Approved for public release; A-A-54554 17 January 1992 COMMERCIAL ITEM DESCRIPTION SAW, FINGER RING The General Services Administration has authorized the use of this Commercial Item Des

2、cription as a replacement for Military Specification MIL-S-36635 which is cancelled. This Commercial Item Description covers a manually operable saw suitable for cutting metal finger rings. Salient characteristics: Material, The blade of the saw shall be fabricated from unplated high carbon steel. T

3、he bearing washer and hub shalS be fabricated from martensitic corrosion-resisting steel (the martensitic corrosion-resisting steel alloy for hub component shall have a manganese content not exceeding 1.80 percent). The handle, tip, and lever shall be fabricated from austenitic corrosion-resisting s

4、teel, or martensitic steel, or chromium plated over nickel plated copper alloy. The thumbpiece shall be fabricated from a corrosion- resisting steel or from a combination of molded reinforced nylon and austenitic corrosion-resisting steel. As an alternate, the handle shall be fabricated from molded

5、reinforced nylon. All other fastening devices such as screws, pins or rivets shall be fabricated from austenitic or martensitic corrosion-resisting steel. All corrosion- resisting,steel shall be in accordance with ASTM F899. Hardness. The Rockwell hardness of the blade shall be 73 to 79 on the 30-N

6、scale. The Rockwell hardness of the hub and washer shall be in C scale (HRC) of 38 to 48 when fabricated from martensitic steel, and in B scale 75-95 when fabricated from austenitic steel when tested in accordance with ASTM E18 or E92 whichever is applicable. A-A-54554 l Style, desicrn and dimensions. The finger ring saw shall be designed to manually cut metal finger rings from the human hand wi

8、thout damage to patients fingers. The assembly shall consist of a blade that is accurately fitted to a bearing hub and bearing washer that is secured to the handle properly by means of a thumbpiece. The hub shall be designed to form a tight to interference fit (maximum 0.002 inch) with the blade. Th

9、e thumbpiece shall be readily removed from the handle and bearing hub for easy replacement of the blade. The lever shall be removable, secured to the handle and designed to slip under a finger ring for cutting of the finger rings by manually turning the thumbpiece. The lever slot shall be in alignme

10、nt with the blade, without the blade butting, jamming or hitting the lever when the lever is moved toward the blade. The washer, blade and hub components shall be readily assembled to each other in any order (i.e. both blade surfaces and both washer surfaces shall be capable of being placed onto the

11、 hub.) For saws of style 1 design, the blade shall be prevented from cutting through the lever by having the lever tip coming to a stop at the saw hub and washer. For saws of style 2 design, the lever shall be capable of restraining the blade for blade replacement, by manually turning the thumbpiece

12、 in a counter-clockwise direction. The blade shall possess well defined teeth, consistent depth and be in accordance with good manufacturing practice. The finger ring saw assembly, including the blade shall be in accordance with Defense Personnel Support Center (DPSC) Drawing No. 1820 for style 1 or

13、 style 2 design. 1 o: I Finish. smooth and uniform, free from cracks, burrs, sharp edges (except for blade teeth), pits, scale and corrosion. The finish of the finger ring saw assembly shall be i I 1 O Passivation. martensitic steel shall be properly passivated. All components fabricated from austen

14、itic or Corrosion resistance. requirements for components fabricated from copper alloy shall be in accordance with ASTM Standard B117, except that the corrosion test shall be the boil test only in accordance with ASTM F1089. Except for the blade, components fabricated from carbon steel shall comply

15、with corrosion tests in accordance with ASTM F1089, except that the boil test only shall apply. Components fabricated from austenitic or martensitic steel shall show no corrosion or plating of copper when tested in accordance with ASTM F1089. Components fabricated from austenitic steel shall show no

17、s. A sufficient straight length of 1/16 inch minimum diameter, brass wire or rod of quarter-hard minimum temper shall be used as the test specimen. The test specimen shall be free from cracks pits or other evidence of unsuitability. The test specimen shall be securely placed between the lever tip an

18、d blade. The saw thumbpiece shall be turned using nominal technique (without excessive pressure) in clockwise manner. To minimize slippage of the test specimen, the test specimen may be appropriately restrained. Performance. When tested as specified above, the saw shall cut completely through the te

19、st specimen within two complete revolutions without breaking the blade teeth. Identification markins and labelins. The finger ring saw shall be legibly marked with the contractors name or trademark and the word llstainlessl. Foreign manufactured instruments shall bear the name of the country of orig

20、in. Workmanship. shall be free from defects which detract from its appearance or impair its serviceability. Unit. Each (EA). One finger ring saw, as specified, constitutes one unit. The finger ring saw assemblies and blades PUALITY ASSURANCE PROVISIONS. O , Responsibility for inspection. Unless othe

21、rwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements as specified herein. Except otherwise specified in the contract or purchase order, the contractor may use his own or any facilities suitable for the performance of the

22、inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements. Records.

23、Records of examinations and tests performed by or for the contractor shall be maintained by the contractor and made available to the Government upon request, at any time, or from time to time, during the performance of the contract and for a period of three years after delivery of the supplies to wh

Inspection, as used herein, is defined as both examination (such as visual or auditory investigation without the use of

25、special laboratory appliances or procedures) and testing (determination by technical means of physical and chemical properties) of the item. Samplins for examination. Sampling for examination shall be conducted in accordance with MIL-STD-105 and as specified herein. Unit of product for examination p

26、urposes shall be one finger ring saw. quality level (AQL) of 1.0. Sampling shall be Inspection level II with an acceptable Examination. Examination shall be conducted to determine compliance with specification requirements. Samplins for tests. Sampling for tests shall be conducted in accordance with

27、 MIL-STD-105 and as specified herein. Unit of product for test purposes shall be one finger ring saw. Sampling shall be Inspection level S-2 with an AQL of 1.0. Tests. Tests shall be conducted to determine compliance with specification requirements, Where feasible, the same sample shall be used for

28、the determination of two or more test characteristics. Contractor certification. The contractor shall certify that the product offered meets the salient characteristics of this description and conforms to the producers own drawings, specifications, standards, and quality assurance practices. The Gov

29、ernment reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract. Metric products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using

30、 inch-pound units, providing they fall within the tolerance specified using conversion tables contained in the latest revision of Federal Standard No. 376, and all other requirements of this document are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerance

31、s specified Pn the inch/pound units, a request should be made to the contracting officer to determine if the product is acceptable. If the product covered by this document has been determined by the U.S. Food and Drug Administration to be under its jurisdiction , the offeror/contractor shall comply, and be res

33、ponsible for compliance by its subcontractors/suppliers, with the requirements of the Federal Food, Drug Cosmetic Act, as amended, and regulations promulgated thereunder. In addition, the offeror/contractor shall comply, and be responsible for compliance by its subcontractors/suppliers, with the req

34、uirements of all other applicable Federal State, and local statutes, ordinances, and regulations. Recovered material. The offeror/contractor is encouraged to use recovered material in accordance with Federal Acquisition Regulation Subpart 23.4 to the maximum extent practical. Preservation, Dackasinu

Unless otherwise specified, preservation, packaging, and packing shall be to a degree of protection to preclude damage to containers and/or contents thereof under normal shipping conditions, handling, etc., involving shipment from the supply source to the receiving

36、 activity, plus reshipment from receiving activity, and shall conform to applicable carriers rules and regulations.
