5、ny encumbrance on property, personal obligation, or other form of security heretofore or hereafter exacted or imposed by the Legislature to secure the repayment to, or reimbursement of, the State, and the counties or other agencies of the state government, of aid lawfully granted to and received by

6、aged persons. 6 The protection and promotion of the health of the inhabitants of the state are matters of public concern and provision therefor shall be made by the state and by such its subdivisions. 7 Provided, further, that this section shall not prohibit any county, city and county, city, townsh

7、ip, or other political corporation or subdivision of the State from joining with other such agencies in providing for the payment of workers compensation, unemployment compensation, tort liability, or public liability losses incurred by such agencies, by entry into an insurance pooling arrangement u

8、nder a joint exercise of powers agreement, or by membership in such publicly-owned nonprofit corporation or other public agency as may be authorized by the Legislature. 8 Notwithstanding any other provision of this constitution, the legislature may authorize the state, a municipality or a public cor

9、poration acting as an instrumentality of the state or municipality to lend its money or credit to or in aid of any corporation or association, regulated by law as to its charges, profits, dividends, and disposition of its property or franchises, for the purpose of providing such hospital or other fa

10、cilities for the prevention, diagnosis or treatment of human disease, pain, injury, disability, deformity or physical condition as may be prescribed by law. 9 The accounts of every such public corporation heretofore or hereafter created shall be subject to the supervision of the state comptroller, o

11、r, if the member or members of such public corporation are appointed by the mayor of a city, to the supervision of the comptroller of such city; provided, however, that, this provision shall not apply to such a public corporation created pursuant to agreement or compact with another state or with a

12、foreign power, except with the consent of the parties to such agreement or compact. 10 The legislature shall, by general law, conform all charters of savings banks, savings and loan associations, or institutions for savings, to a uniformity of powers, rights and liabilities, and all charters hereaft

13、er granted for such corporations shall be made to conform to such general law, and to such amendments thereto as may be made. 11 Neither the state nor any subdivision thereof, shall use its property or credit or any public money, or authorize or permit either to be used, directly or indirectly, in a

14、id or maintenance, other than for examination or inspection, of any school or institution of learning wholly or in part under the control or direction of any religious denomination, or in which any denominational tenet or doctrine is taught, but the legislature may provide for the transportation of

15、children to and from any school or institution of learning. 12 The seats of the Senators of the first class shall be vacated at the expiration of the second year, of the second class at the expiration of the fourth year, and of the third class at the expiration of the sixth year, so that one-third m

16、ay be chosen every second year; and if vacancies happen by resignation, or otherwise, during the recess of the Legislature of any State, the Executive thereof may make temporary appointments until the next meeting of the Legislature, which shall then fill such vacancies. 13 In case of the removal of

17、 the President from office, or of his death, resignation, or inability to discharge the powers and duties of the said office, the same shall devolve on the Vice-President , and the Congress may by law provide for the case of removal, death, resignation, or inability, both of the President and Vice-P

18、resident, declaring what officer shall then act as President, and such officer shall act accordingly until the disability be removed or a President shall be elected.
