This Standard provides requirements specific to vehi

25、cles used by over-the-road-bus (OTRB) operators in their routine services. It is intended that this Standard be used to enable OTRB operators to integrate persons with disabilities into their normal services. This Standard was prepared by the Technical Committee on Motor Vehicles for Transportation

26、of Persons with Physical Disabilities, under the jurisdiction of the Strategic Steering Committee on Mechanical Industrial Equipment Safety, and has been formally approved by the Technical Committee. It will be submitted to the Standards Council of Canada for approval as a National Standard of Canad

27、a. January 2003 Notes: (1) Use of the singular does not exclude the plural (and vice versa) when the sense allows. (2) Although the intended primary application of this Standard is stated in its Scope, it is important to note that it remains the responsibility of the users of the Standard to judge i

33、andard sets forth the minimum features necessary to accommodate the boarding, transportation, and alighting phases of a trip taken on an accessible over-the-road bus (OTRB). This Standard incorporates the principle of current minimum requirements in recognition of (a) the masses of vehicles and the

34、operating speeds (generally at an average speed exceeding 30 km/h (18.6 mph) covered by this document; (b) the need to preserve the fluidity of passenger boarding and alighting; (c) the importance of continuing the widespread acquisition of accessible OTRBs; (d) the need to further enhance mobility

35、options for persons with mobility impairments; (e) the many responsibilities of the vehicle operator; and (f) the safety record of the OTRB industry. This Standard is primarily based on the requirements of 49 CFR, Part 38, Subpart G, Over-the-Road Buses and Systems, as operators of OTRBs providing c

36、ross-border service into the US are required to comply with these requirements. 0.2 This Standard does not presume to cover all possible situations that may be encountered in day-to-day operations. Care should always be taken to ensure that vehicles acquired serve the specific needs and operating co

37、nditions encountered by the OTRB operator and its customers. 1. Scope 1.1 This Standard applies to accessible over-the-road buses (OTRBs), as defined in Clause 2. 1.2 The values given in SI (metric) units are the standard. The values given in parentheses are for information only. 2. Definitions The

38、following definitions apply in this Standard: Accessible over-the-road bus (OTRB) a motor vehicle with a gross vehicle weight rating (GVWR) of 7000 kg (15 400 lb) or greater, designed and manufactured to provide intercity, commuter, or charter service for the primary use of ambulatory passengers, bu

39、t with provision for the needs of persons using mobility aids. OTRBs are primarily equipped with forward or rearward facing seating and have dedicated baggage/storage capacity that is separate from the passenger compartment. These vehicles may be equipped with a lift or a ramp. D436-03 Canadian Stan

40、dards Association 2 January 2003 Ambulatory passengers passengers who do not require the use of any mobility aid to board or disembark from an OTRB. Ambulatory passengers with disabilities passengers who can use conventional OTRB services, but may require the use of a mobility assistive device such

41、as a cane, walker, or similar aid. Contrasting colour a term used to indicate a requirement for a contrast of at least 70%. Note: Contrast in per cent is determined by the formula B1 B2100B1where B1 = light reflectance value of the lighter area B2 = light reflectance value of the darker area B1 must

42、 be less than 100 and B2 must be greater than 0. Frontal impact an incident where the OTRB contacts another vehicle or object in the forward plane while travelling in the forward direction. Grab bar any device on board an OTRB that is designed to allow passengers to use their handgrip to manoeuvre t

43、hrough the vehicle or to provide a more stable ride while on board the vehicle. GVWR (Gross vehicle weight rating) the maximum total weight, as determined by the vehicle manufacturer, at which the vehicle can be safely and reliably operated for its intended purpose. Handhold any device on board an O

44、TRB that is designed to allow passengers to use their handgrip to manoeuvre through the vehicle or to provide a more stable ride while on board the vehicle. Handrail a narrow rail for grasping as a support, which may be horizontal, vertical, or angled, that is designed to allow passengers to use the

45、ir handgrip to manoeuvre through the vehicle or to provide a more stable ride while on board the vehicle. Mobility aid a device used to facilitate the transport, in a seated posture, of a person with a disability. Examples include manual and powered wheelchairs and scooters as defined in CSA Z604. M

46、obility assistive device a cane, walker, or similar aid. MVSR Motor Vehicle Safety Regulation. NHTSA National Highway Traffic Safety Administration (USA). Pathway a route along which a mobility aid must pass when travelling between an entrance door and the mobility aid position. Person with a physic

47、al disability a person who, because of a mobility impairment, requires the use of accessible transportation. Priority seating seats that are clearly designated or are located for the use of persons with mobility impairments. Securement system a system designed to limit the movement of a mobility aid

48、 within an accessible OTRB (e.g., active systems (belts, restraints, etc.).
