1、CAN3-D313-M85A National Standard of Canada(reaffirmed 2012)Trailer running gearThe Canadian Stundards Association (CSA), under whose auspices this National Standard has been pro- duced, was chartered in 7 97 9 and accredited by the Standards Council of Canada to the National Standards system in 7973

2、. It is a not-for-profit, nonstatutory, voluntary membership association engaged in stand- ards development and certification activities. CSA standards reflect a national consensus of produc- ers and users - including manufacturers, consumers, retailers, unions and professional organizations, and go

3、vernmental agencies. The standards are used widely by industry and commerce and often adopted by mu- nicipal, provincial, and federal governments in their regulations, particularly in the fields of health, safety, building and construction, and the environment. Individuals, companies, and associatio

4、ns across Can- ada indicate their support for CSAs standards develop- ment by volunteering their time and skills to CSA Committee work and supporting the Associations ob- jectives through sustaining memberships. The more than 7000 committee volunteers and the 2000 sustain- ing memberships together f

5、orm CSA s total membership from which its Directors are chosen. Sustaining mem- berships represent a major source of income for CSAs s tan da rds de ve lo pm e n t activities . The Association offers certification and testing services in support of and as an extension to its standards development ac

6、tivities. To ensure the integrity of its certification process, the Association regularly and con- tinually audits and inspects products that bear the CSA Mark. In addition to its head office and laboratory complex in Etobicoke, CSA has regional branch offices in major centres across Canada and insp

7、ection and testing agen- cies in eight countries. A National Standard of Canada is a standard which has been appro

11、ved by the Standards Council of Canada and one which reflects a reasonable agreement among the views of a number of capable individuals whose collective interests provide to the greatest practicable extent a balance of representation of producers, users, consumers, and others with relevant interests

12、, as may be appropriate to the subject in hand. It normally is a standard which is capable of making a significant and timely contribution to the national interest. Approval of a standard as a National Standard of Canada indicates that a standard conforms to the cri- teria and procedures established

13、 by the Standards Council of Canada. Approval does not refer to the technical content of the standard; this remains the continuing responsibility of the accredited standards- development organization. Those who have a need to apply standards are encour- aged to use National Standards of Canada whene

14、ver practicable. These standards are subject to periodic review; therefore, users are cautioned to obtain the latest edition from the organization preparing the standard. 31、d edition of CSA Standard D313, Trailer Running Gear. (metric) units. It supersedes the previous edition published in 1979. It was prepared at the request of the Federal and Provincial authorities responsible for administering regulations pertaining to safety of vehicles on highways. The purpose of

32、this Standard is to ensure safe operation of trailers under normal and emergency conditions, especially as regards braking performance. The ever increasing use of all types of trailers, particularly the recreational vehicle type, at high speeds demands that running gear be of good quality and that i

33、ts performance capabilities be checked by adequate testing. This Standard is intended as a guide for manufacturers in the development and manufacture of running gear. It will also assist authorities having jurisdiction in the preparation of suitable safety legislation. has been made for the use of “

34、limited use” running gear intended for transporting a mobile home from the place of manufacture to its destination and for use during the occasional relocation of that particular mobile home. The performance requirements for this type of running gear are not as stringent as those for the reusable ty

35、pe. This Standard is not intended for trailers that will be used predominantly for agricultural purposes, nor for the heavy commercial trailers. In regard to the latter, it was determined that the most convenient way to express this limitation in the Standard was to exclude trailers with full air-br

36、ake systems. the jurisdiction of the Standards Steering Committee on Automotive Safety and was formally approved by these Committees. The following paragraphs define CSA Certification policies. The Canadian Standards Association pro

42、vides certification services for manufacturers who, under license from CSA, wish to use the appropriate registered CSA Marks on certain products of their manufacture to indicate conformity with CSA Standards. CSA Certification for a number of products is provided in the interest of maintaining agree

43、d-upon standards of quality, performance, interchangeability and/or safety, as appropriate. Where applicable, certification may form the basis for acceptance by inspection authorities responsible for enforcement of regulations. Where feasible, programs will be developed for additional products for w

44、hich certification is desired by producers, consumers or other interests. In performing its functions in accordance with its objectives, CSA does not assume or undertake to discharge any responsibility of the manufacturer or any other party. The opinions and findings of the Association represent its

45、 professional judgement given with due consideration to the necessary limitations of practical operation and state of the art at the time the Standard is processed. Products in substantial accord with this Standard but which exhibit a minor difference or a new feature may be deemed to meet the Stand

46、ard providing the feature or difference is found acceptable utilizing appropriate CSA Certification Division Operating Procedures. Products which comply with this Standard shall not be certified if they are found to have additional features which are inconsistent with the intent of this Standard. Pr

47、oducts shall not be certifiable if they are discovered to contravene applicable Federal laws or regulations. Testing techniques, test procedures and instrumentation frequently must be prescribed by the CSA Certification Division in addition to the technical requirements contained in Standards of CSA

48、. In addition to markings specified in the Standard the CSA Certification and Testing Division may require special cautions, markings and instructions that are not specified by the Standard. Some tests required by CSA Standards may be inherently hazardous. The Association neither assumes nor accepts

49、 any responsibility for any injury or damage that may occur during or as the result of tests, wherever performed, whether performed in whole or in part by the manufacturer or the Association, and whether or not any equipment, facility or personnel for or in connection with the test is furnished by the manufacturer or the Association.
