2、nt which will be included in the current SECAB Issue 15 thus avoiding a release of a new SECAB Issue 16. Mechanized SECAB invoices will have this new temporary value utilized within SECAB Issue 15. In conjunction with the Generic Telecom Data Dictionary initiative, normalization of fie
19、ld names and definitions continues. There were no OBF Billing Committee issues resolved that required modification to the SECAB Document. Issue 12, September 2006 SECAB Issue 12 did not incorporate any OBF Billing Committee Issues as there were none that affected the SECAB Guidelines. Facility Charg
20、e Type Indicator was added to the SCSPC3 record. Changes were made for non-mileage transport. For the SCUSG1 record, Item 16 (Mileage Quantity) is to be populated with 999 to denote not applicable. Rating Points 1 and 2 for Items 32 35 in SCUSG1 are not required for non-mileage transport. Item 15 on
21、 the Small Exchange Carrier Access Billing Guidelines Issue 15.1, June 2013 1-6SCADJ1 record was changed to Audit Number/Invoice Number to allow the invoice number to be provided if an audit number is not. Wording changes were made so that population of summary adjustment amounts on the SCSUM1 recor
22、d requires that supporting SCADJ1 records be provided. Clarification was made for Band/Miles in the SCADJ1, SCOCC1 and SCSPC3 records. Since this is a dual-use field, the clarification explained guidelines when using the field as Band versus Miles. SECAB Description Codes T05, T06 and T07 were added
23、. The opening paragraph for SCFCTR was changed to delete the words rate element as rate element is not a field in the SCFCTR record. In conjunction with the Generic Telecom Data Dictionary initiative, normalization of the State Identification field within the SECAB Guidelines was completed. SCFAC1 I
24、tem 17 “Field Name” was changed to State/Multi State Identification to reflect the distinction when used as State or Multi State. Wording changes were made to Chapters 1, 2 and 3 in order to better clarify language for new users. Issue 13, January 2009 SECAB Issue 13 incorporated the resolution to O
