Introduction1This standard details definitions, methods of measurement, and2minimum performance characteristics of the 12.2 kbps US1 Enhanced3Full

25、-Rate speech codec (TIA/EIA-136-430). This standard only4applies to Base Stations that employ non-bit-exact implementations of5TIA/EIA-136-430 compatible codec. It does not apply to Mobile6Stations (MS), since only bit-exact implementations of the enhanced7full-rate codec are permitted at MS.8For Pu

26、rposes of this standard, shall and shall not identify9requirements to be followed strictly to conform to the standard, and10from which no deviation is permitted. The first part, as detailed in202 and 3, covers enhanced full-rate speech encoding and decoding21operations in Continuous Transmission (CTX) or Discontinuou

29、s22Transmission High (DTX-high) modes of operation. The second part23as detailed in 4 covers Comfort Noise Generation (CNG) operation of24the enhanced full-rate speech decoder during Discontinuous25Transmission Low (DTX-low) mode of operation.26The first part of this standard (2 and 3), which covers

30、 normal 12.227kbps enhanced full-rate speech encoding and decoding operations, is28largely derived from TIA/EIA-635 Ref. 19, which specifies the29procedures to be employed to test implementations of TIA/EIA-62730Ref. 20 compatible full rate speech codecs, and to verify that they31meet recommended mi

31、nimum performance standards.32This standard consists of this document and a software distribution33containing speech source material, calibration source material and34software data analysis tools. The software distribution also contains35specifically for CNG reference comfort noise data files, truth

32、 mark36files, encoder serial output data files, and a set of C source files for a37software tool to produce and to evaluate the performance metrics. A38detailed description of contents and formats of the software39distribution is given in 5 of this document. The software distribution40shall accompan

33、y this standard, for example, on the same CD-ROM,41from the same internet site.42Compatibility, as used in connection with this standard and TIA/EIA-43136-430, is understood to mean any TDMA MS is able to place and44TIA/EIA-136-2302receive calls in any TDMA cellular system. Conversely, all TDMA1cell

34、ular systems are able to place and receive calls with any TDMA2MS. To assure compatibility, it is essential that speech processing3parameters be specified.4The enhanced full rate speech codec is intended to be used in both5MSs and at compatible Base Stations in the Cellular Service. This6standard is

35、 meant to define the recommended minimum performance7requirements of TIA/EIA-136-430 compatible non-bit-exact8implementations of the enhanced full-rate codecs at the Base Station9end. It does not apply to bit-exact implementations of the enhanced10full-rate codec. Since bit-exact implementation is m

36、andatory at the MS11end, this standard does not apply to MSs. By Base Station end, we12also include implementations in which codecs are placed at a Mobile13Switching Center or elsewhere at the fixed end of the cellular system.14Although the basic purpose of cellular telecommunications has been15voic

37、e communication, evolving usage (for example, data) may allow16the omission of some of the features specified herein provided that17system compatibility is not compromised.181.1 Scope19This document specifies the test procedures to ensure that non-bit-20exact implementations of TIA/EIA-136-430 compa

38、tible full-rate21speech codecs operating in CTX or DTX-high meet recommended22minimum performance requirements. This document also defines the23minimum performance specification for non-bit-exact TIA/EIA-136-24430 CNG implementation operating under channel error free25conditions. The speech codec is

39、 used to digitally encode the speech26signal for transmission at a data rate of 12200 bps or 244 bits every 2027ms.28The TIA/EIA-136-430 standard includes a bit-exact specification of29the speech codec using a fixed point ANSI C code Ref. 14,15.30Twenty-eight sets of test sequences are provided alon

40、g with this31standard Ref. 17. These test sequences are designed to provide for32maximum coverage of the fixed point ANSI C code. There are33separate test sequences for testing the encoder and for testing the34decoder portions of the TIA/EIA-136-430 standard speech codec. A35bit-exact implementation

41、 of this standard on a fixed point device36would have to “pass” all of the twenty-eight test sequences for the37encoder and the twenty-eight test sequences for the decoder in order38to comply with the TIA/EIA-136-430 standard.39At the Base Station end, non-bit-exact implementations of the40TIA/EIA-1

42、36-430 standard are permitted. For such implementations,41it may not be possible to generate test vectors that can guarantee42compatibility with the standard by using them as input to the speech43encoder or decoder and by examining their output for exact replication44of the corresponding reference v

43、ector. This document describes a45TIA/EIA-136-2303series of tests which are used to test conformance to the specification.1These tests do not necessarily ensure that the codec operates2satisfactorily under all possible input signals and it is still a3requirement of the manufacturer to ensure that hi

44、s implementation4operates in a consistent manner. The purpose of these tests is to test for5minimum performance levels. The manufacturer should attempt to6provide the highest performance possible.7The testing of any non-bit-exact implementation of the codec8operating in CTX or DTX-high is based upon

45、 two classes of9procedures:10Objective tests , which are based upon bench measurements of11the speech codec function.12Subjective tests , which are based upon listening tests to judge 13overall speech quality.14Minimum performance specification for CNG is based upon objective15tests. These tests are

46、 defined by the test database, a method for16generating individual test data files, the test requirements on candidate17CNGs, a method to collect performance metrics, and the means to test18those metrics so as to validate conformance to the specification.19The main purpose of the testing is to ensur

47、e adequate performance20between any Base Stations encoder and any mobile stations decoder21and vice-versa. Since the MS is restricted to have bit-exact22implementations of the TIA/EIA-136-430 standard only, it suffices to23demonstrate that minimum performance standards have been met24when inter-oper

48、ating with any bit-exact implementation. For this25purpose, the fixed point ANSI C code provided as a part of the26TIA/EIA-136-430 standard can be treated as the reference or master27codec Ref. 14,15.28The restriction that MSs can only have bit-exact implementations of29the TIA/EIA-136-430 standard

49、is the primary reason that allows this30standard to ensure minimum performance standards between any31pairing of Base Stations and MSs; otherwise, this could only be32guaranteed by testing all combinations of encoder/decoder pairings in33both Base Stations and MSs. With the number of equipment34manufacturers expected to supply equipment this could become a35prohibitive task.36By convention in this document, the Courier font is used to indicate37C language and other software constructs, such as file and variable38names.
