Asuperscript epsilon (e) indicates an editorial change since the last revision or reapproval.INTRODUCTIONThis consumer safety specification addresses portable bed rail incidents that were identified by theU.S. Consumer Product Safety Commission (CPSC

3、).In response to incident data supplied by the CPSC, this consumer safety specification attempts tominimize the following type of potential hazard through labeling and performance requirements:entrapment between the portable bed rail and mattress in the bed rail structure and entanglement onprotrusi

4、ons. Entrapment of a child by the head or neck can result in asphyxiation.This consumer safety specification is written within the current state-of-the-art of portable bed railtechnology. It is intended that this specification will be updated whenever substantive informationbecomes available that ne

5、cessitates additional requirements or justifies the revision of existingrequirements.This consumer safety specification is not intended to cover bed rails that are either blatantly misusedor used in a careless manner that disregards the safety instructions in the warning statements providedwith each

6、 bed rail.1. Scope1.1 This consumer safety specification establishes require-ments for the performance of portable bed rails. It also containsrequirements for labeling and instructional literature.1.2 This consumer safety specification is intended to mini-mize hazards to children resulting from norm

7、al use andreasonably foreseeable misuse of portable bed rails.1.3 For the purpose of this consumer safety specification, aportable bed rail is a device intended to be installed on an adultbed to prevent children from falling out of bed. These bed railsare intended for children who can get in and out

8、 of an adult bedunassisted (typically from 2 to 5 years of age.)1.4 No bed rail as defined in 3.1.2 that is produced after theapproval date of this consumer safety specification shall, eitherby label or other means, indicate compliance with this speci-fication unless it conforms to all the requireme

9、nts containedherein.1.5 The values stated in inch-pound units are to be regardedas the standard. 19、r of the bedor bed rail, or both.3.1.4 conspicuous, adjlabel that is visible, when theportable bed rail is in the manufacturers recommended useposition, to a person standing near the unit at any one positionaround the unit but not necessarily visible from all positions.3.1.5 mattress-top bed rail, n

20、portable bed rail in whichthe guard portion (portion that a child would contact whenrolling toward the mattress edge) extends over the sleepingsurface of the mattress.3.1.6 nonpaper label, adjany label made of fabric or othermaterial (such as plastic or metal) which either will not tearwithout the a

21、id of tools, or tears leaving a sharply defined edge.3.1.7 paper label, adjany label material (except fabric)which tears without the aid of tools and leaves a fibrous edge.3.1.8 permanent, adjmarking or label shall be consideredpermanent if, during an attempt to manually remove it withoutthe aid of

22、tools or solvents, it cannot be removed, or it tearsupon removal, or such action damages the surface to which itis attached.3.1.9 portable bed rail, nportable railing installed on theside of an adult bed and/or on the mattress surface which isintended to keep a child from falling out of bed.3.1.9.1

23、DiscussionPortable bed rails include those madefor a specific manufacturers bed.4. General Requirements4.1 There shall be no hazardous sharp points or edges asdefined by 16 CFR 1500.48 and 16 CFR 1500.49.4.2 There shall be no small parts as defined by 16 CFR1501.4.3 Any exposed wood parts shall be s

24、mooth and free fromsplinters.4.4 The bed rail shall conform to 16 CFR 1303.4.5 Warning labels (whether paper or nonpaper) shall bepermanent when tested per 6.1-6.3. Warning statements applieddirectly onto the surface of the product by hot stamping, heattransfer, printing, wood burning. etc. shall be

25、 permanent whentested per 6.4. Nonpaper labels shall not liberate small partswhen tested in accordance with 6.5.5. Performance Requirements5.1 OpeningsHoles or slots that extend entirely through awall section of any rigid material less than 0.375-in. (9.53-mm)thick and admit a 0.210-in. (5.33-mm) di

26、ameter rod shall alsoadmit a 0.375-in. (9.53-mm) diameter rod. Holes or slots thatare between 0.210-in. (5.33-mm) and 0.375-in. (9.53-mm) andhave a wall thickness less than 0.375-in. (9.53-mm) but arelimited in depth to 0.375-in. (9.53-mm) maximum by anotherrigid surface shall be permissible (see Fi

The product shallbe evaluated in all manufacturers recommended use positions.5.2 Enclosed OpeningsWhen tested in accordance with7.1, there shall be no enclosed openings in the enclosedstructure of the portable bed rail that will permit passage of theTorso Probe shown in Fig. 2.5.3 Openings Cr

28、eated by Bed Rail Displacement of Adja-cent Style Portable Bed RailsWhen tested in accordancewith the procedure in 7.2, there shall be no opening betweenthe mattress and the bed rail that will permit passage of theTorso Probe shown in Fig. 2. Passage is defined as the entireTorso Probe passing the h

29、orizontal plane that extends from thetop surface of the mattress toward the guard portion of the bedrail.5.3.1 Bed rails that are marketed as being usable on a bedthat has a mattress support that is solid rather than a box springshall be tested on Platform 3, as defined in 6.1.3, in accordancewith 7

30、.2.5.4 Openings Created by Displacement of Mattress-TopPortable Bed RailsWhen tested in accordance with theprocedure in 7.3, the Wedge Probe (Fig. 3) shall not penetrateto a depth greater than 4.5 in. (114 mm) and the bed rail shallnot displace horizontally such that the inner edge of the bed railmo

31、ves off the top mattress surface. The inner edge of the bedrail is the edge where the Wedge Probe is inserted.5.4.1 Bed rails that are marketed as being usable on a bedthat has a mattress support that is solid rather than a box springshall be tested on Platform 3, as defined in 6.1.3, in accordancew

32、ith 7.2.5.5 Openings Created by Displacement of Portable BedRails Intended for Use on Specific Manufacturers BedsWhen tested in accordance with the procedure in 7.4 there shallbe no opening between the mattress and bed rail that willpermit passage of the Torso Probe (Fig. 2). Passage is definedas th

33、e entire Torso Probe passing the horizontal plane towardthe guard position of the bed rail.5.6 ProtrusionsNeither string on the weight gauge shallstay attached to a protrusion when tested in accordance withthe procedure in 7.5.5.7 Openings Between Bedposts (Headboard, Footboards,Etc.) and Ends of Po

34、rtable Bed RailWhen installed inaccordance with the manufacturers instructions on Test Plat-forms 1 and 2 there shall be a minimum of 9 in. (230 mm)between the left and right ends of the portable bed rail and thecorresponding left and right ends of the test mattress.5.7.1 Adjacent Style and Mattress

35、 Top Portable Bed RailsWhen installed in accordance with the manufacturers instruc-tions on Test Platforms 1 and 2 there shall be a minimum ofF20850729 in. (230 mm) between the left and right ends of the portablebed rail and the corresponding left and right ends of the testmattress.5.7.2 Bed Manufac

36、turer Specific Type Portable Bed RailsWhen installed on the bed manufacturers bed with themattress from platforms 1 and 2, there shall be a minimum of9 in. (230 mm) between the left and right ends of the portablebed rail and the corresponding left and right ends of the testmattress.6. Test Equipment

37、6.1 Test Beds:6.1.1 Test Platform 1:6.1.1.1 Mattress ConstructionThe mattress shall be ofstandard twin size, 38 by 74.5 in. 6 0.5 in. (0.97 by 1.89 m 613 mm). The mattress shall be made from open cell polyure-thane foam padding and be 4 to 5 in. (102 to 127 mm) thickwith a density of approximately 1

38、 lb/ft3(16 kg/m3). Themattress shall weigh between 6.0 and 9.5 lb (2.7 to 4.3 kg).There shall be no surface texture features (for example,quilting) on the test mattress. The mattress shall be coveredwith a standard twin sized fitted sheet. The sheet shall be white,50/50 cotton/polyester blend. It sh

39、all have 180 threads persquare inch and fabric weight of approximately 3.5 oz/yd2(161g/m2). 40、facturers recommended quantityof a commercial detergent, and dried in an automatic hometumble dryer.6.1.1.2 Mattress PerformanceThe foam shall have anIndentation Load Deflection (ILD)4of between 28 and 33when tested in accordance with Test Methods D 3574, MethodB1.6.1.1.3 Mattress SupportThe support

41、 shall be a commontwin sized foundation5measuring approximately 6 in. thick by38 in. by 74.5 6 0.5 in. (152 mm by 0.97 m by 1.89 m 6 13mm). The foundation shall be of typical frame construction thatis topped with a rigid board that has a layer of approximately14 in. (6 mm) to38 in. (10 mm) of open c

42、ell foam and coveredwith a fabric similar to that of the test mattress. The foundationshall be placed in a common metal bed frame.6.1.2 Test Platform 2:6.1.2.1 Mattress ConstructionThe mattress6shall be ofstandard twin size, 38 in. by 74.5 in. 6 0.5 in. (0.97 m by 1.89m 6 13 mm). The mattress shall

43、be of an innerspring designand be between 10.0 in. (0.25 m) and 11.0 in. (0.28 m) thick.7The mattress shall weigh 50 6 10 lb (22.7 6 4.5 kg). Themattress shall be covered with a standard twin sized cottonfitted sheet. The sheet shall be white, 50/50 cotton/polyesterblend. It shall have 180 threads p

44、er square inch and fabricweight of approximately 3.5 oz/yd2(161 g/m2). The sheet shallbe laundered once before use in an automatic home washerusing hot water setting and longest normal cycle with themanufacturers recommended quantity of a commercial deter-gent, and dried in an automatic home tumble

47、3:6.1.3.1 Mattress ConstructionThe mattress shall be thatspecified in 6.1.1.1.6.1.3.2 Mattress SupportThe support shall be particleboard with a nominal thickness of58 by 38 by 74.5 in.6.2 Torso ProbeBlock shall be fabricated from sandedhardwood and have a smooth finish. This probe is to be usedfor t

48、he test methods in 7.1 and 7.2 (see Fig. 1).6.3 Wedge ProbeBlock shall be fabricated from sandedhardwood and have a smooth finish. This probe is to be usedfor the test method in 7.3 (see Fig. 2).6.4 Ring GaugeA rigid ring with a 1.0-in. (25-mm) O.D.and a 0.625-in. (15.9 mm) I.D. (see Fig. 4). This g

49、auge is usedfor protrusion testing.6.5 Weight GaugeA 4.4 lb (2.00 kg) weight. Attached tothe weight are a 30-in. (760 mm) loop of cord and a 6-in.(150-mm) loop of cord. The materials are steel and #18 seinetwine/mason line (see Fig. 5). This gauge is used for testingprotrusions.7. Test Methods7.1 Test Method for Enclosed Openings Within Portable BedRail:7.1.1 Secure bed rail.7.1.2 Place the Torso Probe shown in Fig. 2 into anyopening in the bed rail structure. Place the probe, tapered endfirst, in the orientation most likely to permit it
