16、inleitungDer Fertigungswert eines elektrischen/elektronischen Produkts steigt im Laufe der Produktion an und ist beim Endgert am grten. Um die bestehende Wert-schpfung weitgehend zu erhalten, gibt das Kreis-laufwirtschaftsgesetz (KrWG) eine Hierarchie von Manahmen vor, die zu prfen sind. An erster S

17、telle stehen Manahmen, die vermeiden, dass Gerte ber-haupt zu Altgerten, das heit zu Abfall werden (siehe VDI 2343 Blatt 7). Ist dies nicht mglich, sind die Altgerte einer Verwertungsmanahme zu unter-ziehen.Der Begriff Verwertung“ hat durch die europische Abfallrahmenrichtlinie und deren Umsetzung d

18、urch das deutsche Kreislaufwirtschaftsgesetz eine wesent-liche Vernderung erfahren. Die neue Abfallhierarchie beschreibt drei Arten von Verwertungsmanahmen. An erster Stelle stehen Strategien der Wiederverwen-dung ganzer Gerte oder von Bauteilen (siehe VDI 2343 Blatt 7), wie es auch 11 Abs. 1 Elektr

19、oG vorschreibt. Sofern diese Prfung unter rechtlichen, technischen und wirtschaftlichen Aspekten negativ ausfllt, ist eine Demontage (siehe VDI 2343 Blatt 3) und Aufbereitung (siehe VDI 2343 Blatt 4) nach dem Stand der Technik durchzufhren, um die Bestand-teile einer stofflichen Verwertung bzw. dem

23、reases during the course of production and is highest in the finished unit. In order to maintain the existing added value as long as possible, the German Recycling Management Act (KrWG) specifies a hier-archy of procedures to be assessed for their suitability. These include, in the first place, proc

24、edures that pre-vent products from ever becoming waste (see VDI 2343 Part 7). Where this is not possible, the dis-carded equipment should be recovered in some way. The term “recovery” has undergone a significant shiftas a result of the European Directive on Waste and its implementation in KrWG. The

25、new waste hierarchy describes three types of recovery procedures. In the first place there are strategies for reusing complete units or their components (see VDI 2343 Part 7), as also stipulated in 11 (1), Electric and Electronic Equipment Act (ElektroG). If this assessment fails on legal, technical

26、 or economic grounds, dismantling(see VDI 2343 Part 3) and treatment (see VDI 2343 Part 4) in accordance with the current state of the art should be carried out in order to feed the component into a material recovery system or some other form of recovery. Components may be disposed of only where thi

30、rtung ist die Rckgewinnung von Sekundrressourcen. Dadurch werden Primrres-sourcen eingespart, das Abfallaufkommen verringert sowie konomische Potenziale ausgeschpft.Im praktischen Sprachgebrauch wird hufig noch pri-mr zwischen der stofflichen und der energetischen Verwertung unterschieden.Bei der st

31、offlichen Verwertung erfolgt eine weiterge-hende Unterscheidung in werkstoffliche und roh-stoffliche Verwertung.Die stoffliche Verwertung beinhaltet die Substitution von primren Rohstoffen durch das Gewinnen von Stoffen aus Abfllen bzw. Sekundrrohstoffen sowie die Nutzung der stofflichen Eigenschaft

32、en der Abflle fr den ursprnglichen Zweck oder an-dere Zwecke mit Ausnahme der unmittelbaren Energierckgewinnung.Die werkstoffliche Verwertung, bei der die chemi-sche Struktur der separierten Fraktionen nahezu un-verndert bleibt, ist in der Regel anzuwenden, wenn diese sauber und sortenrein vorliegen

Ist dies nicht der Fall, kann durch Vermischung mit Primrware die Qualittsanforderung bei der Einschmelzung erreicht werden.Fr nicht sortenreine organische Fraktionen eignet sich die rohstoffliche Verwertung, die die Ausgangs-produkte wie Kunststoffe, Holz, Textilien, Gummi, Leder mittels Wrme ode

34、r chemischer Reaktionen in le oder Gase umwandelt, aus denen sich neue Che-mierohstoffe herstellen lassen.Die energetische Verwertung beinhaltet den Einsatz heizwertreicher Stoffe zur Erzeugung thermischer und/oder elektrischer Energie.1 ScopeThis standard is meant for all groups involved in product

35、 and material recovery (e. g. legislators, man-ufacturers, dealers, importers, product users and waste management companies).The purpose of this standard is to provide concrete di-rections and recommendations (e. g. minimum stand-ards) for waste electrical and electronic equipment, based on the curr

36、ent legal situation, in order to fore-stall poor investments and unlock new rationalisation and investment potentials.The following sections describe potential recovery paths for metals, synthetics and glass, and disposal paths for non-recyclable fractions. 2 Objectives of recovery and disposalThe o

37、bjective of recovery is to recover secondary re-sources. This leads to savings in primary resources, a reduction in accumulated waste and the utilisation of economic opportunities.In practice, the terminology distinguishes primarily between material and thermal recovery. Material recovery is further

38、 subdivided into mechan-ical and chemical recovery. Material recovery includes substituting for primary raw materials by extract-ing materials from waste or from secondary raw materials, and utilising the material properties of the waste for the original purpose or other purposes, with the exception

39、 of direct energy recovery. Material recovery, in which the chemical structure of the separated fractions remains almost unchanged, should normally be used where the waste is clean and sorted by fraction. If this is not the case, mixing it with primary materials may achieve the quality re-quirements

40、 when smelted down. Chemical recovery is suitable for unsorted organic fractions; it converts the starting products such as synthetics, timber, textiles, rubber, leather through heat or chemical reactions into oils or gases, from which new chemical raw materials can be produced. Thermal recovery inv

42、en knnen, sind dau-erhaft von der Kreislaufwirtschaft auszuschlieen und zur Wahrung des Allgemeinwohls zu beseitigen (Bild 1).Bei der Auswahl der Verwertungswege muss auf die Einhaltung der gesetzlich vorgeschriebenen Verwer-tungsquoten geachtet werden, die zwischen Wieder-verwendung und stofflicher

43、 Verwertung einerseits und sonstiger Verwertung andererseits unterscheiden.Die fr die Verwertung relevanten Stoffstrme wer-den in der vorgeschalteten Demontage (siehe VDI 2343 Blatt 3) und Aufbereitung (siehe VDI 2343 Blatt 4) generiert.Zur Auswahl des geeigneten Verwertungsverfahrens ist es von ent

44、scheidender Bedeutung, die gesamte Verfahrenskette anstelle der isolierten Verfahren in Abhngigkeit der Qualitt des zu verwertenden Stoffstroms (z. B. Verunreinigungen, Schadstoffpoten-zial) zu betrachten. Dazu sind u. a. die folgenden Be-wertungspunkte zu bercksichtigen: Logistikaufwand Energieaufw

45、and und Rckgewinnungsquote Nutzbarkeit und Vermarktungsfhigkeit der Verwertungsprodukte verwertungsbedingte EmissionenMaterials that cannot be recovered should be ex-cluded permanently from the recovery system and disposed of so as to protect the public (Figure 1). When choosing the recovery paths,

46、ensure compliance with the statutory recovery rates which distinguish be-tween reuse and material recoveryas well as other types of recovery. Material streams for recovery are generated during the preceding dismantling (see VDI 2343 Part 3) and treatment stages (see VDI 2343 Part 4). When choosing t

47、he appropriate recovery method, it is vital to consider the entire process chain rather than separate processes in light of the quality of the mate-rial stream to be recycled (e. g. contaminants, pollut-ing potential).
