2、nt which will be included in the current SECAB Issue 15 thus avoiding a release of a new SECAB Issue 16. Mechanized SECAB invoices will have this new temporary value utilized within SECAB Issue 15. In conjunction with the Generic Telecom Data Dictionary initiative, normalization of fie

19、ld names and definitions continues. There were no OBF Billing Committee issues resolved that required modification to the SECAB Document. Issue 12, September 2006 SECAB Issue 12 did not incorporate any OBF Billing Committee Issues as there were none that affected the SECAB Guidelines. Facility Charg

20、e Type Indicator was added to the SCSPC3 record. Changes were made for non-mileage transport. For the SCUSG1 record, Item 16 (Mileage Quantity) is to be populated with 999 to denote not applicable. Rating Points 1 and 2 for Items 32 35 in SCUSG1 are not required for non-mileage transport. Item 15 on

21、 the Small Exchange Carrier Access Billing Guidelines Issue 15.1, June 2013 1-6SCADJ1 record was changed to Audit Number/Invoice Number to allow the invoice number to be provided if an audit number is not. Wording changes were made so that population of summary adjustment amounts on the SCSUM1 recor

22、d requires that supporting SCADJ1 records be provided. Clarification was made for Band/Miles in the SCADJ1, SCOCC1 and SCSPC3 records. Since this is a dual-use field, the clarification explained guidelines when using the field as Band versus Miles. SECAB Description Codes T05, T06 and T07 were added

23、. The opening paragraph for SCFCTR was changed to delete the words rate element as rate element is not a field in the SCFCTR record. In conjunction with the Generic Telecom Data Dictionary initiative, normalization of the State Identification field within the SECAB Guidelines was completed. SCFAC1 I

24、tem 17 “Field Name” was changed to State/Multi State Identification to reflect the distinction when used as State or Multi State. Wording changes were made to Chapters 1, 2 and 3 in order to better clarify language for new users. Issue 13, January 2009 SECAB Issue 13 incorporated the resolution to O

25、BF Billing Committee Issue 3156. Refer to Incorporated OBF Issues in Section 1.7 for specific changes associated with this OBF Issue. A new SCSPCB record was established that contains a new CCEA (Cross Connect Equipment Assignment) field to accommodate this OBF Issue. A new SCFACA record was establi

26、shed that contains a new Billing Inquiries Email field. The definition of the ACNA field was modified to add the wording “At the discretion of the provider, this field may contain the billed customers company code”. A new Class of Service Code value was added for Ethernet Transport. Issue 14, July 2

27、011 SECAB Issue 14 incorporated the resolution to OBF Billing and Record Exchange Committee Issue 3416. Refer to Incorporated OBF Issues in Section 1.7 for specific changes associated with this OBF Issue. A new field Additional Discount Plan Indicator was added to the SCSPC4 record to accommodate th

28、e occasional need for multiple discounts on a rate element. Issue 15, May 2012 SECAB Issue 15 incorporated the resolution to OBF Billing and Record Exchange Committee Issue 3437. Refer to Incorporated OBF Issues in Section 1.7 for specific changes associated with this OBF Issue. A new T-series Descr

29、iption Code was added to support OC&Cs Small Exchange Carrier Access Billing Guidelines Issue 15.1, June 2013 1-7and Adjustments because of changes in PVU factors. Clarification was added to the opening paragraph for the SCSPC4 record on how to order SCSPC3 and SCSPC4 records. New fields, PVU applie

30、d factor, PVU customer factor, PVU provider factor and VoIP Indicator were added to the following mechanized records: SCADJ2, SCOCC2, SCSPC3, SCSUG1 and SCFCTR records. These new fields were added in Sections 3, 4, 5 and 7. Issue 15.1, June 2013 The FCC Intercarrier Compensation Order (FCC 11-161) S

31、ection 51.909 Step 2 states: Effective July 1, 2013, notwithstanding any other provision of the Commissions rules, Transitional Intrastate Access Service rates shall be no higher than the Rate-of-Return Carriers interstate Terminating End Office Access Service and Terminating Tandem-Switched Transpo

32、rt Access Service rates and subject to the same rate structure and all subsequent rate and rate structure modifications. Because Section 51.909 only addresses intrastate Terminating billing, this may cause different transport structures to be used for intrastate originating and terminating usage. In

33、 some states, intrastate originating transport may be non-LTR (Local Transport Restructure) transport structure while intrastate terminating transport, based on Section 51.909, will most likely change to LTR transport structure effective July 1, 2013. Due to Section 51.909, intrastate Direct Trunk T

34、ransport billing will most likely be required. If intrastate originating transport stays non-LTR, MOU-sensitive transport will continue to bill from the end office to the Serving Wire Center (SWC). Because of this, intrastate Direct Trunk billing could be reduced by an intrastate originating percent

35、age calculated by the supplier or provided by the access customer to avoid overbilling to access customers. Intrastate access tariffs may be filed to include language to apply an intrastate originating reduction percentage. OBF Issue Number 3481 has been assigned to request a new SECAB Pricing Plan

36、Type Indicator value 5 which will be assigned as a temporary value for Direct Trunk Adjustment. This new temporary value will be included in a text SECAB Issue 15.1 version. 37、ling Guidelines Issue 15.1, June 2013 1-81.6 Publication Timelines A SECAB version becomes effective four months after the SECAB Issue Date. Customers should make every effort to be prepared for receipt of a new version on the first day of the fifth month. Customers should also make every effort to

38、begin testing sample bills with the providers three months after the SECAB Issue Date. Providers should make every effort to convert to the new SECAB version and send appropriate test samples to the customers three months after the SECAB Issue Date. If either the provider or the customer cannot acce

39、pt the new version of SECAB on the effective date, it is incumbent upon that party to notify the involved providers or customers within three months after the SECAB Issue Date.
