F.1 Background The FCCs Second Report and Order for the Commercial Mobile Alert System Ref 22 developed rules to be in compliance with section 602(c) of the WARN Act Ref 20, t
8、hat require non-commercial educational (NCE) and public broadcast television station licensees and permittees “to install necessary equipment and technologies on, or as part of, any broadcast television digital signal transmitter to enable the distribution of geographically targeted alerts by commer
9、cial mobile service providers that have elected to transmit emergency alerts. Such equipment and technologies must have the capability of allowing licensees and permittees of NCE and public broadcast television stations to receive CMAS alerts from the Alert Gateway over an alternate, secure interfac
10、e and then to transmit such CMAS alerts to CMS Provider Gateways of participating CMS providers.” The FCC Rules developed as a result of the Second Report and Order are contained in the Code of Federal Regulations (CFR), Title 47 Telecommunications, Part 10 Commercial Mobile Alert system, Subpart C
11、System Architecture, Section 10.340, Digital television transmission towers retransmission capability: Licensees and permittees of noncommercial educational broadcast television stations (NCE) or public broadcast television stations (to the extent such stations fall within the scope of those terms a
12、s defined in section 397(6) of the Communications Act of 1934 (47 U.S.C. 397(6) are required to install on, or as part of, any broadcast television digital signal transmitter, equipment to enable the distribution of geographically targeted alerts by commercial mobile J-STD-101.a 3 service providers
13、that have elected to transmit CMAS alerts. Such equipment and technologies must have the capability of allowing licensees and permittees of NCE and public broadcast television stations to receive CMAS alerts from the Alert Gateway over an alternate, secure interface and then to transmit such CMAS al
14、erts to CMS Provider Gateways of participating CMS providers. This equipment must be installed no later than eighteen months from the date of receipt of funding permitted under section 606(b) of the WARN Act or 18 months from the effective date of these rules, whichever is later. The FCC rules do no
15、t require a participating CMSP to support receiving alerts via digital television transmitters. The National Telecommunications and Information Administration (NTIA) issued PBS a grant to install the necessary equipment and technologies on, or as part of, any broadcast television digital signal tran
16、smitter to enable the distribution of geographically targeted alerts by commercial mobile service providers that have elected to transmit emergency alerts. PBS manages the national public television interconnection system of non-commercial television stations that will support the WARN Act requireme
17、nts. F.2 Scope The scope of this Annex is the definition of the interface between the C-OTA DTV DTV Receiver and Decoder and the CMSP Gateway as shown in the Figure 20. The definitions of the other interfaces shown in Figure 20 are outside the scope of this Annex. Figure 20: Public Broadcasting Serv
18、ice CMAS Architecture The Federal Alert Gateway sends CMAC messages to the PBS CMAS Gateway via the “C” Interface. The CMAC messages are inserted in the PBS transport stream transmitted via satellite to terrestrial DTV transmission sites. The CMAC messages are in the DTV signal broadcast from the DT
19、V Transmission Sites using the C-OTA interface. J-STD-101.a 4 The C-OTA DTV Receiver and Decoder picks up the DTV signal and “extracts” the CMAC messages targeted for the CMSP Gateway. The CMAC messages are sent to the CMSP Gateway over the Reference Point “C1” Interface. NOTE: The CMSP Gateway does
20、 not send any CMAC messages to the C-OTA DTV Receiver and Decoder. NOTE: The CMAC messages received from the C-OTA DTV Receiver and Decoder are within the security domain of the CMSP. The security services for transporting the messages within the CMSPs network are determined by the CMSP. When the Re
21、ference Point “C1” Interface is in use, the CMSP Gateway shall not initiate messages toward the Federal Alert Gateway. The CMSP Gateway shall not send a response to messages received from the Federal Alert Gateway on the Reference Point “C1” Interface (e.g., the CMSP Gateway shall not send an acknow
22、ledgement or error response to a message received from the Federal Alert Gateway on the Reference Point “C1” Interface). Any processing in the Federal Alert Gateway, the PBS CMAS Gateway, the PBS Satellite Transmission network, the C-OTA DTV Receiver and Decoder, and the CMSP Gateway that is not rel
23、ated to the Reference Point “C1” is outside the scope of this Annex. F.3 Reference Point “C1” Related Requirements In general, it should be assumed that all requirements in the main body of this Standard apply to the Federal Alert Gateway and the CMSP Gateway for the Reference Point “C1” interface,
24、taking into account the Reference Point “C1” interface supports a subset of the CMAC messages. The following are Reference Point “C1” related requirements: 1.
