This regulation prescribes the responsibilities of the Corps of 2. Divisions and Districts concerned w
3、ith matters involving foreign-trade zones and the Board of Engineers for Rivers and Harbors. Applicability. This regulation is applicable to all Corps o$ Eniineers 3. References. a. The Board consists of the Secretary of Commerce, The Secretary of In general, the Board the Secretary of the Treasury, and the Secretary of the Army. Commerce

13、cretary. The Executive Secretary is in charge of the Boards headquarters office, and attends to the administrative affairs of the Board. c. Committee of Alternates. Committee of Alternates has the following duties: The alternate for the Secretary of Commerce The Assistant Secretary of the Army (Civil Works) The (1) Review and prepare all
15、 matters for presentation to the Board. (2) Hold such hearings and rehearings as may be directed by the Chairman of the Board.
