PURPOSE The purpose of the Automate

5、d External Defibrillator (AED) Program is to provide timely response to victims of sudden cardiac arrest caused by ventricular fibrillation. Coronary heart disease is the leading cause of death in the United States. The American Heart Association estimates that 250,000 Americans die each year from s

6、udden cardiac death as a result of coronary artery disease. Sudden cardiac arrest due to ventricular fibrillation is a treatable condition and potentially survivable, when defibrillation is applied within the first minutes. The quick response of emergency medical services (EMS) personnel in a commun

7、ity can have a significant impact on survival rates from cardiac arrest. The use of an AED and properly performed cardiopulmonary resuscitation (CPR), early recognition, and application by trained lay rescuers can improve the outcome from cardiac arrest. 2. APPLICABILITY a. This MWI applies to the p

8、ersonnel, programs, projects, and activities at MSFC and MSFCs Michoud Assembly Facility (MAF), including contractors and resident agencies to the extent specified in their respective contracts or agreements. (“Contractors,” for purposes of this paragraph, include contractors, grantees, Cooperative

9、Agreement recipients, Space Act Agreement partners, or other agreement parties participating in the AED program.) b. This instruction does not replace emergency medical services. c. AED Control Team - A group designated to monitor the AED program to ensure appropriate patient care, documentation and m

14、edical control of the AED program. b. AED Coordinator (AED-C) - The individual identified by the AED Medical Director to oversee the AED program at Marshall Space Flight Center (MSFC). c. AED Medical Director (AED-MD) - The physician responsible for all aspects of the AED program. d. AED Protocols -

15、 Specific procedures to be followed when using an AED, based on manufacturers instructions and medical guidelines. e. AED Responder - Lay (non-medical) or medical personnel trained in CPR and in the use the AED. AED responders are covered by applicable Good Samaritan laws. f. Cardiac arrest - Cessat

16、ion of cardiac mechanical activityas confirmed by the absence of signs of circulation. g. Cardiopulmonary Resuscitation (CPR) - An attempt to restore spontaneous circulation by performingchest compressions with or without ventilations. h. Case Reviews - A continuing education program conducted by th

17、e AED Physician Director whereby each rescue effort is reviewed and evaluated as part of a Quality Assurance Program. i. Event Report - Software generated report from the AED. j. Witnessed cardiac arrest - A cardiac arrest that is seen or heard by anotherperson. 6. INSTRUCTIONS 6.1 The AED-MD shall:

20、ate AED for use at Marshall Space Flight Center (MSFC). 6.1.4 Support integration of MSFCs AED program into the community Emergency Medical Services. 6.1.5 Report equipment malfunction in writing to the NASA Occupational Health Officer. 6.2 The AED-C shall: 6.2.1 Be responsible for coordinating acti

21、vities and functioning as the primary liaison between the AED Medical Director and the daily operation of the program. 6.2.2 Maintain the AEDs according to the manufacturers instructions. 6.2.3 Maintain an inventory of supplies. 6.2.4 Maintain a list of trained responders and a copy of their current

22、 CPR/AED certification card and provide re-certification training as needed. 6.2.5 Coordinate and publicize training programs and drills for responders. 6.2.6 Ensure that appropriate written documentation is performed and post incident debriefing sessions with the involved responder and the AED Cont

23、rol Team are completed. 6.2.7 Provide corrective instruction as needed to trained responders. 6.2.8 Take the following actions after each emergency incident involving use of the AED: 6.2.8.1 Verbally notify members of the AED Control Team of the incident and follow up with written documentation incl

24、uding the event report and the case outcome. 6.2.8.2 Arrange employee incident debriefing by contacting the Employee Assistance Program counselor at (256) 975-8855. On weekends and holidays call 866-315-7380. The EAP will obtain a description of the circumstances and background information to determ

25、ine an appropriate course of action for critical incident stress debriefing. 6.2.8.3 Complete an incident follow-up report as deemed necessary by the AED-MD. 6.2.8.4 Restock any reusable items, e.g., electrode pads, batteries, gloves. 27、ORE USE 6.2.8.5 Inspect unused supplies for any damage or expiration dates and replace accordingly. 6.2.8.6 Inspect the AED for dirt and contamination and clean it as needed by following the procedures listed in the AEDs Users Guide. 6.2.9 The AED-C shall review each of the following criteria after

28、the use of an AED: 6.2.9.1 Appropriate dispatch 6.2.9.2 Witnessed arrest documented 6.2.9.3 Bystander CPR documented 6.2.9.4 Response time to scene 6.2.9.5 Appropriate use of the AED 6.2.9.6 Appropriate transfer of care to EMS personnel 6.2.9.7 Data properly transferred to AED Control Team 6.2.9.8 A

29、ny AED program deficiencies identified by the AED-C shall be promptly brought to the attention of the AED-MD for analysis and resolution. 6.2.9.9 Deficiencies noted in the use of the AED by individual responders shall be reviewed and discussed with each responder individually by the AED MD and need

30、for remedial training determined. 6.2.9.10 Defects and deficiencies noted in the AED unit by the AED Responders shall be reported to the AED MD through an incident report. 6.2.9.11 The AED-C shall place the defective AED out of service until it is inspected and repaired by an authorized service repr

31、esentative. 6.2.9.12 The AED-C shall present the incident report and inspection record to the AED Control Team for review. 6.2.9.13 The AED-C shall, on a Quarterly basis, assure all AEDs are in proper working condition. 6.2.9.14 The AED-C shall schedule quarterly drills at randomly selected faciliti

34、e from the MSFC Medical Clinic, and the NASA Occupational Health Officer. 6.3.2 Meet at least annually; after an event involving use of an AED; or at the request of the AED Medical Director. 6.3.3 With the concurrence of the AED Medical Director, change the requirements of the AED program as needed

35、based on lessons learned or changes in NPD 1810.2, “NASA Occupational Medicine Program,” or NPR 1800.1, “NASA Occupational Health Program Procedures.” 6.3.4 Determine appropriate placement of AED units throughout the Center. 6.4 The Area/Building Manager shall ensure that the monthly inspection of t

36、he AED in their assigned building is conducted and document the inspection by initialing and dating MSFC Tag 21, “Automated External Defibrillator (AED) Record Tag.” 6.4.1 AED inspection criteria are listed on MSFC Tag 21, Automated External Defibrillator (AED) Record Tag.” 6.4.2 Building manager sh

37、all document deficiencies discovered during the inspection in SHEtrak in accordance with MWI 8715.12, “Safety, Health and Environmental-finding Tracking system (SHETRAK)” and notify the AED-C at 544-2390. 6.5 It is the intent of this AED program to have trained responders (medical professionals and

38、lay responders) assigned to each AED. While administering CPR in conjunction with the AED is most effective, lay responders (even if not trained in CPR) are encouraged to take action in the case of an emergency. AED responders shall: 6.5.1 Complete a nationally-recognized AED and CPR course such as

39、American Heart Association, American Red Cross or National Safety Council including any refreshers. CPR/AED Courses are provided by Training and Incentives Office in accordance with MPR 3410.1, “Training.” 6.5.2 Notify the AED-C of any equipment problems or supplies needed. 6.5.3 Notify the AED-C of

40、 any changes in their names, location and phone numbers. 6.5.4 Perform drills as scheduled and approved by the AED-C. Drills with the AED shall be conducted in accordance with AHA guidelines. 42、 CORRECT VERSION BEFORE USE 6.5.5 Notify the Medical Center following use (when electrodes are applied to a patient constitutes use of the AED) of the AED by calling 256-544-2390 immediately following use. 6.5.6 Respect the privacy of others and enforce confidentiality of the incident while advising

43、 those who need to know. 6.6 All facilities with AEDs shall conduct one drill per unit within a 2-year period. The AED-MD is responsible for evaluating drills and recommending improvements to emergency processes and MSFC protocols. 6.7 To ensure on-going quality assurance, the AED-C shall prepare an

44、 annual evaluation of the Center AED Program for the AED Control Team that will address the effectiveness of the: 6.7.1 AED training program 6.7.2 Quarterly drills and team member feedback 6.7.3 Performance and maintenance of AED equipment 6.7.4 Emergency responses 6.7.5 Identification and implement

45、ation of process improvements 6.7.6 Documentation of outcome measures for treated victims of cardiac arrest 6.8 The AED protocol can be found in Appendix A and shall be posted beside each AED unit. 6.8.1 Any deviation from this protocol shall be reported to the AED-C in written form immediately afte

46、r use of the AED. 6.9 Appendix B contains a checklist of required AED accessories that are utilized in conjunction with the AED. 7. NOTES None 8.
