A superscriptepsilon () indicates an editorial change since the last revision or reapproval.INTRODUCTIONOn Oct. 24, 1979, at the request of the U.S. Consumer Product Safety Commission, ASTMconvened a

3、 meeting of interested parties to discuss the merits of the development of a voluntarystandard covering portable containers for petroleum products. As a result of this meeting ASTM TaskGroup F15.10 was formed at an organizational meeting held on Jan. 24, 1980.During the early stages of its deliberat

4、ions the task group concluded that the scope of its workshould be limited to gasoline containers in view of the unique properties of the fluid, the broadconsumer use of such containers and the impracticality of adequately addressing a broader scope onany timely basis. Further, the task group conclud

5、ed that, in as much as consumer misuse is a majorsafety consideration, a standard specification for cautionary labeling should be its first order ofbusiness.1. Scope1.1 This specification establishes nationally recognized re-quirements for the cautionary information to be placed on thelabel of porta

6、ble gasoline, kerosene, and diesel containers forconsumer use. 20、MBINING REQUIREMENTS WITHSPECIFICATION F839X1.1 The purpose of this specification is to address labelingfor identification and safe use and storage of all portable fuelcontainers, gasoline, kerosene and diesel, for consumer use.The objective is to establish nationally recognized colors and acompilat

21、ion of language for each fuel that signal to the userwhat is in the container and how to transport, store, anddispense it safely. The English language only is considered.X1.2 Broad acceptance to date of the color blue waspersuasive to the task group in selecting it as the signal colorfor kerosene, a

22、s the color red is for gasoline and the colouryellow is for diesel (This is included in 4.1 of Practice ES9rather than in this specification.)X1.2.1 Objectives of the label text included the following:X1.2.1.1 Being consistent with FHSA labelingrequirements,X1.2.1.2 Signaling the degree of toxicity

25、Admonitory instructions about safe handling andstorage.X1.3 The task group used Practice ES9 as a basis for thekerosene container labeling practice and adapted it to reflectthe lesser hazard of kerosene in terms of flammability. Specialemphasis was given to warning against misuse of the keroseneor d

26、iesel container by inadvertently putting gasoline in it, thensubsequently using the contents to fuel a kerosene burningappliance, and lighting off the appliance.X1.4 The type size and precise sequence of signal words,warnings, and instructions were thoroughly debated withrespect to order of appearan

27、ce, grouping of instructions wheremore than one label or panel is involved, and possible use of awarning symbol near the fill opening to caution against puttinggasoline in the container.F839 152X1.4.1 NKHAs use of a cautionary symbol near the fillopening (as included in NKHA-A1 Standard for Marking

28、ofKerosene Storage Containers) was not deemed persuasive bythe task group because investigation by a sub-group in 1980 inconnection with gasoline containers has not discovered asymbol of that type which has universal perception or broadusage. The subcommittee at that time recommended againstadoption

29、 of a hazard symbol for gasoline containers.
