4、compromised by abandoning established processes, tools, and standards of performance. The intent was to catch up later, but the bow wave was growing. OSP implementation was impacted by a lack of shelf-ready standards and specifications for human-rated space flight. Additionally, OSP initially chose

5、not to apply NASA preferred industry and Government standards common to high reliability space flight and ground systems.Additionally:a. Lack of Shelf Ready Specifications. Applicable documents carry-over from previous programs fosters requirement ambiguities, overlap, and more significantly, requirements creep from water-falling of applicable documents. Once standards sets are established for future development programs, they need to be organize
