PURPOSE The purpose of the Automate
5、d External Defibrillator (AED) Program is to provide timely response to victims of sudden cardiac arrest caused by ventricular fibrillation. Coronary heart disease is the leading cause of death in the United States. The American Heart Association estimates that 250,000 Americans die each year from s
6、udden cardiac death as a result of coronary artery disease. Sudden cardiac arrest due to ventricular fibrillation is a treatable condition and potentially survivable, when defibrillation is applied within the first minutes. The quick response of emergency medical services (EMS) personnel in a commun
7、ity can have a significant impact on survival rates from cardiac arrest. The use of an AED and properly performed cardiopulmonary resuscitation (CPR), early recognition, and application by trained lay rescuers can improve the outcome from cardiac arrest. 2. APPLICABILITY a. This MWI applies to the p
8、ersonnel, programs, projects, and activities at MSFC and MSFCs Michoud Assembly Facility (MAF), including contractors and resident agencies to the extent specified in their respective contracts or agreements. (“Contractors,” for purposes of this paragraph, include contractors, grantees, Cooperative
9、Agreement recipients, Space Act Agreement partners, or other agreement parties participating in the AED program.) b. This instruction does not replace emergency medical services. c. AED Control Team - A group designated to monitor the AED program to ensure appropriate patient care, documentation and m
14、edical control of the AED program. b. AED Coordinator (AED-C) - The individual identified by the AED Medical Director to oversee the AED program at Marshall Space Flight Center (MSFC). c. AED Medical Director (AED-MD) - The physician responsible for all aspects of the AED program. d. AED Protocols -
15、 Specific procedures to be followed when using an AED, based on manufacturers instructions and medical guidelines. e. AED Responder - Lay (non-medical) or medical personnel trained in CPR and in the use the AED. AED responders are covered by applicable Good Samaritan laws. f. Cardiac arrest - Cessat
16、ion of cardiac mechanical activityas confirmed by the absence of signs of circulation. g. Cardiopulmonary Resuscitation (CPR) - An attempt to restore spontaneous circulation by performingchest compressions with or without ventilations. h. Case Reviews - A continuing education program conducted by th
17、e AED Physician Director whereby each rescue effort is reviewed and evaluated as part of a Quality Assurance Program. i. Event Report - Software generated report from the AED. j. Witnessed cardiac arrest - A cardiac arrest that is seen or heard by anotherperson. 6. INSTRUCTIONS 6.1 The AED-MD shall:
18、 6.1.1 Maintain protocols and processes for the operation of the program. 20、ate AED for use at Marshall Space Flight Center (MSFC). 6.1.4 Support integration of MSFCs AED program into the community Emergency Medical Services. 6.1.5 Report equipment malfunction in writing to the NASA Occupational Health Officer. 6.2 The AED-C shall: 6.2.1 Be responsible for coordinating acti
21、vities and functioning as the primary liaison between the AED Medical Director and the daily operation of the program. 6.2.2 Maintain the AEDs according to the manufacturers instructions. 6.2.3 Maintain an inventory of supplies. 6.2.4 Maintain a list of trained responders and a copy of their current
22、 CPR/AED certification card and provide re-certification training as needed. 6.2.5 Coordinate and publicize training programs and drills for responders. 6.2.6 Ensure that appropriate written documentation is performed and post incident debriefing sessions with the involved responder and the AED Cont
23、rol Team are completed. 6.2.7 Provide corrective instruction as needed to trained responders. 6.2.8 Take the following actions after each emergency incident involving use of the AED: 6.2.8.1 Verbally notify members of the AED Control Team of the incident and follow up with written documentation incl
24、uding the event report and the case outcome. 6.2.8.2 Arrange employee incident debriefing by contacting the Employee Assistance Program counselor at (256) 975-8855. On weekends and holidays call 866-315-7380. The EAP will obtain a description of the circumstances and background information to determ
