Struktur der polychlorierten Biphenyle (PCB)Ihre besonderen physikalisch-chemischen Eigen-schaften wie der niedrige Dampfdruck der Dampf-druck sinkt etwa um eine Grenordnung mit stei-gendem Chlorhomologengrad , der hydrophobe Charakter, die Viskositt, die hohe chemisch

27、e und thermische Stabilitt in Verbindung mit der geringen akuten Toxizitt machten diese Stoffgruppe fr viele Anwendungsbereiche interessant 1; 2; 3.Die Hauptbestandteile der technischen PCB-Gemi-sche sind Kongenere, bei denen in Ortho-Position zur Verknpfung der beiden Phenylringe (Kohlenstoff-atome

28、 2, 2, 6 und 6) zwei oder mehr Chloratome ge-bunden sind, was die freie Drehbarkeit der beiden Phenylringe stark einschrnkt und eine planare Kon-formation energetisch sehr ungnstig macht. Diese PCB-Kongenere besitzen keine dioxinhnliche Wir-kung. Hierzu gehren auch die sogenannten Indika-tor-Kongene

29、re PCB 28, 52, 101, 138, 153 und 180 (siehe auch VDI 2464 Blatt 1). Die Anwendung von PCB in offenen Systemen wurde 1976 in der EU ver-boten (76/769/EWG) und 1978 in deutsches Recht umgesetzt (10. BImSchV).Ist an den Ortho-Positionen kein oder nur ein Chlor-atom vorhanden, ist die freie Drehbarkeit

30、und die Einnahme einer planaren Moleklgeometrie mg-lich. Solche PCB werden coplanare PCB oder dio-xinhnliche PCB genannt (siehe bersichtsartikel 4; 5; 6). Diese nicht- und mono-ortho-substituierten PCB zeigen vergleichbare biologische und toxische Wirkungen wie die planar gebauten polychlorierten Di

31、benzo-p-dioxine (PCDD) und Dibenzofurane (PCDF). Wie fr die siebzehn 2,3,7,8-substituierten PCDD- und PCDF-Kongenere wurden von der WHO fr die vier nicht-ortho- und die acht mono-ortho-substituierten PCB-Kongenere Toxizittsquivalent-faktoren (TEF) festgelegt, mit denen die dioxinhnli-che Wirkung rel

32、ativ zu 2,3,7,8-TCDD gewichtet wird, siehe Anhang B und 7; 8; 9. Die Konzentrati-onen der coplanaren PCB in technischen Produkten knnen sehr stark variieren in Abhngigkeit von Her-steller und Produktions-Charge 10.Whrend bislang Grenz- und Empfehlungswerte le-diglich auf der Basis der PCB-Gesamtkonz

33、entration bestehen 11; 12; 13, wird in den letzten Jahren ver-strkt die toxikologische Bedeutung der coplanaren Figure 1. 34、agnitude with ascending chlorine homologue level , the hydrophobic charac-ter, the viscosity, the high chemical and thermal sta-bility in combination with a limited acute toxicity render this group of substances interesting for numer-ous application ranges 1; 2; 3.The main components of the technica

35、l PCB mixtures are congeners, in which two or more chlorine atoms are bound in ortho position in order to link the two phenyl rings (carbon atoms 2, 2, 6 and 6), thus strongly limiting the rotation ability of the two phenyl rings and rendering a planar conformation energeti-cally highly unfavourable

36、. These PCB congeners do not have a dioxin-like impact. The so-called indicator congeners PCB 28, 52, 101, 138, 153 and 180 (see also VDI 2464 Part 1) belong to this group as well. The use of PCBs in open systems was prohibited in the EU in 1976 (76/769/EEC) and the prohibition was implemented in th

37、e German legislation in 1978 (10. BImSchV.)If there is no or only one chlorine atom in the ortho position, the free rotation ability and a planar molec-ular geometry are possible. Such PCBs are desig-nated coplanar PCBs or dioxin-like PCBs (see the re-view articles 4; 5; 6). These non- and mono-orth

38、o substituted PCBs show biological and toxic impacts comparable to those of the planar polychlorinated dibenzo-p-dioxins (PCDD) and dibenzofurans (PCDF). In the same way as for the seventeen 2,3,7,8-substituted PCDD and PCDF congeners, toxicity equivalent factors (TEF) have been determined by the WH

39、O also for the four non-ortho substituted and the eight mono-ortho substituted PCB congeners, by which the dioxin-like impact is weighted relative to the 2,3,7,8-TCDD (see Annex B and 7; 8; 9). The concentrations of coplanar PCBs in technical prod-ucts can vary very widely depending on the manufac-t

40、urer and the production charge 10. Auch bei den zurzeit bestehenden Empfehlungen und in den meisten Bundeslndern eingefhrten baurecht-lichen Richtwerten fr PCB-Luftkonzentrationen im Innenraum 14 oder bei der toxikologischen Bewer-tung von PCB bei inhalativer Aufnahme wird die Be-rcksichtigung der coplanaren PCB diskutiert 15 bis 1

Typische Messwerte der Auen- und Innenraum-luft sind in Anhang C zusammengestellt.In dieser Richtlinie wird fr Innenrume die vom Rat von Sachverstndigen fr Umweltfragen in seinem Sondergutachten gegebene Definition verwendet 20:Wohnungen mit Wohn-, Schlaf-, Bastel-, Sport- und Kellerrumen, Kchen,

44、 Badezimmern; Arbeitsrume bzw. Arbeitspltze in Gebuden, die nicht im Hin-blick auf Luftschadstoffe arbeitsschutzrechtlichen Kontrollen unterliegen (so z. B. Bros, Verkaufs-rume); ffentliche Gebude (Krankenhuser, Schu-len, Kindergrten, Sporthallen, Bibliotheken, Gast-sttten, Theater, Kinos und andere

45、 Veranstaltungs-rume) sowie die Fahrgastrume von Kraftfahrzeu-gen und allen ffentlichen Verkehrsmitteln.Bei Innenraumluftmessungen sind im Hinblick auf die Messplanung die in den Normen DIN EN ISO 16 000-1 (oder VDI 4300 Blatt 1) und DIN EN ISO 16 000-12 beschriebenen Vorgehensweisen zu beachten.1 A

46、nwendungsbereichDie in der vorliegenden Richtlinie beschriebene Messmethode dient zur Ermittlung der Konzentration dioxinhnlicher PCB (non-ortho PCB 77, 81, 126, 169; mono-ortho PCB 105, 114, 118, 123, 156, 157, 167, 189) in der Auenluft und der Innenraumluft. Fr die Bestimmung der WHO-Toxizittsquiv

47、alente kann das hier beschriebene Verfahren auch zur Mes-sung der Dioxine zusammen mit PCB eingesetzt wer-den. Dadurch ist eine gemeinsame Probenahme mg-lich.2 Grundlagen des Verfahrens2.1 Messung der AuenluftDie Auenluft wird gem Richtlinie VDI 2463 Blatt 4 angesaugt. Die Richtlinien VDI 2463 Blatt

48、 4, Blatt 7 und Blatt 8 zeigen, dass die Staubabscheide-charakteristiken der Verfahren mit groem und klei-nem Filter vergleichbar sind. Beide Verfahren wur-tensive discussions in recent years. Thus the regula-tions on the maximal amount of dioxins in foodstuffs and feedingstuffs in the EU were exten

49、ded to include also coplanar PCBs (Recommendation 2002/201/EC and Directive 2006/13/EC). The assessment rele-vance of the coplanar PCBs is subject to discussion also in the currently existing recommendations and in the guide values for indoor air concentrations of PCBs under the building legislation 14 or by the toxicological assessment of inhaled PCBs 15 to 19.
