A federal agency may not act unless it insures that its action will neither jeopardize a species nor adversely affect designated its critical habitat. Term defini

Wound, kill, trap, capture, or collect, or to attempt to engage in any such conduct.” Harm “an act which actually kills of injures wildlife by significantly impairing essential behavior patterns, including breeding, feeding, or sheltering.” Jeopardiz
