7、ce-related provisions. It is founded onbroad-based principles that make possible the use of new materials and new sewage disposaldesigns. This 2018 edition is fully compatible with all of the International Codes(I-Codes) pub-lished by the International Code Council(ICC), including the International

8、Building Code, Interna-tional Energy Conservation Code, International Existing Building Code, International Fire Code,International Fuel Gas Code, International Green Construction Code, International MechanicalCode, International Plumbing Code, International Property Maintenance Code, International

It provides an international forum for discussion and deliberationabout building design, construction methods, safety, performance requirements, technologicaladvances and innovative products.DevelopmentThis 2018 edition presents the

15、code as originally issued, with changes reflected in the 1997 through2015 editions and further changes approved by the ICC Code Development Process through 2017. Anew edition such as this is promulgated every 3 years.This code is founded on principles intended to establish provisions consistent with

16、 the scope of asewage disposal code that adequately protects public health, safety and welfare; provisions that donot unnecessarily increase construction costs; provisions that do not restrict the use of new materi-als, products or methods of construction and provisions that do not give preferential

17、 treatment toparticular types or classes of materials, products or methods of construction.iv 2018 INTERNATIONAL PRIVATE SEWAGE DISPOSAL CODEMaintenanceThe International Private Sewage Disposal Code is kept up to date through the review of proposedchanges submitted by code enforcement officials, ind

18、ustry representatives, design professionalsand other interested parties. Proposed changes are carefully considered through an open codedevelopment process in which all interested and affected parties may participate.The ICC Code Development Process reflects principles of openness, transparency, bala

19、nce, dueprocess and consensus, the principles embodied in OMB Circular A-119, which governs the federalgovernments use of private-sector standards. The ICC process is open to anyone; there is no cost toparticipate, and people can participate without travel cost through the ICCs cloud-based app, cdp-

20、Access. A broad cross section of interests are represented in the ICC Code Development Process.The codes, which are updated regularly, include safeguards that allow for emergency action whenrequired for health and safety reasons.In order to ensure that organizations with a direct and material intere

21、st in the codes have a voicein the process, the ICC has developed partnerships with key industry segments that support theICCs important public safety mission. Some code development committee members were nomi-nated by the following industry partners and approved by the ICC Board: American Society o

22、f Plumbing Engineers (ASPE) National Association of Home Builders (NAHB) Plumbing Heating and Cooling Contractors (PHCC) American Institute of Architects (AIA)The code development committees evaluate and make recommendations regarding proposedchanges to the codes. Their recommendations are then subj

23、ect to public comment and council-widevotes. The ICCs governmental memberspublic safety officials who have no financial or businessinterest in the outcomecast the final votes on proposed changes.The contents of this work are subject to change through the code development cycles and by anygovernmenta

24、l entity that enacts the code into law. 26、tee Responsibilities(Letter Designations in Front of Section Numbers)In each code development cycle, code change proposals to this code are considered at the Commit-tee Action Hearings by the International Plumbing Code Development Committee, whose actionconstitutes a recommendation to the voting me

27、mbership for final action on the proposed change.Code change proposals to sections of the code that are preceded by a bracketed letter designation,such as A, will be considered by a committee other than the Plumbing Code Development Com-mittee. For example, proposed changes to Section BS 303.1 will

28、be considered by the IBCStruc-tural Code Development Committee at the Committee Action Hearings in the 2019 (Group B) codedevelopment cycle.The bracketed letter designations for committees responsible for portions of this code are as fol-lows:A = Administrative Code Development Committee;BS = IBCStr

29、uctural Code Development Committee; andP = International Plumbing Code Development Committee.For the development of the 2021 edition of the I-Codes, there will be two groups of code devel-opment committees and they will meet in separate years. Because differ-ent committees hold Committee Action Hearings in different years, proposals fo

31、r this code will beheard by committees in both the 2018 (Group A) and 2019 (Group B) code development cycles.Note that every section of Chapter 1 of this code is designated as the responsibility of the Admin-istrative Code Development Committee, and that committee is part of the Group B portion of t

32、hecode hearings. This committee will hold its code development hearings in 2019 to consider all codechange proposals for Chapter 1 of this code and proposals for Chapter 1 of all I-Codes except theInternational Energy Conservation Code, International Residential Code and International GreenConstruct

33、ion Code. Therefore, any proposals received for Chapter 1 of this code will be assigned tothe Administrative Code Development Committee for consideration in 2019.It is very important that anyone submitting code change proposals understand which code devel-opment committee is responsible for the sect

41、ordination of technical provisions is one of the strengths of the ICC family of model codes.The codes can be used as a complete set of complementary documents, which will provide userswith full integration and coordination of technical provisions. To make sure that each individual code is as complete as pos-sible, some technical provisions that are relevant to more than one subject area are duplicated insome of the model codes. This allows users maximum flexibility in their application of the I-Codes.Italicized TermsWords
