28、 March 29, 1973, as a specialcommittee under the Policy Board, Codes and Standards and that now reports to the ASMEBoard on Conformity Assessment. The Committee operates under procedures accredited by theAmerican National Standards Institute.The QAI-1 Standard has been developed with the following p

29、rinciples intended to apply toall jurisdictional authorities accredited as an AIA by ASME:(a) Reciprocity. The enforcement authority (jurisdiction) agrees to accept the results of inspec-tions required by the ASME Boiler and Pressure Vessel Code that have been performed by anaccredited AIA.(b) Integ

30、rity. The AIA maintains the commitment to the integrity of the inspection process andof the ASME Code Symbol Marks by fulfilling its obligations under the ASME Boiler and PressureVessel Code and by recognizing the role of the third party inspection system.(c) Openness. The enforcement authority (jur

31、isdiction) permits ASME Certificate Holders andApplicants for ASME Certificates of Authorization located within its jurisdiction to select otherASME accredited AIAs.(d) Participation in the Process. The AIA agrees to participate in the development of the ASMEBoiler and Pressure Vessel Code by becomi

32、ng a member of either the Conference Committee orthe International Interest Review Group (IIRG).vWhen required by context in this Section, the singular shall be interpreted as the plural andvice-versa, and the feminine, masculine, or neuter gender shall be treated as such other genderas appropriate.

40、s to act on its behalfto enforce its regulations. The organization shall(a) provideevidenceestablishingthatsuchdelegationof authority is duly authorized by the laws of thejurisdiction(b) describe how the ASME Code is accepted by thejurisdiction(c) describe how the Code is enforced by theorganization

41、1-1.1.3 An Authorized Inspection Agency shall beaccredited by the Society pursuant to the provisionsset forth in Part 4. The Authorized Inspection Agencyservices provided by their Inspectors and InspectorSupervisors shall also be subject to audit by ASME forcompliance with this Standard during shop

42、or sitereviews of organizations for which they provideAuthorized Nuclear Inspection.1-1.1.4 The Authorized Inspection Agency shallprovide authorized inspection services within suchstates or provinces by Inspectors and InspectorSupervisors who meet the qualifications of theAuthorized Nuclear Inspecto

43、r and of the AuthorizedNuclear Inspector Supervisor as defined herein.1-1.1.5 The Authorized Inspection Agency shallhave no commercial interest in, or shall be independentof any part of an organization having direct commercialinterestin,theproductstobeinspected.Thestaffshallbefree from any commercia

44、l, financial, and other pressures(16)(16)ASME QAI-12016that might influence their judgment or the results oftheir work.1-1.1.6 Authorized Inspection Agencies describedin 1-1.1.1(b) and (c) shall have liability insurance andshall(a) be able to demonstrate that they have adequatearrangements (e.g., in

45、surance or reserves) to cover theliabilities(b) evaluate their finances and sources of income andshall be able to demonstrate that initially, and on anannual basis, commercial, financial, or other pressuresdo not compromise their impartiality(c) retain documentary evidence that they havereviewed the

46、ir activities on an annual basis to ensurethat the requirements of (a) and (b) have been met(d) declare by signature in the Quality AssuranceManuals Statement of Policy that the requirements of(a) and (b) will be met(e) submit the documentary evidence as part of theirapplication for the ASME Certifi

47、cate of Accreditation1-1.2 DutiesAn Authorized Inspection Agency4shall perform theduties specified in 1-1.2.1 through 1-1.2.11.1-1.2.1 Provide Supervisors and Inspectors to par-ticipate in the ASME surveys of Certificate Holders forwhich they provide Authorized Nuclear Inspection.Ensure the Inspecto

48、rs diary is made available forASME surveys and investigations. The purpose of thediary is to provide a record of the Inspectors activitiesand to support the continuity of inspections.1-1.2.2 Provide qualified Authorized NuclearInspectors to monitor construction5in accordance withthe ASME Code Sectio

49、n III, Division 1, 3, and/or 5.1-1.2.3 Maintain qualified Supervisors to monitorthe performance of the Authorized Nuclear Inspectorsand to audit the activities at nuclear shops and fieldsites for which inspection agreements have been made,in accordance with the requirements of 1-2.2.6.1-1.2.4 Give written notice to all Inspectors of thename, office address, email address, office phone, andmobile phone of their respective Supervisors annuallyor whenever there is a change in the above contactinformation.4Wherever used in Part 1, the term Agency or employer refers tothe Authorized
