This could either be a simple task or a majorchallenge depending on what is already in pla

18、ce. There may be unforeseen costs in bringing in abroadband connection from a distant telephoneexchange or routing telecommunications cablesthrough solid concrete floors.The extent of installed ICT facilities, and the ease with which ICT services can be deployed has become a significant consideratio

19、n for organizations choosingto relocate.This PAS provides a specification covering mostcommon ICT facilities and services. It cannot and doesnot provide a comprehensive specification or even a“shopping list” of all of the ICT facilities and servicesthat an occupier might require.0.2 Layering of ICT

20、facilities and servicesICT facilities and services are implemented in layers.This PAS splits ICT facilities and services in buildingsacross four layers. Layers 1 and 2 are facility based.Layers 3 and 4 are service based. Each layer isdependent on the layers below it for operation, i.e. layer 3 servi

21、ces require layer 2 facilities to work. Layer 1: Building covers the characteristics andfacilities of the building itself and their suitability for ICT usage. It includes ductwork, risers and otherpermanent facilities necessary for the deployment of cabling. It also covers aspects of flooring, light

22、ing,power and physical security that relate to ICT usage. Layer 2: Infrastructure covers the ICT facilitieswithin the building such as cabling, communicationsrooms, wiring closets, wireless networking, networksecurity, power supplies and the availability ofexternal services such as the Internet. Lay

23、er 3: Basic services covers essential services suchas telephone and Internet connections and theirrelated support. Layer 4: Extended services layer 4 builds upon layer3 to include other ICT services such as telephone and video conferencing, VPN support, hosting and co-location services.This PAS uses

24、 the four-layer concept to assist inidentifying which ICT facilities and services areimplemented in a given workplace and in determiningwhether those facilities and services meet therequirements of this PAS.0.3 Workplace types0.3.1 GeneralWorkplaces are made available in varying states ofreadiness f

25、or an occupier to move in. The building(s) or parts of a building that comprise a workplace maybe marketed in many different ways, including withdescriptions such as “shell and core”, “category A”,“category B” or “turnkey”. Each of these termsindicates a differing state of readiness and eachrequires

26、 a different level of investment in order toprepare the workplace for occupation.This PAS divides the range of workplace offerings into two groups, those that are sufficiently fitted andserviced to be ready to occupy, known as “ready-to-occupy workplaces” (defined in 3.2.2), and those thatare not, k

27、nown as “part-fitted workplaces” (defined in 3.2.1). 28、or a workplace wherethey can quickly establish themselves with little or no investment in infrastructure.This market is served by many kinds of managedworkspace offerings including business centres,science and technology parks and business incubationcentres. These types of workplaces are usually ren

29、tedrather than purchased and are often multi-tenantedcampuses with some of the operators staff locatedon site. Basic services such as electrical power, heat,light, telephone and the Internet will already beinstalled and readily available to a new occupier. Such workplaces are likely to be of interes

30、t tooccupiers that do not wish to make an investment in any particular workplace and its infrastructure,perhaps because they are a small business, intransition or because they simply prefer to outsource. Occupiers that are looking for a workplace wherethey can install their own infrastructure and pr

31、ocuretheir own services.These types of workplaces are likely to be purchasedor secured on a long lease because of the investmentrequired. Such workplaces are likely to be of interestto occupiers that wish to reduce costs in the longterm or that have particular specifications and theskills to procure

32、 the installation of the required ICTfacilities and services.The primary focus of this PAS is the ICT facilities andservices in office spaces rather than for industrialprocesses, outdoor working, transport, etc. However,the two categories of part-fitted and ready-to-occupyworkplaces were selected to

33、 allow for a wide range ofbusiness uses and the reader may apply the principlesof this PAS to a spectrum of situations from officespaces within industrial premises to home working.Despite the focus on workplaces that are offices, oneother distinct category of workplace is specificallyincluded within

34、 the scope of this PAS, the publicworkplace (defined in 3.2.3). Although the occupiernever “moves in”, this workplace type is given specialconsideration because it is commonly available and will be used by many office workers.Public workplaces are provided with ICT facilities andservices for the use

35、 of visitors or the general public.They include for example services provided in publiclibraries, waiting rooms at railway stations, conferencerooms in hotels, exhibition halls and WiFi hotspots incafes. It does not include the public access areas in apart-fitted or ready-to-occupy workplace, such a

36、smeeting rooms and reception areas.The terms part-fitted, ready-to-occupy and publicworkplaces are defined in 3.2.1, 3.2.2 and 3.2.3respectively and are accompanied by notes thatprovide further information and some examples.0.3.2 Requirements for each workplace typeThis PAS specifies the provision o

37、f ICT facilities andservices in part-fitted, ready-to-occupy and publicworkplaces. It recognizes that within each of thesethree workplace types there is a spectrum of offerings.Some part-fitted workplaces will be little more than ashell and others may have been recently vacated andsimply need the se

38、rvices re-connecting; some ready-to-occupy workplaces will only have basic services andothers may have a wide range of additional services on offer; some public workplaces will simply be WiFihotspots and others will be business centres in hotelswith audio visual and printing facilities.This PAS iden

39、tifies for each workplace type a set of minimum requirements for the provision of ICTfacilities and services and a set of further requirementsfor additional facilities and services if provided. Table 1describes in detail how the requirements in this PASapply to each workplace type.0.4 ICT-ready work

40、 areas, potential workareas and user capacityAn important consideration of this PAS is that thenumber of potential work areas (defined in 3.4.2) in a workplace will usually be greater than the usercapacity (defined in 3.3.2) of a workplace to allow forflexibility in the configuration of the space. T

41、his meansthat ICT-ready work areas (defined in 3.4.1) will not beset up at every potential work area.0.5 Operators, occupiers and service level agreementsWorkplaces and their related ICT facilities and servicesare made available under a wide range of contractualarrangements, for instance, they may b

42、e may be let,sublet or purchased. This PAS aims to deal with all ofthe possible scenarios by using the term “operator” forthe provider of the workplace and the ICT facilities andservices, and the term “occupier” for the occupiers ofthe workplace and the beneficiaries of these facilitiesand services.

43、 Often the operator will be a middle-partyand not the owner of the building or the ultimatesupplier of the ICT facilities and services.A key principle throughout the PAS is that occupiershave service level agreements (SLAs) with operatorsand operators have SLAs with providers further up the contract
