Every IEEE Standard is subjected to review at least once every veyears for revision or reafrmation. When a document is more than ve years old, and has not be
7、en reaf-rmed, it is reasonable to conclude that its contents, although still of some value, do not wholly reect thepresent state of the art. Users are cautioned to check to determine that they have the latest edition of anyIEEE Standard.Comments for revision of IEEE Standards are welcome from any in
8、terested party, regardless of membershipafliation with IEEE. Suggestions for changes in documents should be in the form of a proposed change oftext, together with appropriate supporting comments.Interpretations: Occasionally questions may arise regarding the meaning of portions of standards as theyr
9、elate to specic applications. When the need for interpretations is brought to the attention of IEEE, theInstitute will initiate action to prepare appropriate responses. Since IEEE Standards represent a consensus ofall concerned interests, it is important to ensure that any interpretation has also re
10、ceived the concurrence of abalance of interests. For this reason IEEE and the members of its technical committees are not able to pro-vide an instant response to interpretation requests except in those cases where the matter has previouslyreceived formal consideration.Comments on standards and reque

14、n 1978, in Budapest in 1979, and in Philadelphiain 1980. As a result of the latter meeting, a draft, Document 78 (Central Ofce) 4, was submitted to theNational Committees for approval under the Six Months Rule in February, 1980.Amendments, Document 78 (Central Ofce) 7, were submitted to the National
