15、NG PASSAGE 1(总题数：1，分数：14.00)Taipei 101A The Taipei Financial Centre, also known as Taipei 101, has become a centerpiece of the Taipei city skyline. The building reflects Taiwanese culture and at the same time embodies a spirit of internationalism. It is a highly automated building with state-of-the-

16、art facilities and communications infrastructure, yet the ancient art of Fengshui was referred to in most aspects of design, layout and planning. Above all, it put Taiwan area on the world map with the number of records it broke.B Some of the titles that Taipei 101 held when completed were the talle

17、st to structural top, tallest to roof and highest occupied floor. It is 509 metres high (1,671 feet) which means that it was the first and only building in the world to break the half-kilometre mark in height. It is also the first and only supertall that is built on a highly active earthquake zone.

18、The building also boasts the worlds first triple-stage anti-overshooting system for its elevators and the worlds fastest elevators, travelling upwards at 1,008 metres/minute (60.48 km/h) and downwards at 610 metres/minute. Their top speeds are 34 percent faster than the previous fastest of Japans Yo

19、kohama Landmark Tower. They did not come cheaply, though, at a cost of over $US 2 million for each elevator. There are still some records upheld by other buildings around the world. Taipei 101 s outdoor observation deck is the second highest in the world, surpassed only by the Shanghai World Financi

20、al Centre. Petronas Tower 1 and Petronas Tower 2 in Malaysia still hold the worlds tallest twin towers title.C Although the designers knew they would be breaking some records, they also managed to create a statement building. The greatest challenge in this was not the construction technology involve

21、d, but how the building reflected the culture in which it functioned. Architects were able to strike a balance between the local culture and internationalism and this is where the spirit of architecture lies. High-rise buildings in the west demand respect and attention from the spectators. However,

22、to the Asians, they symbolise a broader understanding and anticipation of things to come: we “climb“ in order to “see further“. The architect of the Taipei Financial Centre, Mr. C.Y. Lee, has taken appropriate and original expressions from oriental elements. The height of the Taipei Financial Centre

23、 is reached one step at a time, like petals of a flower unfolding or sections of a bamboo pole rising from the ground. Fengshui masters who also had a major influence based the towers design and specifications on the number 8, a lucky number in traditional Chinese culture. This kind of “8-design“ wa

24、s also widely used in the Jin Mao Tower in Shanghai.D Taipei 101 has accomplished a number of technical feats which also deserve admiration. Structural standards applied in designing the Taipei Financial Centre include the ability to withstand the strongest earthquakes in a 2,500-year cycle and resi

25、st wind forces of more than 60 metres per second. This was accomplished during the buildings design stage when experts from Taiwan area and around the world performed a detailed evaluation of wind and seismic effects. An 800-ton wind damper at the top of the building was also put in place to signifi

26、cantly reduce lateral building movements created by the effects of wind. 39、lands and established on July 1, 2002, is the first permanent court that can promote the rule of law and ensure that the gravest international crimes do not go unpunished. It has the power to prosecute serious crimes against humanity no matter who committed them and try people for gross violations o

40、f human rights, such as those committed during military conflicts. A total of 18 judges have been elected of which 7 are women.How was the International Criminal Court created?On July 17, 1998, the Rome Statute of the ICC was adopted despite the fact 7 countries, namely the USA, China, Iraq, Israel,

41、 Libya, Qatar and Yemen, out of 127 voted against it. Bi-or tri-annual meetings of the United Nations Preparatory Commission for the ICC were held on the subject of the ICC. The Preparatory Commission was responsible for producing a great deal of work on the jurisdiction, structure and functions of

42、the ICC, including a complementary set of rules of procedures and evidence for investigating and prosecuting genocide, crimes against humanity and war crimes. After receiving 60 ratifications (now 90) by April 11, 2002, the Statute finally came into force on July 1, 2002. Since then governments that

43、 have ratified and acceded to the Statute have convened in the Assembly of States Parties which is the governing body responsible for the political, legislative, financial and management oversight of the ICC.United States and the ICCWhat most people have found surprising are the actions of the US to

44、 oppose the ICC. Human Rights organisations and social justice groups are outraged at the stance that the US has taken. Their main complaint is that the US signed up just before the December 2000 deadline, allowing it to be a State Party that could participate in decision making about how the Court

45、works even though it opposed the ICC from the start. The Bush Administration then unsigned in May 2002. Secondly, the US threatened to use military force if US nationals were held at The Hague. Thirdly, the US will restrict its participation in United Nations peacekeeping unless it obtains immunity

46、from prosecution. Thus, it is a condition of the United States participation in the ICC that such participation can be waived by the president on national interest grounds. This can be seen as saying “we will help you bring others to justice, but not us“. Finally, the US continues to pressure many countries to sign agreements not to surrender US citizens to the ICC.
