9、Definitions of Terms Specific to This Standard:3.1.1 containersstorage vessels for HCFC Blend B.3.1.2 cylinderscontainers of HCFC Blend B.3.1.3 HCFC Blend Btertiary blend comprised primarilyof HCFC-123 (2,2-dichloro-1,1,1-trifluoroethane); a com-pound used to inert, extinguish, or suppress a fire or

10、 explosionhazard. The blend also contains argon and tetrafluoromethane.3.1.4 insulatedplaced in an isolated situation to protectand prevent the transfer of damage.4. Significance and Use4.1 This practice provides requirements for the handling,transportation, and storage of HCFC Blend B encountered i

11、ndistribution through both commercial and military channels. Itis intended to ensure that HCFC Blend B is handled, trans-ported, and stored in such a way that its physical propertyvirtues are not degraded. Transport may be by various means,such as, but not limited to, highway, rail, water, and air.5

Practice5.1 To ensure safe handling, loading, unloading, storing,and transporting of material, personnel shall be trained in theCGA publications and Title 49 CFR regulations as listed inSections 2.2 and 2.3, respectively.5.2 Handling:1This practice is under the jurisdiction of ASTM Committee D26 o

15、be in accordance with CGA P-1, SafeHandling of Compressed Gases in Containers.5.2.1.1 Personnel who handle or store, or both, cylinders ofHCFC Blend B shall be trained properly to recognize andidentify the characteristics of the product and the propermethods of safely handling full, partially full,

16、and emptycylinders.5.2.2 All HCFC Blend B transfers between storage contain-ers and recycling processes shall be performed by personneltrained in handling procedures.5.2.2.1 HCFC Blend B recycling and transfer processesshall be in conjunction with the equipment specified by themanufacturer.5.2.3 HCF

17、C Blend B handling shall be in nonsmoking,heater-free, ventilated areas to preclude product accumulation.Provisions shall be made to ensure that service areas limitHCFC Blend B concentrations do not exceed 20,000 ppm(2 %) by volume for 1 min and 50 ppm by volume for a timeweighted exposure of 8 h.5.

18、2.4 Cylinders shall not be overfilled. The liquid portion ofthe HCFC Blend B must not completely fill the containersinternal volume at any temperature up to and including 130F(54C). The maximum permitted filling density for HCFCBlend B shall be 86 lb/ft3(1377 kg/m3). Filling density require-ments ar

19、e specified in Title 49 CFR, 173.304 and Title 49 CFR,173.305. Recommended fill density is 76 lb/ft3(1219 kg/m3)orless.5.2.5 Handling of materials should be done in a manner thatprevents contamination or commingling of halocarbons otherthan HCFC Blend B.5.2.6 Cylinders shall be free of dirt and cont

20、amination thatwould contribute to or would cause deterioration of productduring shipment or storage. Precautions should be taken toprevent the entry of oil, water, or any other foreign matter intocontainers. Unique coatings or preservatives applied prior toshipment to protect the containers are not

21、considered contami-nation.5.3 Transportation:5.3.1 Transportation shall be as specified in accordance withDOT regulations of Title 49 CFR.5.3.1.1 Shipment of materials between collectors, recyclers,and reclaimers should be within approved DOT guidelines forClass 2, Division 2.2, regulated materials.

22、 Any further provi-sions for special transportation or packaging should be agreedupon between the collectors, recyclers, and reclaimers.5.3.1.2 The minimum design pressure requirements shall beas indicated in Title 49 CFR, Part 173.304. The pressure insidethe container at 70F (21C) shall not exceed

23、the servicepressure for which the container is marked. The pressure insidethe container at 130F (54C) shall not exceed54 times theservice pressure for which the container is marked. Fig. 1illustrates the effect of temperature on a typical storagecylinder filled with HCFC Blend B. As HCFC Blend B isc

25、ansportation shall be by suitable vehicles to pre-clude cylinder damage by excessive mechanical vibration,shock, freezing, or deleterious high temperatures throughoutthe entire transport route.5.3.2.1 If cylinders are expected to be subjected to unac-ceptable transport conditions, the cylinders shou

26、ld be placedunder insulated conditions.5.3.3 Compressed gas cylinder permanent marking require-ments shall be as specified under Part 178 of Title 49 CFR andmust be maintained in legible condition as required by Part 173of Title 49 CFR. Warning labels shall be affixed to cylindersconforming to requi

27、rements of Part 82.106 of Title 40 CFR.5.4 Storage:5.4.1 Storage shall be in accordance with CGA P-1, SafeHandling of Compressed Gases in Containers, in qualifiedcylinders in accordance with Parts 173 and 178 of Title 49CFR.5.4.2 Cylinders should be stored in areas that will protectvessels from phys

28、ical and environmental damage and tamper-ing from unauthorized personnel.5.4.2.1 Facilities should be of construction and orientationso that safety requirements are fulfilled for the storage ofpressurized cylinders.5.4.3 Storage cylinders shall be fitted with pressure releasemechanisms to limit vess

29、el pressure to not more than theminimum required test pressure of the cylinder. Safety reliefvalves should be set not less than 75 %, nor more than 100 %of the minimum required test pressure of the cylinder. Safetyvalves shall be in contact with the vapor space of the cylinder.5.4.3.1 Periodic hydro

30、static testing and reinspection of cyl-inders used for recycled HCFC Blend B shall comply with Title49 CFR, Part 180.5.4.4 Containers shall be clearly marked and labeled toidentify whether the HCFC Blend B contained does or does notconform to Specification D7122.5.4.5 Insulation shall be placed on p

31、allets or shoring, andprovisions should be made to prevent excessive shock orthermal fluctuations to cylinders.5.4.6 Cylinders shall be stored in a manner that will preventcontamination from external sources.5.4.6.1 If HCFC Blend B meeting the standards of Specifi-cation D7122 is stored in the same

32、area as material not meetingthe standards, storage shall be segregated or clearly identifiableas not being similar.6. Inspection6.1 HCFC Blend B that is reclaimed using HCFC Blend Bmanufacturer-approved reclamation systems may be releasedfor reissue, provided test examination to validate the materia

33、lto specification is fulfilled.6.1.1 Reclaimed HCFC Blend B that cannot be proven tocomply with Specification D7122 shall not be reissued.
