The Council, at the second meeting of its 144th Session on 20 Februar

2、y 1995 and the Air Navigation Commission at the twenty-second meeting of its 137th Session on 13 December 1994, acting under authority delegated by the Council, took action as indicated hereunder, on the report of the Special European Regional Air Navigation Meeting Doc 9639, SP EUR (1994)l. 2. In a

3、ccordance with the Directives to Regional Air Navigation Meetings (Doc 8144/6), the SP EUR RAN meeting classified some of its actions as “Conclusions“ with the intent that they would not require formal action by the Council or the Air Navigation Commission. This explains the gaps that occur in the s

4、equential numbering of recommendations and conclusions in this Supplement. In any cases where the Council and the Air Navigation Commission have decided otherwise, the actions taken by them on such conclusions have been included in this Supplement. A complete list of recommendations and conclusions

5、are contained in Section (iii) of the introductory text in the report of the meeting (Doc 9639). 3. The recommendations and conclusions of the meeting, unless otherwise qualified in the text or in the action taken thereon by the Council or by the Air Navigation Commission under delegated authority,

6、apply only to the Contracting States whose territories or dependencies are located partially or wholly within the geographical area considered by the meeting and those located outside that area, which have notified ICAO that aircraft on their register or aircraft operated by an operator whose princi

7、pal place of business or permanent residence is located in such States, operate or expect to operate into the area, or which provide facilities and services affecting the area. 4. Recommendations and conclusions for action by States are addressed to ICAO Contracting States only. Implementation of th

8、ose recommendations and conclusions related to facilities and services is governed by Article 28 of the Convention. 5. The Secretary General will arrange for the normal follow-up action in respect of recommendations and conclusions as appropriate. Where special action is required to be taken by the

9、Secretary General, this is indicated in the text of the action taken by the Council or the Air Navigation Commission. 11、to: a) take action thereon as appropriate including consultation with the new States in the European Region on their membership in the enlarged EANPG. b) make available sufficient resources to the regional office to support the EANPG activities taking into consideration the relevance of ICAO in the

12、new European planning context. The exchange of information on future planning between states in immediately adjacent regions Noted the recommendation and requested the Secretary General to bring it to the attention of States concerned. Position of EUROCONTROL in the European air navigation planning

13、process Approved the recommendation and requested the Secretary General to bring it to the attention of the States concerned and EUROCONTROL in accordance with the established ICAO procedure. Dissolution of the MOTNE RPG Approved the recommendation and requested the Secretary General to inform the S

14、tates and international organizations which participated in the work of the MOTNE and express appreciation for their contributions.
