General This Harmonization Document has been prepared by the secretariat of Technical Committee 61 in accordance with the decisions taken by TC61 during its meetings held in October 1972, December 1973 and September 1974 in Arnhem. During th

11、e last mentioned 2 meetings, the results of the Enquiry Procedure in the member countries of the previous versions of this document, CENELCOM 61(Se)04/72 of December 1972 and CENELEC 6i(SEC)40/74 of February 1974, were discussed. It was decided to publish and implement this document as HAREIONLZATIO

12、N DOCUMEhT in the member countries indicated on the front page on 1975.07.01. This was confirmd by the Council during its meeting held in November 1974 in Rome. During this meeting the Council decided also that conflicting non-harmonized national standards should be removed before 1977.07.01. This H

13、armonization Document is based on CEE Publication 10, Part I, Second Edition dated October 1964 including Yodificationsl and 2. The reasons for the amendments to this Publication are mentioned in the last column in accordance with the CENELEC Internal Regulations. Note: The contents of this Harmoniz

14、ation Document will be re-examined as soon as new amendments to the relevant IEC Publication have been published. 16、ence suppression only. Denmark (Heavy Current Regulations 36 833.1.3,note): Keys to locks of lids e.g. cylinder locks and padlocks are not regarded as tools. The standard value of the rated single-phase voltage is 22017 except for the following countries: Finland : range 210-230 V, France : 220 V an

17、d 127/220. V. (bi-tension) , Norway : range 220-230 V, United Kingdom : 240 V. Austria, Germany, Ireland and the United Kingdom.(Wiring Rules): Class O and O1 appliances are not allowed. Germany (Law 4 C 495/71 of 17June 1973): If the temperature rise of accessible appliance surfaces, measurec accor

18、ding to the operating conditions of clause 11, exceeds 60 K corresponding caution references have to be included in the instruction manual. Ireland (Statutory Instrument 222 of 1969) and United Kingdom (Statutorv Instrument 310 of 1969): label shall be attached to the flexible cord of all Class I ap

19、pliances itted with a flexible cable or cord having cores coloured green-and-yellow, brown and blue. 20、 Green-and-yellow : Earth Blue : Neutral Brown : Live.“ Ireland (Wiring Rules) : The followirrg additional marking is required in the instruction sheet or on a separate label: - For Class I appliances: a warning for the need of earthing. - -: For appliances fitted with a flexible cable or cord and .

21、 with an input between 2.8 and 3.5 kW: a warning that any plug fitted must have a rating of 15A or more. Switzerland (SEV 1000 of 1974) : In addition appliances shall be marked with a reference to the instruction sheet if an instruction sheet is required. United Kingdom (Wiring Rules) : - In a Class

22、 I appliance the line terminal shall be indicated by the letter L and the neutral terminal by the letter N. - For portable Class I appliances the following warning notice shall be given on a label attached to the end of the flexible cord. For all .Class I appliances this warning shall be included in

23、 the instructions. WARNING THIS APPLIAHCE MUST BE EARTHED - For Class II appliances fitted with a flexible cable or lord, having cores coloured blue and brown, a label similar to that demanded for Class I appliances by Statutory Regulations is to be provided. For Class II appliances fitted with a fl

24、exible cord of the parallel twin type the instructions shall be given by the manufacturer for the correct connection of the plug. - If the appliance is provided with a flexible cord having conductors with a cross-sectional area of 0,5 mm2 or less, a label shall be attached to the end of the flexible

25、 cord stating the following: “This appliance must be protected by a 3A fuse if a 13A (BS1363: plug is used, or, if any other type of plug is used, by a 5A fuse either in the plug or adaptor or at the distribution - board. I This information shall also be given in the user instructions,- - For applia

31、ive side of the circuit provided this does not prevent the control device from fulfilling the designed function under a fault condition. Therefore such appliances supplied with a flexible cable or cord do not require to be fitted with a plug. 826c Denmark (Heavy Current Regulations C23 g2

35、30Sh): The terininal shall be placed in such a way that internal wires, during replacement of supply cble or cord, have no possibility of being squeezed or exposed to harmful influence e.g. through pull, twist or sharp bendings. Loose terminals and terminals placed on e.g. lids or parts which are mo

36、vable without the use of a tool after covers have been removed for replacement of supply cable or cord, are not . permit ted. 1. This requirement need not to be complied with in case the terminals for supply connection are placed in housings which are entirely of insulating material or which have in

37、sulation between the interior of the housing and accessible metal parts and in which there are no parts which are intended for being connected to earth. This relaxation does not apply to equipment of Class I and Class 01. For equipment of Class O the said insulation shall at least be functional insu

38、lation, and for equipment of Class II it shall at least be reinforced insulation. Such insulation shall also be found in places where cords or cables may get jammed. , 230a Denmark (Heavy Current Regulations C23 g2316b and c) : External parts of insulating material shall in addition be resistant to

39、fire. Compliance is checked by the following test, which is not made on parts of ceramic material. The insulating parts are subjected to a test made with an electrically heated conical mandrel in an apparatus as shown in Figure 9. The mandrel is inserted into a conical hole reamed in the part to be

40、tested in such a way that portions OL the conical part of the mandrel of equal length protrude from both sides. The sample is pressed against the mandrel with a force of 12N. The mandrel is heated to a temperature of 3OOOC in approximately 3 minutes and is maintained within 1OoC of this value for 2

41、minutes. The temperature is measured by means of a thermocouple inside the mandrel. During the test, sparks of about 6 mm in length are produced at the upper surface of the sample where the mandrel protrudes, by means of a high-frequency spark generator. Neither the sample, nor any gases produced du

42、ring the heating, shall be ignited by the sparks. . After the conclusion of the test the sample shall not have moved on the mandrel by more than 3 mm (A longer movement may be accepted where it is considered reasonable). If the material by adaptation to the mandrel is wealcened to such an extent tha

43、t the movement on the iiiandrel during the test is likely to be caused by the above-mentioned weakening the test is repeated with a mandrel with a different dianeter -5- -5- HD 250 = February 1975. or possibly somewhere else on the material. It may be permitted that thermoplastic material does not p

44、ass the hot mandrel test, if the use of said insulating material gives special advantages, Howeverj such a permission is only obtainable, if the material does not burn violently as for example celluloid, 830b Denmark (Heaw Current Regulations C23 82316b and c): If insulating parts retaining live par

45、ts in position in addition are external parts forming the enclosure of the appliance, the prescribed hot mandrel test is replaced by the hot mandrel test mentioned in 830a, but with a temperature of 5OOOC and with a maximum movement on the mandrel of 2 mm. It may be permitted that thermoplastic mate

46、rial does not pass this hot mandrel test, if the use of said insulating material gives special technical advantages. However, such a permission is only obtainable, if the material is self- extinguishing. The material is deemed to be self-extinguishing if the following test is passed: The test is mad

47、e on 10 samples, and all samples shall with- stand the test. The test is made in still air with the aid of a Bunsen burner, having an opening of 9 mm and being supplied from the town gas. The flame of the burner is adjusted to an overall length of 10 cm and a cone length of 5 cm, The burner is held

48、at an angle of 45O The sample is held in one of the positions which are deemed to be most unfavourable for passing the test (the same position need not be used for all samples), and the sample is placed in this position with its lower end in the middle of the flame, the distance between the sample a

49、nd the opening of the burner being 3,5 cm. The flame is applied for 10 seconds. Any burning of the sample shall be quiescent and shall not spread appre- ciably; any flame shall be self-extinguishing vithin 30 seconds after the removal of the flame of the burner.
