Abstract. This commercial item description covers hand needles, except surgical, used in sewin

2、g, and for packaging and packing various items. Classification. The needles shall be in the following types, classes, and styles: Type I - Straight. Class 1 - Round point. Class 2 - Three square point, glovers. Class 3 - Diamond point, packing. Class 4 - Harness, blunt point. Style B - Upholsterers

3、(double point). Type II - Bent (at point only) packing. Class 2 - Three-square point. Construction. Each hand needle shall have a ground point as indicated in Tables I through VI1 and s

6、hall blend in shape with the body of the needle directly in back of the point. The spreading edges of the triangular and diamond sections (when applicable) shall be ground and rounded in a manner to prevent material fibers from being cut when pierced by the needle in the normal sewing operation. The

7、 eye of the needles shall be centered between the lateral edges and shall be designed to prevent cutting of the thread or cord in ordinary use. Type I and II needles shall not break or take a permanent set when subjected to horizontally applied force as described under “Deflection Test“. Type III ne

8、edles shall not break or take a permanent set when a force is applied simultaneously to the eye and point. The force is measured by bending the eye and point simultaneously to reduce its length when bent by 25% (see figures 6 and 7). Material. The material used in the manufacture of hand needles cov

9、ered by this Commercial Item Description shall be of tool steel normally used in commercial practice. The needles shall be hardened and tempered in accordance with the best commercial practice for this type of commodity. Size and dutv. The size and duty (extra, light or heavy) of the hand needles sh

10、all be as listed in Tables I through VI1 under the respective types, classes, and styles. Table I. 19、for this type of commodity. Workmanship. After completion, the finished needles shall be smooth and free of burrs, slivers, nicks, pitholes, and scratches. Product Demonstration Model. When required, offerers shall submit samples of their intended production. The Product Demonstration Model will con

20、sist of units independently developed. Product Demonstration Models will be analyzed and evaluated by the government. Evaluation criteria and basis for award are contained in the solicitation. Product Demonstration Models will be retained by the government. One (1) Product Demonstration Model approv

21、ed by DPSC under the resultant contract will serve as a manufacturing standard for the corresponding production items delivered under this contract. Offerers are advised that the Product Demonstration Model does not relieve the successful offerer of his responsibility to perform in accordance with t

22、he Commercial Item Description specified above. Qualitv Assurance Certification. offered meets the salient characteristics of this description and that the product conforms to the producers om drawings, specifications, standards and quality assurance practices. The government reserves the right to r

Lots of needles shall be inspected in accordance with “Sampling Procedures and Tables for Inspection by Attributes“, ANSI/ASQC 21.4, published by the American Society for Quality Control. Visual Examination. The inspection level for visual exami

25、nation shall be II and the AQL 2.5 expressed in terms of defects per hundred units. The sample unit is one needle. # Dimensional Examination. The finished needles shall conform to the dimensions specified. Any dimension that is not within the established tolerance shall be classified as a defect. Th

26、e sample unit shall be one needle; the inspection level shall be S-2 and the AQL shall be 2.5 expressed in terms of defects per hundred units. Packaqinq Examination. The fully packaged shipping containers shall be examined in accordance with defects listed below. The lot size shall be the number of

27、shipping containers in the inspection lot. The inspection level shall be S-4 and AQL shall be 2.5 expressed in terms of defects per hundred units. Examination Defect Material Missing, damaged, not as required. Content Number of needles per shipping container is more or less than required. Defects. T

28、he needles shall be examined for the following defects: surface (including periphery of the eye) is not smooth; evidence of imbedded foreign matter; does not have fine sharp point; edge of triangular or diamond section (when applicable) not ground and rounded; eye not centered between lateral edges;

29、 eye is closed; eye is partially closed; sharp edge at eye (inside or outside); burrs or slivers not removed; needle is cracked, broken or fractured; evidence of pitholes, nicks or scratches. Needles shall be reduced in length “W“ (see Figure 6) of at least 25 percent to determine compliance. Packaqinq, Packinq, Markinq, and Palletization Packaging, packing, marking and palletizati

37、on shall be in accordance with ASTM-D 3951, Standard Practice for Commercial Packaging, as specified for shipments to the Department of Defense, including Section 7. Note: Each shipping container shall contain only one National Stock Number (NSN). Unitized loads, placing boxes on pallets, shall be u

38、sed whenever total quantity for shipment to one destination exceeds 250 pounds (excluding the pallet) or 20 cubic feet. Pallets shall have a length of 40 inches and a width of 48 inches. Pallet loads, including the pallet, shall not exceed 54 inches in height, 43 inches in length and 52 inches in wi

39、dth. The containers shall be bonded onto wing type commercial 4-way entry pallets. Note: All palletized loads shall contain only one NSN, to the maximum extent possible. When there is less than a pallet load per NSN, pallets may have containers not of the same NSN, but the pallet shall be clearly ma
