5、ganizationandtheHostStateregardingtheextension to Permanent Representatives and Divisional Directors of the full privileges and immunitiesprovidedintheConventiononthePrivilegesandImmunitiesoftheSpecializedAgencies,asmodifiedbyAnnexIIapplicabletoIMO,EXPRESSESITSDEEPAPPRECIATIONtotheSecretary-Generalf

6、orhistirelesseffortsinbringingthislong-standingmattertoasuccessfulconclusion,tothefullsatisfactionoftheCouncilandtheAssembly;andRECALLINGALSO:(i) hismosteffectivehandlingofthefinancialcrisiswhichfacedtheOrganizationinthelate1980sandearly1990s;(ii) hiscommitmenttoimprovingtheOrganizationsfinancialfra

7、meworkandtotheachievementofcontributionlevelsof98%,whichranktheOrganizationasamongthebestintheUnitedNationssystemintermsofcontributions;and(iii) his prudent management of the Organizations resources and consistent delivery of theOrganizationsworkprogrammeandbudget,andhiscommitment toincreasedtranspa

8、rency,innovationandmanagementofchange,EXPRESSESITSDEEPGRATITUDEANDAPPRECIATIONtoMr.WilliamA.ONeilforhispersonalcommitmentandcontributioninsuccessfullyfurtheringtheoverallpurposesoftheOrganizationbychartinganinspirationalcourse, and for achievements which have resulted in increased world-wide recogni

12、il to such organizations be subjecttoapprovalbytheAssembly,RECALLINGFURTHERthatrule10ofthesameRulesprovidesforperiodicreviewbytheCouncilofthelistofnon-governmental international organizations in consultative status with IMO and for a report to besubmittedtotheAssemblyonthecontinuationofsuchstatus,NO

13、TINGtheGuidelinesontheGrantofConsultativeStatusestablishedbytheCouncilatitsfortiethsession,andnotingfurtherthedecisionoftheCouncilatitseighty-sixthsessiontoamendtheintroductiontotheGuidelines as well as rules1 and5 of the Rules Governing Relationship with Non-GovernmentalInternationalOrganizations,i

14、nordertoformalizethegrantofprovisionalconsultativestatus,ALSO NOTING the decision of the Council at its twenty-second extraordinary session to retain theconsultativestatusoftheInternationalBarAssociation(IBA),theIberoamericanInstituteofMaritimeLaw(IIDM)andGreenpeaceInternational,HAVINGCONSIDEREDthed

15、ecisionoftheCouncilatitsninetiethsessiontoapprovethegrantofconsultativestatustotheInternationalMarineTransitAssociation/Interferry(IMTA-Interferry)onaprovisionalbasis,NOTINGthedecisionoftheCouncilatitsninetiethsessiontoconverttheprovisionalstatusgrantedtotheAssociation of European Shipbuilders and S

16、hiprepairers (AWES) and the International Ship SuppliersAssociation(ISSA)tofullconsultativestatus,RECALLINGthattheCouncilatitsninetiethsessionnotedthenewnameoftheInternationalCargoHandlingCo-ordination Association (ICHCA) which, following its incorporation, has now become ICHCAInternationalLimited,W

17、ELCOMING the action taken by the Council to remind all non-governmental organizations of theimportance of their compliance with their undertakings to the Organization under rule 4 of the RulesGoverningRelationshipwithNon-GovernmentalInternationalOrganizations,andnotingtheundertakingsexpressedbyallth
