3、 your country and what it has achieved in the last 25 years. /As I look out over the young faces in this audience I cannot help envying the international studentsmore than a thousand, I am told, from over 50 countrieswho have the privilege of sharing your learning experience here. It reminds me for
4、a moment of my own student days, when my country, Ghana, was newly independent. We felt we were suddenly reaching out to the world, and making new discoveries every day. But then I also remember that times of rapid change can bring pain and confusion, even destruction, as well as progress and excite
5、ment. /The more rapid and exciting it is, the more change calls for careful management, and wise, humane leadership. Order and stability have to be preserved, but without choking off the freedom to enquire, and experiment, and express oneself, sinceas you young researchers know better than anyonekno
6、wledge and science have a vital role in national development. And technical expertise needs to be harnessed to the development and security of society as a whole, so that it not only creates greater wealth for the few, but enables all citizens to feel safer and more prosperous. /The development of s
7、uch a great country as China cannot happen in isolation. It affects the whole world, and it draws you into new relationships with other parts of the world. Increasingly, your economy depends on exchanges with other countriesboth imports and exports, of both goods and capital. Foreign investment play
8、s an essential role in your growth, while your holdings of foreign currenciesand your management of your own currencyare coming to play a vital part in the international monetary system. This means that you have a stake in the development and prosperity of the wider world. And your security, too, de
9、pends on international peace and stability. /Your Government shows that it understands this, by the role that it plays in the United Nations, and elsewhere. And, increasingly, Chinese citizens are called on to take risks, and make sacrifices, in the interests of global security. It was impressive to
10、 see, in our newspapers the other day, pictures of Chinese policemen in blue helmets preparing to join the United Nations mission in Haitian island buffeted by both human and meteorological storms, which is literally on the far side of the world from here. So I am here, in part, to express the world
11、s gratitude. Clearly, you in China have understood, as your saying goes, that we all “share the same breath“. Human misery knows no frontiers, and nor should human solidarity. /(分数:27.00)_2.The evidence that the Earths atmosphere is warming continues to accumulate. A big issue is thus raised concern
12、ing the extent to which the warming is due to human activity and natural causes. Climate change scientists are looking for the answer. Following the periodic full-scale scientific assessments of global climate change, they have concluded that there is a “discernible human influence“ on the global cl
13、imate.Although a reliable estimate of the magnitude of human imprint on climate still remains some distance off, human activities may have been the dominant factor in the global warming of recent decades. Human factors appear to be playing a part, stemming mostly from emissions of waste industrial g
14、ases like carbon dioxide, which trap heat in the atmosphere, and sulfate aerosols from industrial smokestacks.Will the climate change lead to the earths eventual extinction? We have no definite answer yet, at least not likely as far as our knowledge goes.The earth experienced a catastrophic extincti
15、on about 250 million years ago. In the space of a few thousand years, something terrible happened to our planet, something that wiped out 90% of earths ocean species and about 70% of those that lived on land.It was the worst extinction in the history of the earth, known as the Great Dying. It elimin
16、ated whole communities of coral reefs, forests, giant amphibians and ferocious reptiles, swarms of insects and the oceans ubiquitous triobites, those hard-shelled invertebrates that were never seen on the planet again.What caused that extinction? Any number of scenarios has been offered, ranging fro
17、m the explosion of a nearby star to Ice Age cooling and greenhouse warming. None of them were entirely convincing.We tend to accept the most recent conclusion that the extinction was caused by the impact of an asteroid or comet or meteor, like the one that probably wiped out the dinosaurs 65 million
18、 years ago. In each case the damage would have been done not by the explosive collision itself but by the series of global disasters it triggered, for example, furious volcanic eruptions, a rapid heating of the atmosphere and the depletion of life-giving oxygen from the ocean. We cant say exactly wh
19、ere this out-space visitor struck because the tectonic processes that rearrange the earth surface have since churned up most of the evidence. But we can estimate its size. It probably measured roughly half the size of the island of Manhattan and it would have slammed into the earth with the force of
20、 a magnitude-12 earthquake.Of course, this does not give us an excuse to underestimate the destruction that human harmful activities have brought to the earths climate change. We must realize that we are living the way beyond the limits of the capacity of this planet to sustain. There is almost noth
21、ing that we do that will not compromise the ability of humans to meet their needs in the future.Life ought to be enjoyable. But our destructive ways of life have serious consequences: new human diseases, strange animal and plant diseases, bizarre natural disasters, food shortages, etc. We must act n

23、变化,增强发展中国家特别是小岛屿国家和最不发达国家抵御灾害性气候的能力。环境保护是全人类的共同责任。但是,我们要坚持联合国所确立的区别对待的责任原则。这一原则反映了不同国家经济发展水平、历史责任、当前人均排放水平上的差异,是未来国际合作的基础。TONETONE 根据这一原则,发达国家应该完成京都议定书确定的减排目标,向发展中国家提供帮助,并在 2010年后继续率先承担减排义务。不久前,欧盟决定到 2020 年将温室气体排放减少 20。我们对此表示欢迎,同时希望其他发达国家也能做出类似承诺。TONETONE 发展中国家工业化、城市化、现代化进程远未完成,发展经济、改善民生的任务艰巨。为了实现这些
