ITU-R BR.1695 1 RECOMMENDATION ITU-R BR.1695 Recording formats for international exchange for the evaluation of high-definition television programmes*(Question ITU-R 106/6) (2004) The ITU Radiocommunication Assembly, considering a) that Recommendation ITU-R BR.602 specifies provisions for the

2、international exchange of recordings for evaluation of programmes in the 625-lines and 525-lines systems; b) that a significant number of recordings are exchanged by broadcasting organizations for purposes of evaluation of high-definition television (HDTV) programmes; c) that HDTV programme evaluati

3、on may include audio signals which include surround sound; d) that there are cases when HDTV programme evaluation does not require a full appreciation of picture quality, while in other cases such an appreciation is required; e) that evaluation of analogue programmes employs comparatively inexpensiv

4、e and robust formats which are also easily operated; f) that, in the absence of a firm purchase commitment on the part of the recording recipient, holders of intellectual property rights to such HDTV programmes may be reluctant to provide the recipient with a high-quality copy of their programmes; g

5、) that the recording formats chosen for the purpose of programme evaluation should provide a reliable and consistent performance, adequate for such purpose, recommends 1 that, in those cases when it is not necessary or desired to exchange high image-quality recordings of HDTV programmes for their ev

6、aluation, the programmes should be downconverted to 525-lines or 625-lines and the provisions detailed in Recommendation ITU-R BR.602 should be applied to the international exchange of such downconverted programme material; 2 that studies should continue on the possibility to recommend new recording

7、 supports or formats for the international exchange of HDTV recordings for programme evaluation, when appropriate supports or formats will appear on the market, that will provide the required reliable and consistent performance and quality; 3 these studies should include ways for the assessment of a

8、udio signals for surround sound systems. *International programme exchange is defined as the transmission of television or sound programme material (or components thereof) among professional parties in different countries. It should be based on internationally agreed and widely employed technical standards or operating practices, except by prior bilateral agreement among the parties involved.
