2、em description by all Federal Agencies. 1. Scooe: This Commercial Item Description covers dual point and push button type mechanical pencils which accommodates 0.9 mm (0.036 inch) or 1.1 mm (0.046 inch) size colored or black graphite leads. 2. Classification: Type: 1. - Dual Point II. - Push Button

3、Colors: A. -Black B. - Black/Red C. - BlueRed 3. Salient Characteristics: 3.1 Type I mechanical pencils described herein shall consist of a barrel assembly, two metal writing points with a closed spiral type lead advancement mechanism and a metal pocket clip. The mechanical pencils shall be designed

4、 to accept, propel, and expel leads at both ends of the pencil. The barrel of the pencil shall be plastic round or polygonal in shape in accordance with normal commercial practice for this item. 3.2 The pencil shall have finger grips between the metal point and barrel, at each end of the pencil. Fin

5、ger grips shall be the color of the lead contained in the point. The finger grips and metal points shall be formed in accordance with standard commercial practice. The mechanical pencil shall operate by twist action to propel the lead from the point and shall operate smoothly and easily, without bin

6、ding, bending, breaking or other malfunction. The pencil shall be capable of dispensing the specified lead size and not fall

8、 free from the pencil such that the lead when reduced to length of 7 mm (.275 inch) shall continue to be retained within the pencil and shall be rnished with one lead of the appropriate size, color, and composition for each point. The leads shall be 34.5 f 2 mm (1.358 * .O78 inches) in length. 3.4 T

9、ype II mechanical pencils shall consist of a barrel which contains a lead holding (clutch) mechanism and chamber, pocket clip, replaceable eraser and spare lead chamber. The specified pencil shall operate by push button action to propel the lead in short, uniform increments to a usable length from t

10、he point, and shall operate smoothly and easily, without binding, bending, breaking or other malfunctions. 3.5 The lead holding mechanism (clutch) shall grip the lead firmly, without breaking, so that lead does not turn or slip into or out of the pencil. The pencil shall be capable of dispensing the

11、 specified lead and not fall free from the pencil when the push button is depressed such that the lead when reduced to a length of as small as 10 mm will continue to be retained in the mechanical pencil. 3.6 Spare leads shall feed automatically as the lead is used. Each pencil shall be furnished wit

12、h a minimum of four leads of H or HB hardness and erasers shall be made in accordance with commercial item description A-A-132 and shall be a pencil type suitable for cleanly erasing lead markings without crumbling or breaking. 3.7 The leads furnished for the type I and II mechanical pencils shall b

13、e of the following colors: Black (graphite HB hardness), Blue (synthetic or clay), Red (synthetic or clay), or any one combination as specified in the contract or ordering document. The definitions of terms relating to the manufacture of the carbon and graphite leads shall be in accordance with ASTM

14、 C 709. 3.8 Manufacturers name / trademark, and point size shall be exhibited on the pencil. Placement of these markings shall be at the option of the manufacturer, provided that they are prominently legible. 3.9 Workmanshiu. Mechanical pencils shall be securely assembled so that parts do not become

15、 loose or displaced and shall be free from defects or imperfections which may adversely affect appearance or serviceability. 4. Redatow Reauirements: For all types the offerer/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 o

The products provided shall meet the salient characteristics of this commercial item description, conform t

17、o the producers own drawings, specifications, standards and quality assurance practices and be the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance. 5.1.1 Performance Tests. 5.1.2 TvDe I. A minimum of three leads, of the a

18、pplicable size, shall be propelled through the mechanical pencil by operating the twist action mechanism, and intermittently performing line drawing and writing actions, without jamming, falling out, breaking, or failing to feed smoothly. The leads used for this test shall be identical to those supp

19、lied with the item. 5.1.3 TvPe II. A minimum of four leads, of the applicable size, shall be propelled through the mechanical pencil by operating the push button action, and intermittently performing line drawing and writing actions, without the jamming, falling out, breaking, or failing to feed smo

20、othly. The leads used for this test shall be identical to those supplied with the item. 6.
