SCOPE. This commercial item descripti

2、on covers belt fasteners, strap end clip with hooks,and slide keepers, which are intended for use on web belts and other equipage items.2. CLASSIFICATIONS. The items shall be of the following types, styles, sizes, andconstruction as specified:Type I - Fastener, Belt:Construction A - Copper Alloy (Br

The belt fasteners, end straps clips with hooks and slidekeepers shall use the materials as specified in paragraph 3.2 and shall be constructed inaccordance with the design, details and dimension as shown on figures

7、 1, 2, 3a and 3b.3.1 Fastener, Belt, (See Fig.1). The Type I, Style 1 and 2 fasteners shall be cast of copper alloy(brass).3.1.1 Clip, End Strap with Hook, (See Fig.2). The construction A, body shall be stamped from0.025 inch (22 gauge) brass sheet or strip. The construction B, body shall be stamped

8、 from 0.023inch (24 gauge) steel sheet or strip. The construction A, hook shall be formed of 0.028 inch (8gauge) copper alloy wire. The construction B, hook shall be formed of 0.020 inch (11 gauge)diameter steel wire. Hook ends shall be formed through a complete angle of 180 degrees.3.1.2 Keeper, Sl

9、ide, (See Figs.3a and 3b). The construction A and C keepers shall be fabricatedof 0.040 inch (18 gauge) brass sheet or strip. The construction B, D and E keepers shall befabricated of 0.035 inch (20 gauge) steel sheet or strip. At the option of the manufacturer, eitherconstruction A or C may be used

10、 for brass keeper and either construction B, D, or E, asapplicable, may be used for steel keepers. Keepers shall be brazed or spot welded as applicable.3.2 Materials:3.2.1 Copper alloy.3.2.1.1 Copper alloy (brass) casting shall conform to type I, condition as cast, alloy A3 of ASTMB-22.3.2.1.2 Brass

11、, sheet or strip shall conform to copper alloy number 268, half-hard of ASTMB-36 or ASTM B-121.3.2.1.3 Copper alloy wire shall conform to alloys numbers 260, 270, 274, half-hard of ASTMB-121, B-134 or B-159.3.2.2 Steel.3.2.2.1 Steel, sheet or strip shall be cold, rolled, any temper and of commercial

12、ly quality and shallconform to ASTM A-366.3.2.2.2 Steel wire shall conform to AISI No. 1015, finish 1 and annealed in the process ofASTM A-853.3.2.3 Enamel shall be a lead and chromate free, semigloss, alkyd enamel with a low (VOC)content of not more than 420grms /liter. The color shall be semigloss

The brass belt fasteners, brass end clips with hooks and brass slide keepers shall becleaned as specified in ASTM B-281, prior to the finish applica

14、tion, then given a black chemicalfinish 0.00005 through 0.0002 inches thick. The color shall be a semigloss black, No. 27038, inaccordance with FED-STD-595. The steel end clips with hooks and steel slide keepers shall becleaned using only cleaning methods for ferrous surfaces and then given a chroma

15、te treated zinccoating conforming to Type II of ASTM B-633, followed by baked enameling. The enamel used(See Para.3.2.3), shall dry to a smooth and uniform film free from runs, orange peel, wrinkles, orareas of no film.3.4. Label/Marking. The label shall be as specified in the contract or purchase o

16、rder. The beltfasteners, strap end clips with hooks and slide keepers shall be permanently and legibly marked foridentification with the manufactures name or trademark of such characters as to be identifiablewith the manufacturer. The marking shall be made on the back surface of the belt fasteners,

17、brassend clips with hooks and brass slide keepers in such a manner that the front surface shall show nosigns of penetration, unevenness or cause distortion on any part of the belt fasteners, brass endclips with hooks and brass slide keepers. All marking shall be made prior to assembly andfinishing.4

18、. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to userecovered materials to the maximum extent practicable, in accordance with paragraph 23.403 ofthe Federal Acquisition Regulation (FAR).5. QUALITY ASSURANCE PROVISIONS5.1 Contractor certification. The contractor shall certify and ma

19、intain substantiating evidencethat the product offered meets the salient characteristics of this Commercial Item Description andthat product conforms to the producers own drawings, specifications, standards and qualityassurance practices, and is the same product offered for sale in the commercial ma

20、rketplace. Thegovernment reserves the right to require proof of such conformance prior to the first delivery andthereafter as may be otherwise provided for under the provisions of the contract.5.2 Visual examination. Each item shall be examined for the defects listed below:DEFECTS. Not finished or f

21、inished not as specified; evidence of corrosion; Color not asspecified; Finish not clean and uniform; area of no film; Separation of color or finish rough;Components not cast, stamped or formed to the proper shape; Poor workmanship; Anycomponent part omitted; not properly assembled; Any part missing

22、; fractured, split, bent, dentedsprung or malformed; Holes (where required) missing in end clip with hook; Tongue of slidekeeper is not formed as specified on drawing, when applicable; Not spot welded or brazed whererequired, weld or braze is fractured, crack, porous, incomplete or not fused; is und

23、ercut, metal isburned or damaged in welding or brazing, weld or braze is not smooth and uniform; Labelmissing, incorrect or illegible; measurement of item not as specified; Any dimension not withinthe specified tolerance; any items not packaged in accordance with contract or purchase order.Provided
