10、This is a full revision of the BS 7801:2004, published to accommodate: the regulatory changes that have occurred since 2004; the publication of BS EN 115-1:2008+A1:2010; the publication of BS EN 115-2:2010; changes in training requirements.It is intended to:a) assist employers and owners to provide
11、ever-safer workplaces;b) support a risk assessment methodology as the basis for determining safesystems of work;c) emphasize the need to demonstrate competence;d) meet the need to have a code of practice that covers escalators and movingwalks of any age, whether or not they conform to current Britis
12、h orEuropean standards.The safety of persons working on escalators and moving walks is theresponsibility of all persons associated with such work, in particular: owners and/or persons having effective control of the premises containingthe escalators and moving walks; employers and supervisors of per
13、sons working on escalators and movingwalks; persons working on escalators and moving walks; other persons working within the premises.All such persons have a responsibility to ensure the safety of persons who mightbe affected by their activities, including members of the public. Where suchpersons ar
14、e responsible for their own safety there needs to be a formal,common, safe system of work, in terms of method statements and safetypractices.This British Standard sets out the rudiments for the assessment and planning ofsafe working, so that practical safe systems of work can be established to enabl
15、epersonnel to access their places of work safely, and be adequately protectedduring their work.BRITISH STANDARDBS 7801:2011ii BSI 2011This British Standard gives recommendations on the best practices to beemployed in order to provide the safest practicable working environment. Itbrings together all
16、the known procedures for safe working into one place. Italso introduces the following principal changes: Clause 4 gives recommendations for owners of escalators and moving walks; Clause 5 gives recommendations for manufacturers and installers andpersons working on escalators and moving walks.There a
17、re a number of similarities between the two clauses; this is because somerecommendations were felt to be equally applicable to owners, manufacturersand installers and persons working on escalators and moving walks. However,there are also some distinct differences between the two clauses. Users of th
18、isBritish Standard should ensure that they are reading the appropriate clause fortheir responsibilities.Use of this documentAs a code of practice, this British Standard takes the form of guidance andrecommendations. It should not be quoted as if it were a specification andparticular care should be t
19、aken to ensure that claims of compliance are notmisleading.Users of this British Standard are reminded that as a code of practice itrecommends actions to be taken by all persons involved with escalators andmoving walks; it does not specify requirements for the escalators and movingwalks themselves.
20、A safe system of work normally involves definitive workingpractices for people and a certain level of product safety. Both of these aspectshave been addressed; in the case of product safety, the emphasis has been putonto persons to provide it.The harmonized European standards are commended to those
21、responsible forthe safety management of older escalators and moving walks, so that thoseescalators and moving walks can be upgraded, as far as practicable, to anequivalent level of safety to those that conform to the harmonized Europeanstandards.It has been assumed in the preparation of this British
22、 Standard that theexecution of its provisions will be entrusted to appropriately qualified andexperienced people, for whose use it has been produced.WARNING This British Standard calls for the use of substances and/orprocedures that can be injurious to health if adequate precautions are nottaken. It
23、 refers only to technical suitability and does not absolve the userfrom legal obligations relating to health and safety at any stage.Presentational conventionsThe provisions in this standard are presented in roman (i.e. upright) type. Itsrecommendations are expressed in sentences in which the princi
