2、 “The European Conference of Postal and Telecommunications Administrations, considering a) the need to simplify the customer interface with regard to ordering, implementation and billing procedures currently used by the Network Operators, b) the need to offer to customers a single point of contact f
3、or a number of international telecommunications services in order to better meet their requirements, c) that this schedule is intended to serve as a general framework for the establishment of bilateral arrangements between Network Operators on One-Stop-Shopping leased circuits and does not exclude t
4、he possibility of special provisions in any future bilateral agreements and does not prejudice existing bilateral agreements, d) that this schedule is not intended to create a binding agreement between Network Operators, and the extent to which it is used when developing bilateral agreements is a ma
5、tter for individual Network Operators, e) that the service specific schedule should be regarded as a flexible framework and will have to be kept under review, f) that the procedures detailed in this schedule are in addition to the general operating principles already documented O in the Memorandum o

9、 a range of telecommunications links designed for the dedicated use of customers. The range offers a choice of circuit types for use as voice or non-voice transmission links between customer sites. Leased circuits can be either digital or analogue. The circuits can be used for point-to-point links o
10、r to built extensive corporate networks. International private leased circuits are available for customers use on a permanent basis but can also be offered on a temporary basis. These circuits are routed via cable, satellite or microwave radio. The complete set of OSS procedures and features may not
11、 be applied to all types of circuits listed below. 2. SERVICE DESCRIPTION 2.1. Analogue Leased Circuits Are provided to the following specifications: o Voice Grade Circuits: two or four wire circuits for transmission of speech, facsimile or data mixed use with the bandwidth of 3.1 kHz. The following
12、 qualities of international circuits according to CCITT Recommendations are available : M.1020/M.1025 Intended for data transmission or other purposes that require a special quality. M.1040 Intended for telephony or other purposes that do not require a special quality. transmission or a combination
13、of voice and data and can also include broadcasting. o Wide Band Circuits: are available at 48 kHz. They may be used for high speed facsimile or data 2.2. Digital Leased Circuits Services to customers provided by means of international leased digital telecommunications circuits shall be offered on a
14、 full time, full duplex basis, although exceptions may be made as agreed on a case by case basis. Data transmission rates offered may range from 64 kbit/s to N x 64 kbit/s. Other data transmission rates may be provided on request wherever possible to meet a customer require- ment, and will be agreed
15、 between the parties before the order is accepted. Determination of the appropriate data transmission rate will be subject to customer requirements, cost, and availability of suitable facilities. 3. CONTACT POINT DETAILS Contact points should be provided by each Network Operator to cover the followi
16、ng activities: o Information/Pre-Order Request o Ordering o Implementation to ensure the exchange of any information required prior to an order being signed. to ensure the co-ordination of orders when they are received. to ensure the monitoring of an order during the implementation process including
17、 the handover of the service to the customer on completion. to ensure completion of all aspects relating to billing, accounting and settlement requirements. o Charging Details should be listed in the format shown in Annex 1. It should be noted that a single contact may cover all areas concerned. In
18、addition, specific order contact points, e.g. technical, may also be given. 19、pplicable to connections between the individual countries are determined in accordance with the appropriate national regulations. These regulations may take into account the relevant CEPT and CCITT Recommendations. ONE-STOP-SHOPPING PROCEDURES Information The Network Operator approached by a custome
20、r with a general inquiry which can be answered from information already available will respond within 5 working days. Where a detailed inquiry is received, requiring direct contact with a distant Network Operator, the response to the customer will be made within 10 working days. A flow chart indicat
21、ing the principles of these inquiry procedures is shown in Annex 2. Pre-Order Request A Network Operator receiving an inquiry relating to a prospective order will complete a Pre-Order Request form (an example is shown in Annex 3) and immediately send it to the Network Operator(s) involved for comple
22、tion and return. Response time to the customer during the pre-order phase should not exceed 15 working days. A flow chart detailing the principles of the Pre-Order Request phase is shown in Annex 4. Order Process The Co-ordinating Network Operator will use the information obtained from the participa
23、ting Network Operator(s) to present the customer with the relevant orders/documents-including the Warranty of Agency where applicable-for signature, the original of which will be returned to the respective participating Network Operator. Examples of a Warranty of Agency are given in Annex 5. Order P
24、rogress A flow chart indicating the required exchange of information during order progress is attached in Annex 6. It is recognized that, in the light of future experience, it should be possible to specify a maximum target provision date between Network Operators. This target will refer to the time
