This rule prohibits own-ers and operators of passenger vessels, including U.S. and foreign-flag vessels, from discriminating against passen
23、gers on the basis of disability; requires ves-sels and related facilities to be acces-sible; and requires owners and opera-tors of vessels to take steps to accom-modate passengers with disabilities. 39.3 What do the terms in this rule mean? In this regulation, the terms listed in this section have t
