A number in
2、 parentheses indicates the year of last reapproval. Asuperscript epsilon () indicates an editorial change since the last revision or reapproval.1. Scope1.1 This guide defines the use and content of Position TaskBooks in a “competency-based qualification system”.1.2 Each Position Task Book lists the
3、competencies,behaviors, and tasks required for successful performance in aposition or operational level.1.3 Position Task Books provide a standard form for docu-menting the knowledge, skills, and abilities of an individual byobservation of that individuals performance of tasks in aposition or at a p
4、articular operational level. When all tasks inthe PTB are successfully completed, the evaluated individual isconsidered qualified and eligible for assignment in that positionor at that operational level.1.4 This guide only defines the use of Position Tasks Booksand the content required for successfu
5、l application. It does notdefine the requirements for any position or operational level.1.5 This standard does not purport to address all of thesafety concerns, if any, associated with its use. It is theresponsibility of the user of this standard to establish appro-priate safety and health practices
6、 and determine the applica-bility of regulatory limitations prior to use.2. Terminology2.1 Definitions:2.1.1 behavior, nthe observable activity or manner ofbehaving of an individual in a specific situation.2.1.2 competency, na combination of knowledge, skillsand abilities that, when acquired, allows
7、 a person to perform atask or function at a specifically defined level of proficiency.2.1.3 competency-based qualification system, na systemin which qualified evaluators document, in writing, in astandard form (usually a Position Task Book), when anindividual has competently performed one or more ta
8、sksrequired for a position or operational level.2.1.4 competent, adjpossessing suitable or sufficient skill,knowledge, experience, etc., for some purpose; properly quali-fied.2.1.5 qualified evaluator, nan individual who hasdemonstrated, to the satisfaction of the authority havingjurisdiction, his o
9、r her competency in a task or tasks, one ormore knowledge bases, or a position or operational level, andthereby has the authority to document competent completion ofa task or tasks in an individuals Position Task Book.2.1.6 Position Task Book (PTB), na standard form adoptedby an authority having jur
10、isdiction and assigned to an indi-vidual to record training and competency on an ongoing basisover a set period of time for a specific position or operationallevel.2.1.7 task, na specific activity which, when performed,demonstrates all, or part, of a particular behavior.3. Significance and Use3.1 Th
11、is guide defines the use and content of Position TaskBooks.3.2 A Position Task Book lists all of the observable activi-ties which must be performed to demonstrate the ability tosuccessfully fill a position or operational level.3.2.1 Each activity, or Task, partly or fully demonstrates theexistence i
12、n an individual of a specific Behavior.3.2.2 One or more of these Behaviors signifies that theindividual is capable of a particular Competency.3.2.3 One or more defined Competencies are required foreach position or operational level.3.3 Each Position Task Book used to document the suitabil-ity of an
13、 individual to perform in a particular position oroperational level shall meet the requirements of this guide.3.4 Nothing in this guide precludes an authority havingjurisdiction (AHJ) from adding additional content to a PositionTask Book.3.5 This document may be used by an AHJ to developPosition Tas
14、k Books.4. Position Task Book Use4.1 PTBs may be used by an AHJ to:4.1.1 Identify when trainees are considered competent toperform in a specific position or operational level.1This test method is under the jurisdiction of ASTM Committee F32 on Searchand Rescue and is the direct responsibility of Sub

16、d abili-ties of personnel performing in a specific position or opera-tional level.4.2 Tasks in a Position Task Book may be evaluated duringone or more assignments, and may be observed by more thanone evaluator.4.3 A PTB shall include and define all of the tasks requiredfor an individual to perform i
17、n a specific position or operationallevel.4.3.1 Tasks pertaining to tactical decision-making andsafety require performance in that position during an incident.4.3.2 Other tasks may be evaluated by other means, such asthrough simulation or other emergency and non-emergencywork.4.3.3 A person must be
18、observed demonstrating the knowl-edge and competent performance defined for each task in aPTB.4.3.4 Performance of each task in a PTB shall be docu-mented by an evaluator with his or her initials and the date ofcompletion.4.4 Successful completion of all required tasks for theposition, as determined
19、 by evaluators, will be the basis forrecommending qualification of an assignee for a position oroperational level.4.5 If prerequisite training is normally documented with itsown PTB, completion of that PTB shall be used to demonstratecompetency.5. PTB Content RequirementsPosition or Operational Leve
20、l Identification5.1 A PTB shall clearly identify the position or operationallevel that the PTB is intended to assess.5.1.1 A PTB may assess more than one position or opera-tional level. If so, the position or level for which the PTB isused shall be clearly identified within prior to its assignment.5
21、.2 A PTB shall identify the position for which it wascreated, and shall define the operational scope of the position.5.3 A PTB should clearly identify the organization utilizingit.PTB Assignment5.4 A PTB shall be assigned to an individual.5.4.1 At a minimum, assignment shall be documented bythe indi
22、viduals name and signature.5.4.2 Documentation of assignment may also include:5.4.2.1 The individuals unit or agency.5.4.2.2 The individuals unit phone number.Verification of Completed PTB5.5 A PTB shall include a section for verification by a finalevaluator of its completion. This section shall inc
23、lude, atminimum, the following:5.5.1 A statement that the PTBs assignee has successfullycompleted all tasks for the position, that all tasks have beendocumented appropriately, and that the assignee should beconsidered for certification in that position. This statementshall include the name of the PT
24、Bs assignee.5.5.2 A line for the final evaluators signature.5.5.3 A line for the final evaluators printed name.5.5.4 Aline for identifying the final evaluators home unit oragency.5.5.5 A line for the date of verification.Agency Certification of Completed PTB5.6 A PTB shall include a section in which
