulation 6.3 of Annex I of MAEUOL 73/78. 3.4 Administration means
