10、ited Nations Specialized Agency in the field of telecommuni- cations. The IT Telecommunication Standardization Sector (ITU-T) is a permanent organ of the ITU. The ITU-T is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardiz

11、ing telecommunications on a worldwide basis. The World Telecommunication Standardization Conference (WTSC), which meets every four years, establishes the topics for study by the ITU-T Study Groups which, in their turn, produce Recommendations on these topics. The approval of Recommendations by the M

12、embers of the ITU-T is covered by the procedure laid down in WTSC Resolution No. 1. In some areas of information technology which fall within ITU-Ts purview, the necessary standards are prepared on a collaborative basis with IS0 and IEC. NOTE In this Recommendation, the expression “Administration” i

13、s used for conciseness to indicate both a telecommunication administration and a recognized operating agency. 19、 interrelated issues: This Recommendation will guide and assist the appropriate ITU-T Study Group in finding a balance between - the need for numbering resources both for geographic and non-geographic applications; - - the need for efficient and effective use of numbering resources recognizing their

20、 finite nature; the need for an agreed expansion plan for numbering resources; - the need to ensure that adequate numbering resources are guaranteed for current and future requirements. 1.2 E-Series international numbering resources are assigned by the ITU-TSB, following consultation with the approp

21、riate ITU-T Study Groups and applicants concerned. The assignment of national numbers remain a national matter. 1.3 assignment decisions for international numbering resources. The numbering principles included in this Recommendation serve as a framework on which to base numbering 1.4 The development

22、 and maintenance of responsibilities and procedures for the management of international numbering resources are the shared responsibilities of the ITU-TSB and the technicaloperational experts of the appropriate ITU-T Study Group. 2 Background 2.1 WTSC Resolution 20 (Geneva, 1996) recognizes the resp

23、onsibility of the TSB Director and the relevant Administrations for the allocation of future country codes and network codes. The TSB Director and the relevant ITU-T Study Groups are to ensure that procedures governing the allocations of international numbering resources meet current and foreseeable

24、 operational considerations. Careful study has led to the determination that: 2.1.1 resources under the auspices of the appropriate ITU-T Study Group is required. A set of numbering principles for the management and assignment of E-Series international numbering 2.1.2 Due to the introduction of new

25、services, new applications for geographic and non-geographic numbering resources, and changes in national boundaries, management and assignment of international numbering resources for different applications are required. 3 Scope This Recommendation contains the principies used by the ITU-TSB and th

26、e appropriate ITU-T Study Group in the management, assignment and reclamation of E-Series international numbering resources (e.g. Recommendations E. 164 and E.2 12). Criteria for the assignment of E-Series international numbering resources are specified in the appropriate ITU-T Recommendations, e.g.

35、 for the management, assignment and reclamation of E-Series international numbering resources 6.1 General The purpose of the following principles is to establish the consistent and fair management and assignment of E-Series international numbering resources. All these principles should be utilized b

36、y the ITU-TSB, the appropriate ITU-T Study Groups, the resource administrator, the resource applicant and the resource assignee. All principles listed below have equal importance. 6.2 Principles 6.2.1 Principle 1: Adequate numbering resources must be available to enable the provision of public telec

37、om- munications services The appropriate ITU-T Study Group has the responsibility to ensure that there is an adequate supply of international numbering resources available to meet the needs of the telecommunications community, the provisioning of services, and to enable the development of telecommun

38、ications. Conservation, unto itself, is not a valid reason to deny valid applications for numbering resources. 6.2.2 Principle 2: Numbering resources are assigned to facilitate the provisioning of public telecom- munications services International numbering resources exist for, and should be assigne

39、d to, serve the needs of the telecommunications community for the evolution of services, the introduction of geographic and non-geographic applications, and changes in the national boundaries. 6.2.3 Principle 3: Numbering resources are to be efficiently utilized and managed Numbering resources must

40、be assigned and used in a manner that is effective for the telecommunications community and efficient in that finite resources are not unduly wasted. The appropriate ITU-T Study Group shall ensure that any Recommendation it makes in respect of numbering resource assignment is effective for the telec

41、ommunications community and efficiently utilizes finite resources to prevent unnecessary wastage. In addition, the appropriate ITU-T Study Group should also minimize the cost to, and impact on, the telecommunications community while facilitating suitable numbering capacity. Numbering resources will

42、not be assigned to the same service for which there is an existing international numbering resource already assigned from the same numbering plan. Numbering resources shall be assigned in accordance with the extent of service provision for which those resources are required, and by the appropriate a

43、dministrator. If the service or network is provided: i) nationally; ii) within an integrated numbering plan; or iii) across multiple countries with diverse or integrated numbering plans, Recommendation E.190 (05/97) 3 then the application shall be addressed respectively to: i) the national numbering

44、 plan administrator; ii) the integrated numbering plan administrator; iii) the ITU-TSB (numbering plan administrator). 6.2.4 Principle 4: Numbering resources are to be assigned with fairness and equity Numbering resources shall be assigned in a fair and impartial manner to any applicant who conforms

45、 to the conditions established by this and other relevant E-Series Recommendations. The ITU-TSB in consultation with the appropriate ITU-T Study Group will be fair and equitable in the assignment of numbering resources and will not discriminate among or between applicants or global services. Assignm

46、ents will be in accordance with the criteria and procedures as specified in the relevant Recommendations and other guidelines provided by the appropriate ITU-T Study Group. 6.2.5 Principle 5: Assignment confers use of the resource but does not imply ownership by the assignee Numbering resources are

47、to be administered for the overall good and use of the telecommunications community, and as such, are not to be considered “owned“ by the assignee. Assignment of the numbering resource by the ITU-TSB confers use of the resources only for the specific application. Additionally there may be circumstan

48、ces when the ITU-T must modify the assigned numbering resource in the interest of the telecommunications community, e.g. need to expand the resource. 6.2.6 Principle 6: Use of E-Series numbering resources E-Series numbering resources will only be utilized by the assignee for the specific application

49、 for which they have been assigned by the ITU-TSB. Upon request for resources, the assignee is obliged to demonstrate to the administrator or appropriate ITU-T Study Group that numbering resources are or will be properly used, that is, the service(s) has been or will be established within the time stated in the application for the numbering resource, and the numbering resource is or will be used for the specific application quoted in the applicants request. Numbering resources may not be sold, licensed or traded. Nor may they be transferred, except in the case of a
