3、d provides the roles, responsibilities, and requirements for FOMs who are a vital support element in the Centers efforts to maintain the safe and successful functioning of facilities and operations. P.2 APPLICABILITY This GPR applies to all organizations within the Goddard Space Flight Center (GSFC)
4、 and all GSFC civil service and contract employees located at GSFC facilities on the Greenbelt and Wallops campuses who are appointed to the position of FOM or Alternate FOM. GSFC 3-17 (7/06) P.7 TRAINING Due to their operational knowledge of buildings, FOMS play a significant role in incident management and may at times be considered subject matter experts for the building at the Greenbelt campus. FOMs at
8、the Greenbelt location shall be trained in the National Incident Management System IS 700, ICS 100, and ICS 200. Training is conducted on-line (http:/training.fema.gov/IS/NIMS.asp) at no cost through FEMA. Coordination and changes in training requirements will be managed by the GSFC Emergency Prepar

ROLES AND RESPONSIBILITIES: 1.1 Center Director The Center Director
14、, or designee, appoints the FOM Committee Chair(s) from the membership of the Centers senior management team. 1.2 Center Deputy Director The Centers Deputy Director, or designee, shall appoint FOMs based on the recommendations of the Director Of representing the majority resident of the building. Se
15、e Section 1.7. 1.3 Directors Of Directors Of shall recommend their FOM and Alternate FOM representative, and grant their appointed representatives the authority to commit their organization regarding facility safety and operations issues. 1.4 Management Operations Directorate The Centers Management
16、Operations Directorate is responsible for conducting a number of critical institutional management functions targeted at ensuring that our workforce and assets are protected and available to support the Centers mission for years to come. These functions include procurement, facilities management, se
17、curity, safety, environmental management, information and logistics. Representatives of this organization will support the local FOM Committees by ensuring that FOMs and Alternates are knowledgeable and aware of emerging operations issues, concerns, or changing procedures associated with their insti
18、tutional management functions that the FOM helps to support. 1.5 FOM Committees FOM Committees are local management boards that shall oversee and make recommendations to Center management on the execution details associated with the FOM responsibilities and program. Given the unique operational natu
19、re of Goddards various component sites, separate committees have been established for Greenbelt and Wallops. These committees serve to ensure that FOMs and Alternates are knowledgeable and aware of emerging issues, concerns, or changing procedures. All FOMs and Alternates are committee members. Prov

GSFC 3-17 (7/06) 1.6 FOM Committee Chair(s) The FOM Committee Chair(s) shall be responsible for providing overall leadership and guidance to the FOM program and committee and ensure that members are informed about management issues important to the con
22、duct of their responsibilities. Responsibilities include: (1) Maintaining the master list of all FOMs and Alternates for their location. (2) Serving as the central communications point for information to be disseminated. (3) Ensure that all program documents are kept up to date. (4) Overall committe
23、e administration including meeting agendas, minutes, and action tracking. 1.7 FOMs and Alternate FOMs FOMs have responsibility for monitoring matters that affect safety, utilization, and general livability of their assigned buildings and facilities including adjacent grounds, sidewalks, and parking
24、lots. The FOM shall be the central point of contact for coordination of building maintenance, repair, rehabilitation, and modifications, and they shall be notified of any such actions by the Facilities Management Division that require utility outages or create other impacts to occupant utilization o
