Asuperscript epsilon (e) indicates an editorial change since the last revision or reapproval.INTRODUCTIONThere are approximately 225 000 to 500 000 soccer goals in the United States. Many of these soccergoals are unsafe because they are improperly d
3、esigned, manufactured, or installed (unstable and areeither unanchored or not properly anchored or counter-balanced). These soccer goals pose anunnecessary risk of tipover to children who climb on goals (or nets) or hang from the crossbar.The CPSC knows of four deaths in 1990 alone and at least 21 d
4、eaths during the past 16 years(1979-1994) associated with movable soccer goals. In addition, an estimated 120 injuries involvingfalling goals were treated each year in U.S. hospital emergency rooms during the period 1989 through1993. Many of the serious incidents occurred when the soccer goals tippe
5、d over onto the victim.Almost all of the goals involved in these tipovers appeared to be homemade by high school shopclasses, custodial members, or local welders, not professionally manufactured. These homemade goalsare often very heavy and unstable.The majority of movable soccer goals are construct
6、ed of metal, typically weighing 150 to 500 lb.The serious injuries and deaths are a result of blunt force trauma to the head, neck, chest, and limbsof the victims. In most cases this occurred when the goal tipped or was accidentally tipped onto thevictim. In one case an 8-year-old child was fatally
7、injured when the movable soccer goal he wasclimbing tipped over and struck him on the head. In another case, a 20-year-old male died from amassive head trauma when he pulled a goal down on himself while attempting to do chin-ups. In athird case, while attempting to tighten a net to its goal post, th
8、e victims father lifted the back base ofthe goal causing it to tip over striking his 3-year-old child on the head, causing a fatal injury.High winds can also cause movable soccer goals to fall over. For example, a 9-year-old was fatallyinjured when a goal was tipped over by a gust of wind. In anothe
9、r incident, a 19-year-old goaliesuffered stress fractures to both legs when the soccer goal was blown on top of her.1. Scope1.1 This standard specifies safety and performance require-ments aimed at providing for safer use of soccer goals andreducing injuries and fatalities.1.2 This standard applies
10、to soccer goals for training andcompetition in outdoor sports facilities and indoor arenas.1.3 This standard addresses the risk of accidental tipover orpullover of soccer goals.1.4 This standard is based upon safety and design require-ments listed in EN 748.1.5 This standard applies only to goals wh
11、ose inside mea-surements are 612 to 8 ft high and 18 to 24 ft wide.1.6 This standard replaces PS 7599.2. Terminology3.1 Definitions:3.1.1 movable goal,
15、 nany freestanding soccer goal de-signed to be moved from field to field or on and off a fieldbefore, during, or after a practice or a game.3.1.2 permanent goal, nany goal fixed by concrete orother material to ground, with or without net supports.3.1.3 semipermanent goal, nany goal designed to beins
16、erted into a ground sleeve and thereby able to be taken fromthe field during the off-season.4. Material4.1 The goal frame may be made of any material, providedthe requirements of this standard are fulfilled.4.2 All materials related to the construction of the goalframes (net excluded) shall be desig
17、ned to maintain theirintegrity for outdoor use for a minimum period of five yearswith proper maintenance or following manufacturers sug-gested maintenance schedule.4.2.1 Design,4.2.2 Goal frameThe uprights and the crossbar shall havethe same cross section.4.2.3 Ground sleeves for semipermanent goalT
18、he groundsleeves shall be adapted to the diameter of the poles.4.2.3.1 The ground sleeves shall be designed to be set inconcrete or concrete blocks, ensuring a drainage hole isinserted.5. Safety Requirements5.1 General RequirementsIf one of the following require-ments (5.1.1, 5.1.2,or5.1.3) is met,
19、the goal shall be incompliance with this standard and no further testing or labelingare required.5.1.1 If the goal, when released in the forward and reversedirections from its tipover point of no return, impacts a lowprofile load button as described in 5.1.1.1-5.1.1.3 with a forceof less than 40 lbf
20、.45.1.1.1 The load button shall be a low profile compressiononly button.55.1.1.2 The load button shall be mounted on and testingshall be performed on a hard, flat, level test surface such asconcrete or asphalt.5.1.1.3 The load button shall have a measuring capacity ofup to 100 lb.5.1.2 If the goal i
21、ncluding all attachments, such as net,weighs less than 60 lb.5.1.2.1 The goal shall be weighed using a commerciallyavailable scale.5.1.2.2 The goal shall be weighed together with any and allattachments that will be used with the goal to include, but notbe limited to, nets, stakes, net ties, etc.5.1.
