A number in

Scope1.1 This guide defines the use and content of Position TaskBooks in a “competency-based qualification system”.1.2 Each Position Task Book lists the

    3、competencies,behaviors, and tasks required for successful performance in aposition or operational level.1.3 Position Task Books provide a standard form for docu-menting the knowledge, skills, and abilities of an individual byobservation of that individuals performance of tasks in aposition or at a p

    4、articular operational level. When all tasks inthe PTB are successfully completed, the evaluated individual isconsidered qualified and eligible for assignment in that positionor at that operational level.1.4 This guide only defines the use of Position Tasks Booksand the content required for successfu

    5、l application. It does notdefine the requirements for any position or operational level.1.5 This standard does not purport to address all of thesafety concerns, if any, associated with its use. It is theresponsibility of the user of this standard to establish appro-priate safety and health practices

    6、 and determine the applica-bility of regulatory limitations prior to use.2. Terminology2.1 Definitions:2.1.1 behavior, nthe observable activity or manner ofbehaving of an individual in a specific situation.2.1.2 competency, na combination of knowledge, skillsand abilities that, when acquired, allows

    7、 a person to perform atask or function at a specifically defined level of proficiency.2.1.3 competency-based qualification system, na systemin which qualified evaluators document, in writing, in astandard form (usually a Position Task Book), when anindividual has competently performed one or more ta

    8、sksrequired for a position or operational level.2.1.4 competent, adjpossessing suitable or sufficient skill,knowledge, experience, etc., for some purpose; properly quali-fied.2.1.5 qualified evaluator, nan individual who hasdemonstrated, to the satisfaction of the authority havingjurisdiction, his o

    9、r her competency in a task or tasks, one ormore knowledge bases, or a position or operational level, andthereby has the authority to document competent completion ofa task or tasks in an individuals Position Task Book.2.1.6 Position Task Book (PTB), na standard form adoptedby an authority having jur

    10、isdiction and assigned to an indi-vidual to record training and competency on an ongoing basisover a set period of time for a specific position or operationallevel.2.1.7 task, na specific activity which, when performed,demonstrates all, or part, of a particular behavior.3. Significance and Use3.1 Th

    11、is guide defines the use and content of Position TaskBooks.3.2 A Position Task Book lists all of the observable activi-ties which must be performed to demonstrate the ability tosuccessfully fill a position or operational level.3.2.1 Each activity, or Task, partly or fully demonstrates theexistence i

    12、n an individual of a specific Behavior.3.2.2 One or more of these Behaviors signifies that theindividual is capable of a particular Competency.3.2.3 One or more defined Competencies are required foreach position or operational level.3.3 Each Position Task Book used to document the suitabil-ity of an

    13、 individual to perform in a particular position oroperational level shall meet the requirements of this guide.3.4 Nothing in this guide precludes an authority havingjurisdiction (AHJ) from adding additional content to a PositionTask Book.3.5 This document may be used by an AHJ to developPosition Tas

    14、k Books.4. Position Task Book Use4.1 PTBs may be used by an AHJ to:4.1.1 Identify when trainees are considered competent toperform in a specific position or operational level.1This test method is under the jurisdiction of ASTM Committee F32 on Searchand Rescue and is the direct responsibility of Sub

    16、d abili-ties of personnel performing in a specific position or opera-tional level.4.2 Tasks in a Position Task Book may be evaluated duringone or more assignments, and may be observed by more thanone evaluator.4.3 A PTB shall include and define all of the tasks requiredfor an individual to perform i

    17、n a specific position or operationallevel.4.3.1 Tasks pertaining to tactical decision-making andsafety require performance in that position during an incident.4.3.2 Other tasks may be evaluated by other means, such asthrough simulation or other emergency and non-emergencywork.4.3.3 A person must be

    18、observed demonstrating the knowl-edge and competent performance defined for each task in aPTB.4.3.4 Performance of each task in a PTB shall be docu-mented by an evaluator with his or her initials and the date ofcompletion.4.4 Successful completion of all required tasks for theposition, as determined

    19、 by evaluators, will be the basis forrecommending qualification of an assignee for a position oroperational level.4.5 If prerequisite training is normally documented with itsown PTB, completion of that PTB shall be used to demonstratecompetency.5. PTB Content RequirementsPosition or Operational Leve

    20、l Identification5.1 A PTB shall clearly identify the position or operationallevel that the PTB is intended to assess.5.1.1 A PTB may assess more than one position or opera-tional level. If so, the position or level for which the PTB isused shall be clearly identified within prior to its assignment.5

    21、.2 A PTB shall identify the position for which it wascreated, and shall define the operational scope of the position.5.3 A PTB should clearly identify the organization utilizingit.PTB Assignment5.4 A PTB shall be assigned to an individual.5.4.1 At a minimum, assignment shall be documented bythe indi

    22、viduals name and signature.5.4.2 Documentation of assignment may also include:5.4.2.1 The individuals unit or agency.5.4.2.2 The individuals unit phone number.Verification of Completed PTB5.5 A PTB shall include a section for verification by a finalevaluator of its completion. This section shall inc

    23、lude, atminimum, the following:5.5.1 A statement that the PTBs assignee has successfullycompleted all tasks for the position, that all tasks have beendocumented appropriately, and that the assignee should beconsidered for certification in that position. This statementshall include the name of the PT

    24、Bs assignee.5.5.2 A line for the final evaluators signature.5.5.3 A line for the final evaluators printed name.5.5.4 Aline for identifying the final evaluators home unit oragency.5.5.5 A line for the date of verification.Agency Certification of Completed PTB5.6 A PTB shall include a section in which

    25、 an agencyrepresentative shall certify the PTBs assignee. This sectionshall include, at minimum, the following:5.6.1 A statement of certification stating that the PTBsassignee has met all requirements for qualification and that thequalification has been issued. This statement shall include thePTB as

    26、signees name.5.6.2 A line for the certifying officials signature.5.6.3 A line for the certifying officials printed name.5.6.4 A line for the certifying officials title.5.6.5 A line for identifying the certifying officials homeunit or agency.5.6.6 A line for the date of certification.Duration of Vali

    27、dity of PTB5.7 A PTB shall have a predetermined length of time duringwhich it shall be completed.5.7.1 The time period shall be clearly stated in the PTB.5.7.2 The time period shall begin:5.7.2.1 Upon assignment of the PTB to an individual, or5.7.2.2 When the first task is completed.5.7.3 This time

    28、period shall be determined by the organiza-tion responsible for the creation of the PTB.Intent, Function, and Use of PTB5.8 A PTB shall include a general overview of its intent andfunction.5.9 A PTB shall include instructions that clearly explain itsuse.5.10 Each PTB shall include protocols for exce

    29、ptions and/orextensions that may be applied to the individual to which thePTB is assigned. These protocols shall also state whichrepresentative(s) of an AHJ shall have the authority to providesaid exceptions and/or extensions.Incident or Event Code5.11 Each task in a PTB shall have an incident or ev

    30、ent codeassociated with it to identify the type of assignment in whichthe task may be completed. The following incident or eventcodes and related descriptions are recommended:5.11.1 O (Other)Task can be completed in any situation,including classroom, simulation, incident, planned event, etc.Successf

    31、ul completion of a training course which tests whetherthe trainee has the knowledge, skills, and/or abilities associatedwith the task is also proof of completion, as is evaluation ofperformance under simulated or on-the-job situations. Assign-ment to an incident is not required.F3068 1425.11.2 I (In

    32、cident)Task must be performed during anincident managed under the incident command system. Ex-amples include search and rescue, disaster response, or non-emergency (planned or unplanned) event.5.11.3 R (Rare)Task that rarely occurs, so the opportunityto evaluate a trainees performance in a real sett

    33、ing is limited.Examples include injuries, vehicle or aircraft crashes, etc. Theevaluator must determine through interview, simulation, orother method(s) if the trainee would be able to perform the taskin a real event.Evaluator Record(s) and Evaluator Responsibilities5.12 At the discretion of the AHJ

    34、, a PTB shall provide asection for recording information specific to particular inci-dents or events in which a task or tasks were performed andevaluated. If included in a PTB, each Evaluator Record shallinclude, at minimum, sections for recording the following:5.12.1 Evaluation Record Number (recom

    35、mended for coor-dinating incidents or events and completed tasks).5.12.2 Assignee Information5.12.2.1 Name (printed)5.12.2.2 Position at Incident or Event5.12.3 Evaluator Information5.12.3.1 Name (printed)5.12.3.2 Position at Incident or Event5.12.3.3 Home unit or agency5.12.3.4 Home unit or agency

    36、address and telephone num-ber5.12.4 Incident or Event Information5.12.4.1 Name5.12.4.2 Type5.12.4.3 Duration5.12.4.4 Geographic location or general area, local agency,and state5.12.4.5 Incident management type (if considered necessaryby agency utilizing PTB)5.12.4.6 Incident complexity (if considere

    37、d necessary byagency utilizing PTB)5.12.5 Evaluators Recommendation5.12.5.1 This section shall include provision for the evalu-ator to state how well the trainee performed the evaluated taskor tasks. The following section, including its format, isrecommended:The tasks initialed and dated by me in th

    38、is Position Task Book wereperformed under my supervision in a satisfactory manner. I recommendthe following for this trainee:(1) The candidate has successfully performed all tasks for theposition and should be considered for certification.*(2) During this incident or event it was not possible for so

    39、metasks in this PTB to be performed and evaluated. Additionaltraining is needed to complete this assignees evaluation.(3) The assignee did not perform certain tasks in this PTB in asatisfactory manner. Additional training, guidance, orexperience is recommended prior to another attempt toperform thos

    40、e tasks.(4) The assignee is severely deficient in the performance oftasks in this PTB. Additional training, guidance, or experienceis recommended prior to another training assignment.* To be selected only if Assignee performed all tasks in the PTB in thepresence of this evaluator .5.12.5.2 A PTB sha

    41、ll provide a section for an evaluator torecord additional remarks or recommendations in regard to theAssignees training needs and/or performance of tasks.5.12.5.3 A PTB shall provide a section for recording theevaluators signature, name, relevant qualifications or agencycertification, and the date o

    42、f completion of the evaluatorsrecord.Position or Operational Level Training Requirements5.13 A PTB shall identify training requirements (i.e., CPR,annual fitness, leadership training, crime scene awareness, etc.)that:5.13.1 Recur on a predetermined schedule (i.e., annual,semi-annual, etc.).5.13.2 Mu

    43、st be completed within the period of validity ofthe PTB.5.14 A PTB shall make provision for documenting comple-tion of each training requirement, including date of completionand identification of person documenting the event.Position or Operational Level Tasks5.15 A PTB shall identify and define all

    44、 tasks required todemonstrate the competency of the Assignee for a particularposition or operational level. Tasks should be organized asdescribed below:5.15.1 All competencies required for the position or levelmust be clearly and briefly stated in the PTB.5.15.1.1 For each competency, all behaviors

    45、required toachieve it shall be stated clearly and briefly.5.15.1.2 For each behavior, all tasks necessary to clearlydemonstrate it shall be clearly stated. A brief description of thetask may be included, if necessary.5.15.1.3 Subtasks may be listed with each task, but shall notrequire documentation

    46、of completion.5.15.2 Each task shall have an incident or event codeassociated with it.5.15.3 For each task, provision shall be made in the PTB forrecording the following:5.15.3.1 Evaluation record number5.15.3.2 Evaluator name or initials5.15.3.3 Task completion date5.16 When complex skills or abili

    47、ties must be evaluated, thePTB shall not utilize a “check-list” format but shall considerthe total competency of the individual.6.
