4、mationBackgroundWhen this project first started in CEN/TC 164/WG 8 there were many debates about whether the text should be developed in two Parts or as two separate standards, to reflect requirements for typical products made in mainland Europe or the UK. Discussion at the time was complicated by a

5、 similar debate concerning a sister specification being developed by CEN/TC 163 covering requirements for WC flushing cisterns (wherein inlet valves are used) and whether that should be drafted in two Parts, or in the case of cisterns, whether two classes should be included in a single specification

6、.The introduction of the Water Supply (Water Fittings) Regulations 1999 had a significant impact on this debate from the UKs perspective, as they introduced regulatory requirements for the performance of WC suites, but removed a previous bylaw requirement for flushing cisterns to be equipped with va

7、lveless outlet devices i.e. siphons. aid enquirers to understand the text; present to the responsible international/European committee any enquiries on the interpretation, or proposals for change, and keep UK interests informed; monitor related international and European developments and promulgate

9、 No. Date CommentsBS EN 14124:2004iAfter considerable resistance, and intervention by CEN/BT and the EC, it was agreed that EN 997 (the European standard being developed for WCs), should include two classes; one covering typical products made in mainland Europe, and the other covering the new UK reg

10、ulatory requirements. This agreement led to a similar agreement concerning WC flushing cisterns wherein prEN 14055 includes two classes. Again, one covers requirements for typical products made in mainland Europe, the other UK regulatory requirements.It took some time before the situation concerning

11、 EN 997 and prEN 14055 became apparent to those developing EN 14124, and it was only during the Formal Vote that major players started believing that the principle of two classes should be written into that also. However, it was too late. The new members of CEN, resulting from the recent enlargement

12、 of the European Union, all voted positively and consequently the text was approved by a very slim margin.The Bathroom Manufacturers Associations position, endorsed by BSI Technical Committee B/504The Bathroom Manufacturers Association (BMA) took the view that arguing for inclusion of the UK regulat

13、ory requirements in EN 997 involved considerable expense. With WC flushing cisterns the pressure for two classes came from mainland Europe. The BMA was unwilling to argue for classes in EN 14124, but agreed to the principle of referencing BS 1212 as Class 2 in a future revision of the standard, when

14、 it was suggested (in line with the principles adopted in EN 997 and prEN 14055). Members took the view that the Water Regulations made the UK requirements very clear, and that their inclusion in EN 14124 is almost irrelevant. However, they agreed that it would be reasonable to flag up the requireme

15、nts of the regulations in this national foreword to avoid confusion for the reader.The Water Supply (Water Fittings) Regulations 1999Attention is drawn to the Water Supply (Water Fittings) Regulations 1999 and the Regulators Specification for WC Suites delivering a single flush of 6 litres maximum,

16、or a dual-flush of 6 litres maximum, and a reduced flush of no greater than 2/3 of the maximum flush. The Regulators Specification for WC Suites requires inlet valves for WC flushing cisterns to comply with the requirements of BS 1212-2, -3 or -4. The requirements of BS 1212-2, -3 and -4 are not inc

17、luded in EN 12124. EN 14124:2004 (E) 5 1 Scope The purpose of this document is to specify: the dimensional, hygiene, tightness, pressure performance, hydraulic, acoustic, mechanical and physico-chemical characteristics which inlet valves for flushing cisterns shall comply with

34、; the test methods for testing these characteristics; marking and presentation. This document applies exclusively to the valve itself and it does not prejudge compliance with health regulations as the inlet valve is being fitted into the cistern. This document does not cover valves intended to equip

35、 flushing cisterns with external overflow. This document applies to valves such as float valves limit operating at pressures up to NP 10 (whose operating range is from 0,05 MPa to 1 MPa 0,5 bar to 10 bar) designed to supply cold water to flushing cisterns for use with WC pans, that are permanently c

36、onnected to a potable water supply system. The working range can be extended downwards ( class I. Response time 10 ms. Acquisition rate 40 Hertz acquisition/sec. A supply circuit with a pressure adjusting device and a pressure gauge P, upstream of the valve under test. Two circuits are provided depe

37、nding on whether the valve is side-supplied (case 1) or supplied from below (case 2). 38、.2 Static pressure test method Use the typical cistern shown on Figure 5 or a similar apparatus; supply the valve with water at a dynamic pressure of (0,05 + 0,005/0) MPa (0,5 + 0,05/0) bar), kept constant during the test until the inlet valve has closed completely (an additional test at the pressur

39、e indicated by the EN 14124:2004 (E) 15 manufacturer if less than 0,05 MPa will be carried out for valves operating at a pressure below 0,05 MPa (0,5 bar) (opening and closing positions); measure and record the level obtained on Figure 6 (this recording will also be used for the dynamic pressure tes

40、t); wait 5 min; increase the pressure to (0,3 + 0,02/0) MPa (3+ 0,2/0) bar); measure and record the water level; wait 5 min; increase the pressure to (1 + 0,02/0) MPa (10+ 0,2/0) bar); measure and record the water level; wait 5 min. At the end of the test, check that value h complies with the specif

42、02/0) MPa (3 + 0,2/0) bar) and (0,6 + 0,02/0) MPa (6 + 0,2/0) bar) respectively. Use the typical cistern shown on Figure 5 or a similar apparatus; supply the valve with water at a dynamic pressure of (0,05 + 0,005/0) MPa (0,5+ 0,05/0) bar), kept constant during the test and record the filling up unt

43、il the inlet valve has closed completely (Figure 7); purge the cistern; supply the valve with water at a dynamic pressure of (0,3 + 0,02/0) MPa (3 + 0,2/0) bar); purge the cistern; supply the valve with water at a dynamic pressure of (0,6 + 0,02/0) MPa (6 + 0,2/0) bar). At the end of the test, make

46、ng and closing of the valve ; supply the valve with water at a dynamic pressure of (0,3 + 0,02/0) MPa (3+ 0,2/0) bar), kept constant during the test; record the flow rate and the filling up time values. At the end of the test, check that the flow rate values comply with the specifications in 6.4. 7.

47、6 Reopening of the inlet valve 7.6.1 Test apparatus Apparatus of the type shown in 7.4.1 can be used. 7.6.2 Test method Install the valve into the typical test cistern; supply the inlet valve with water at a dynamic pressure of (0,3 + 0,02/0) MPa (3 + 0,2/0) bar); record the water level, the valve b

48、eing closed; drain the level of water in the cistern of 65 mm and check that the inflow at the initial level is obtained with a precision of 5 mm; record the water level corresponding to the reopening of the inlet valve. At the end of the test, check that the reopening and closing of the valve meet
