The -T is responsible for studying technical, operating and tariff questions and issuing Recomm

3、en- dations on them with a view to standardizing telecommunications on a worldwide basis. The World Telecommunication Standardization Conference (WTSC), which meets every four years, establishes the topics for study by the IT-T Study Groups which, in their turn, produce Recommendations on these topi

The approval of Recommendations by the Members of the ITU-T is covered by the procedure hid down in WSC Resolution No. 1 (Helsinki, March 1-12, 1993). -T Recommendation E.162 was prepared by IT-T Study Group 2 (1993-1996) and was approved under the WTSC Resolution No. 1 procedure on the 21st of

9、e the full capability of Recommendation E.164: “Numbering plan for the ISDN era”. This Recommendation does not imply any delay to Time T, This date and time is unchanged by this Recommendation. This Recommendation outlines the requirement for increased digit analysis, from six digits to seven digits

10、, of the international E.164 number. This requirement is in addition to previous requirements in RecommendationsE.164 and E.165, associated with Time T. 2 Date of Time T The date for Time T has been set, in Recommendation E.165, as 31 December 1996 at 2359 hours Coordinated Universal Time (UTC). The

11、 date and time of Time Tis unchanged by this Recommendation. 3 Network requirements for seven digit analysis at Time T Number analysis requirements post Time T, as reflected in 3.2.4E.164, Geneva 1991, have been changed. The new number analysis requirements at Time Tare outlined below: The originati

12、ng country must analyse a number of digits of the E.164 international number. The National Destination Code (NDC) increases the potential requirement for number analysis because it provides for a combination of either a Trunk Code (TC) and/or a network identification function. Careful consideration

13、should be given to the preparation of the National Destination Code (NDC) assignments. - On international calls, the number anaiysis performed at the originating country need not be more than the country code and: - - - four digits on the N(S)N in the case of a country with a threedigit country code

14、; five digits on the N(S)N in the case of a country with a two-digit country code: six digits on the N(S)N in the case of a country with a one-digit country code. Aithough the potential for seven-digit anaiysis exists, it is not required for every call. The terminating country will inform the origin

15、ating country which of the digits of the E.164 number will indicate that seven-digit analysis is required. Some Administrations will be able to implement the charging arrangements with seven-digit analysis at the same time as the associated routing. Others may not be able to implement the charging a

16、rrangements at the same time; bilateral arrangements should be established between these Administrations, if needed. NOTE - The requirements for seven-digit analysis on international calls, as described above, will also be included in Recommendation E.164 when it is re-issued. 4 History Recommendation approved in April 1995.
